About this file

This is a Question and Answers document addressing clarifications for a mobile water sampling laboratory outfitting project. The document provides government responses to four key contractor inquiries regarding the Statement of Work specifications for converting a 2024 Mercedes-Benz Sprinter Cargo van into a functional laboratory.

Regarding power requirements, the government confirmed flexibility in the power generation system, stating that alternatives to the specified 6,500W internal combustion generator are acceptable provided the system supplies sufficient power for sampling equipment and an overhead AC unit, contingent upon adequate charging infrastructure being available before project completion. For interior materials, the government specified high-density plastic as the preferred non-metallic material for walls and surfaces to meet contamination prevention standards. On layout specifications, the government indicated flexibility with the rear storage depth, allowing reduction from 48 inches to accommodate additional workspace provided the power generation system and a minimum of 30 inches of storage space for sampling equipment are maintained. The government also clarified that walls and ceiling coverage with water-repellent or cleanable solid surfaces is not a mandatory requirement. These responses establish that while the SOW contains baseline specifications, the contractor has design flexibility in several key areas to optimize functionality and meet the government's core operational needs.

Question and Answers Subject: Power Sustenance Q1: The SOW currently specifies a 6500W generator. Would the OTWSC consider an alternative high-capacity Lithium battery bank system? We are evaluating whether such a system would provide sufficient, silent power for your high-draw sampling equipment during extended field use, or if the internal combustion generator is a mandatory requirement.

A1: As far as the power generator goes, as long as the system provides enough power to run our sampling equipment as well as the overhead AC unit, we would be fine considering an alternative to the internal combustion generator. As far as the lithium battery bank system goes, I would just want to make sure we had the infrastructure necessary for recharging before we have the build complete Subject: Contamination Standards Q2: The "no metals" requirement for the interior is very clear. Would non-metallic materials such as high-density plastic composites (e.g., Starboard) or Fiberglass Reinforced Plastic (FRP) be preferred for walls and surfaces? Additionally, are there specific materials you have found most effective at preventing cross-contamination in previous builds?

A2: High density plastic Subject: Layout Specifications Q3: The SOW outlines a 48-inch (4') rear storage depth. Is this dimension essential for specific gear, or is there flexibility to adjust this to 32–36 inches to allow for more workspace in the lab area?

A3: For the rear storage depth, I believe that we can be flexible so long as the power generating system and at least 30 inches of storage space for our sampling equipment.

Q4: Are the walls and ceiling to be covered with a water repellent, cleanable solid surface such as FRP?

A4: The walls and ceiling also do not need to be covered with a water repellent/cleanable solid surface
