About this file

The document is a Questions and Answers (Q&A) file for Solicitation Number 140G0125Q0185, Amendment 4, related to a dredging project by the USGS Eastern Ecological Science Center. Key details include a one-week proposal deadline extension to August 20, 2025, and six questions addressing project specifics. Notable Q&A highlights include confirmation that the previous contract was with Zaid Solutions, Inc. (awarded $72,520), the dredging depth is approximately 3 feet, and the material removal method is at the contractor's discretion with uncertain sediment conditions.

The federal contract opportunity involves dredging Pond 3 and a chlorine contact tank in Jefferson County, West Virginia, with a 63-day performance period and a construction budget between $25,000 and $100,000. It is a 100% Small Business Set-Aside under NAICS Code 237990, with an anticipated award date of August 22, 2025. Contractors must be registered in SAM.gov and can submit quotes via email to dparkin@usgs.gov. A mandatory site visit was held on August 5, 2025, and potential bidders were required to pre-register with contact information.

140G0125Q0185 Amendment 4 Q&A

Question #1: Since bidders are still waiting on responses that will impact proposals, we are requesting a one-week extension of the proposal submittal deadline.

Answer: Yes, a one-week extension will be granted.

Question #2: Is chemical analytical data available for the sediment?

Answer: No Question #3 During the site walk it was indicated that approximately one year ago a contract for this work was issued and subsequently terminated. Can details of that contract be provided?

Answer: The awardee was Zaid Solutions, Inc. awarded amount was $72,520.00.

Question #4 What is the depth of the dredging required?

Answer: Approximately 3 feet in depth of sediment.

Question #5 Based on discussions at the site walk it is assumed that the government expects material to be direct loaded onto trucks for removal. Can bidders assume that all material will pass paint filter or other applicable transport requirements without any treatment or resting time for dewatering?

Answer: Method for removing the material is at the Contractor’s discretion, USGS cannot make any claims on whether or not material needs resting time or dewatering. Condition of the sediment is undisturbed, there is no way of knowing.

Question #6 During the site walk it was indicated that excavation will be performed to a hard bottom. Is this hard bottom assumed to be an obvious layer or stone or other material? Also, is the bottom elevation generally consistent across the pond and if so, can an expected bottom elevation be provided?

Answer: There is limited knowledge on this, from what is known on the last dredging project a skid steer was able to push material to a vehicle that loaded the material into a vehicle. Hard bottom should be evident and most likely a clay type soil.
