About this file

This document is a Questions and Answers (Q&A) Amendment for Solicitation Number 140G0125Q0153, addressing six key questions about an acrylic oval water tunnel fabrication project for the USGS Eastern Ecological Science Center. The Q&A clarifies critical details such as structural requirements, delivery timelines, and bid submission processes. Specifically, the document indicates that fiberglass with large acrylic panels is not acceptable, the end-of-September delivery is not a hard deadline but could impact budgetary considerations, and the final installation location is confirmed as the Leetown Lab in Kearneysville, WV.

The solicitation seeks a small business contractor to design, fabricate, and deliver an acrylic oval water tunnel with specific dimensional requirements (22.5 wide x 24.5 deep, 20 x 10 footprint). The project has a 48-day performance period, with bids due by July 18, 2025, at 10:00 am Pacific time, and an anticipated award date of July 23, 2025. Vendors must be registered in SAM.gov, and quotes should be emailed to Dayna Parkin at dparkin@usgs.gov. The project falls under NAICS Code 326121 with a size standard of 600 employees and is designated as a small business set-aside.

140G0125Q0153 Amendment 1 Q&A

Question# 1: Would it be acceptable to build the structure out of fiberglass with large acrylic panels in the vertical walls?

Answer: It would not be acceptable. This would cause too much of a disruption in the lighting conditions and visual capabilities of the flume.

Question #2: is the end of the end of September a hard date for delivery?

Answer: No, its not a hard date in terms of operations. However, if the date extends beyond September, it could lead to uncertainties such as payments, budgetary items or the fiscal year if the Government extends beyond September.

Question #3: What are the bonding requirements?

Answer: The Government prioritizes clarity and minimum visual obstruction from below, sides, and above. Bonding should be done in such a way as to minimize any interference/obstruction.

Question #4: It appears the price should include freight and installation, but it shows that the installation maybe in two locations?

Answer: Yes, that is correct. The flume should be designed so that it can be reassembled at different sites. However, the initial request is for assembly one location.

Question #5: When will the location be determined?

Answer: The chosen location is the Eastern Ecological Science Center Leetown Lab, 11649 Leetown Road, Kearneysville, WV 25430.

Question #6: Is there a specific format that the Government would like to receive the bid?

Answer: Submit bids by emailing them to Dayna Parkin (dparkin@usgs.gov). Ensure the solicitation is fully completed and that the evaluation factors listed on page 35 are properly addressed when submitting your quote.
