Since method of proposal submission will be email, can the Government clarify whether offerors must email their proposals to USGS by 5PM CST on Monday 1/26/26 (the due date for offers) or by Friday 1/23/26 at 5PM CST (one working day prior) for their submissions to be timely?

No. For this solicitation, proposals submitted via email must be received at the Government’s designated email address no later than 5:00 PM CT on January 26, 2026. RFP will be amended in Section L to state “Notwithstanding FAR 52.212-1(f)(2)(i)(A), when proposals are submitted via email, proposals shall be considered timely if received at the Government’s designated email address no later than 5:00 PM CT on January 26, 2026.

The Proposal Delivery Instructions on Page 77 state that proposals must be submitted by the date and time referenced in SF1449 Page 1 Block 8 (or the most recent amendment). However, the instructions also state: "As stated in FAR 52.212-1(f)(2)(i)(A), if the proposal is emailed, then the proposal must be received at the initial point of entry to the Government Infrastructure not later than 5:00pm (local time) one working day prior to the date specified for receipt of offers."

It is our understanding that FAR 52.212-1(f)(2)(i)(A) establishes an exception under which a late offer may still be considered if it was received at the initial point of government entry by 5:00 p.m. one working day prior to the deadline as a safe harbor for offers delayed within government systems.

Please clarify: Is the official deadline for email submissions the date and time specified in Block 8 of the SF1449 (or applicable amendment), consistent with FAR 52.212-1(f)(1) or does the Government intend to establish 5:00 p.m. local time one working day prior as a separate, earlier deadline for email submissions?

The Total Professional Employee Compensation Plan shall be submitted and evaluated in accordance with FAR 52.222-46 Evaluation of Compensation for Professional Employees provision of this solicitation. For the “most-used” labor categories listed in M-2 Factor 6: Price, the evaluation criteria states that proposed rates will be applied to estimated hours across the five (5) contract years to determine the evaluated price. Would the Government please confirm whether the evaluated price for these labor categories will be based on a total cumulative price across all five contract years or an average rate applied across the five-year period?
The estimated hours provided are cumulative for the entire five-year contract period. For price evaluation, the Government will apply the offeror’s proposed labor rates to the estimated hours to calculate a total cumulative evaluated price covering all five contact years. The Government will not evaluate price using averaged labor rates. Section L updated to state: Total estimated hours will be applied across all five contract years.

Reference Amendment 001 Question 2. Further response: Past performance relevancy will be evaluated in accordance with Sections L and M of the solicitation. The Government will assess the relevance of past performance examples by considering the similarity of the scope, magnitude, and complexity of the work performed, including factors such as contract size, period of performance, and the variety and level of technical services provided. No specific quantitative thresholds for total dollar value or staffing levels have been established. Past performance may be evaluated at either the IDIQ contract level or the individual task order level, provided the submitted effort demonstrates relevance to the requirements of this solicitation. Section L-1, Factor 4. Past Performance
The first paragraph states, “The offeror shall submit completed Past Performance Questionnaires (PPQs) for a minimum of three (3) and maximum of (5) similar (in terms of contract size, period of performance, as well as the variety and level of complexity of services performed) contracts in which it has participated during the past (3) years.” Offeror’s and their respective team may have very strong past performance references that are not FAR-based contracts, yet still align extremely well when considering the criteria for scope, size, complexity, and recency requirements. For example, some agencies will issue cooperative agreements for programs that require similar rigor with regard to budget, schedule, deliverables, program management, annual reviews, etc. Considering this, will USGS accept and evaluate PPQs for an award other than a “contract”, such as a cooperative agreement, allowing an offeror to propose the best representation of past performance for its team?
The solicitation requires submission of Past Performance Questionnaires for similar contracts. Past performance references that are not contracts may be submitted; however, the Government may consider such references less relevant depending on their similarity to the contractual requirements of this solicitation. The determination of relevance will be made at the Government’s discretion.

In Attachment 1 Labor Categories.xlsx, certain cells for hourly rates are shaded out and noted as not requiring a price. Can the Government clarify the reason for shading these specific labor category/location/contract year combinations (e.g., no anticipated work in those areas)?

The solicitation instructs offerors to price only non-shaded cells, but does not explain why some are shaded. This vagueness could lead to assumptions about scope or requirements, potentially affecting pricing strategy or compliance. Clarification ensures accurate understanding of expected work distribution. The provided amendment text is incomplete, creating ambiguity in the full policy on liability, insurance, and use of motorized vehicles. This could impact risk assessment, insurance planning, and compliance with GS1413. Reference: Amendment Page 2, Section C PWS XII.

“Continued….” is system generated and indicates that the text continues on the next page. Section M-2 lists seven "most-used" labor categories with estimated hours for price evaluation. Are these hours the total across all five contract years, and do they represent a not-to-exceed or minimum commitment?

While the categories and hours are listed, the solicitation does not specify if they are cumulative or annual, or their binding nature. This vagueness affects pricing realism and LOE estimates. Reference: Section M-2, Q&A #11 (which referenced Attachment 1 but did not disclose hours).

For contracts with multiple performance locations, wage adjustments will be applied only to the affected labor categories and locations associated with a revised Wage Determination. Offerors should price using the current Wage Determinations provided and should not include speculative escalation for future SCA adjustments, which will be handled in accordance with FAR 52.222-43.
