About this file

This document is a Questions and Answers (Q&A) attachment for Solicitation Number 140G0125Q0185, Amendment 3, related to a dredging project by the USGS Eastern Ecological Science Center. The Q&A addresses 10 specific contractor inquiries about the dredging of Pond 3 and a chlorine contact tank in Jefferson County, West Virginia. Key details include confirmation that there are no volume estimates for sediment removal, approximately 3 feet of sediment needs to be removed, and the pond has been dry for over a year. The government confirmed no restrictions on earthwork, dewatering cell construction, or anchoring, and noted that water is available from research ponds that can hold 1 million gallons.

The associated federal contract opportunity is a Small Business Set-Aside with a construction magnitude between $25,000 and $100,000, with a 63-day performance period. The solicitation closes August 13, 2025, with an anticipated contract award date of August 22, 2025. The project requires dredging the entire pond to remove settlements and leaf debris from tanks, with a site visit scheduled for August 5, 2025. Contractors must be registered in SAM.gov and can submit quotes via email to dparkin@usgs.gov. The NAICS code is 237990, with a size standard of $37.0 million, and the contracting agency is the Department of the Interior US Geological Survey Office of Acquisitions and Grants.

140G0125Q0185 Amendment 3 Q&A

Question# 1: Does the Government have an estimate of the volume or tonnage to be removed from Pond 3 during dredging?

Answer: No, verified by contractor at site visit. Roughly 3 foot of sediment needs removed.

Question# 2: Is space available for a laydown area for geotextile tubes? If so, what would be the anticipated allowable dimensions?

Answer: Yes, but the Government believes they will be needed.

Question# 3: Are there any restrictions for the earthwork in constructing a dewatering cell?

Answer: No, there are no restrictions for earthwork in constructing a dewatering cell.

Question #4: The solicitation documents only provide information on the disposal of demolition debris. Is there a required dewatering specification prior to disposal? Does dredged material require chemical characterization prior to disposal?

Answer: No, it is dry material that needs to be removed. In the past is has been removed by machine.

Question #5: Are there any limitations regarding the type of facility the dredged material can be sent to?

Answer: No, as long as it meets any State requirements if applicable.

Question #6: Can the water level in the pond be adjusted to assure the dredge has adequate draft? If not, can a minimum water depth for the pond be provided for planning purposes?

Answer: Pond currently has no water for well over a year.

Question #7: Are there any facility restrictions for putting anchors in the ground for dredge lines?

Answer: No, there are no facility restrictions for putting anchors in the ground for dredge lines.

Question #8: Is there access to water or electricity at the site? If water is available is there an estimate on the available gallons per minute?

Answer: Yes, Unsure of gallons per minutes but the research ponds can hold 1 million gallons and be filled for use.

Question #9: Previous dewatering efforts at the facility allowed for use of polymer during the dredging and dewatering process? Will polymer be allowed for this project?

Answer: Should not be necessary for this job. Depending on the weather, this settling pond has not been used in well over a year.

Question #10: Are there any as-builts for the pond or recent surveys showing the distribution and depths of sediment within the pond?

Answer: No, the Government hasn’t done any surveys showing the distribution and depths of the sediment within the pond.
