About this file
This Statement of Work (SOW) details the fabrication requirements for an acrylic oval water tunnel for the USGS Eastern Ecological Science Center (EESC). The project involves designing and manufacturing a rectangular-profile water tunnel with specific dimensions (22.5" wide x 24.5" deep, overall 20' x 10' footprint), consisting of 11 modular acrylic sections. Key specifications include using corrosion-resistant fasteners, UV-resistant gasket materials, and ensuring no hazardous materials are used in construction. The water tunnel is intended for invasive species research in Kearneysville, WV, to be used in summer 2025.
The solicitation (RFQ 140G0125Q0153) is a small business set-aside with a NAICS code of 326121 and a size standard of 600 employees. Critical dates include a quote submission deadline of July 16, 2025, at 10:00 am Pacific Time, with an anticipated contract award on July 23, 2025. The period of performance is 48 days, with a delivery deadline of September 30th, 2025. Quotes must be submitted via email to dparkin@usgs.gov, and vendors must be registered in SAM.gov. The contractor will be responsible for final design, fabrication, delivery, and providing a 6-month warranty on all components and workmanship.

STATEMENT OF WORK
FABRICATED ACRYLIC OVAL WATER TUNNEL – USGS – EASTERN ECOLOGICAL SCIENCE CENTER
Introduction: Experimental facilities such as the United States Geological Survey’s Eastern Ecological Science Center (EESC) in Turners Falls, MA, utilize experimental water tunnels to study the biomechanics and kinematics of various fish species. This document describes one such device to be procured by the EESC. The facilities manager, TBD after award, is the Contracting Officers Technical Representative (COTR). The technical liaison (TL) is the Fish Passage Design and Analysis Team engineer, TBD after award.
Background: EESC possesses several different types of water tunnels, flumes, and respirometers used for research projects which deliver high-quality scientific data in a timely manner to decision-makers. This device is to be utilized in the summer of 2025 for invasive species research in Kearneysville, WV.
Scope
a. Working Channel
i. The contractor is responsible for the final design, fabrication, and delivery of an oval-shaped acrylic water tunnel at 1 each. The testing apparatus consists of a rectangular internal cross-sectional profile of approximately 22.5” wide x 24.5” deep and an overall footprint of approximately 20’ x 10’ based on a drawing set and CAD models provided by the COTR. The contractor will be responsible for working with the TL in a rapid process of design finalization, thus allowing for an agreed-upon final design. Upon design approval from the TL, production can begin.
b. Fasteners and Gasket Materials
i. The contractor is responsible for providing the associated fasteners, gasket material, and seals to assemble the test apparatus. Fasteners shall be approved for use near aquatic species and are corrosion resistant. Gasket materials should be resistant to UV exposure and allow for the disassembly of modular system components without needing replacement.
c. Materials
i. The (qty. 11) modular working channel sections are to be fabricated out of acrylic sheet per the COTR drawing with flanges and gussets in the described locations. (see: Drawing 103-005)
ii. No materials deemed hazardous to aquatic species or not suitable for use in an aquarium are permitted to be used in the construction of the assembly. This includes adhesives, resins, solvents, sealants, thread treatments, and raw materials.
d. Supporting Structure
i. The contractor is not responsible for providing the associated supporting structure.
ii. Provisions to be agreed upon by the contractor and COTR in the design process are to facilitate simple support locations for each of the 11 working channel sections.
e. Pressures and Salient Characteristics
i. Obstructions to viewing the process fluid and working channel shall be minimized. Structural components and ancillary devices included by the contractor must be approved.
ii. Fresh water is the process fluid.
iii. System operating pressure will be limited to 5 psi, all system components must be rated to operate with this internal pressure. (Lid plug retention hardware will be provided and installed by the Government per drawing 101-005).
f. Fluid Propulsion
i. The government will be responsible for integrating a propulsion system into the described test apparatus. Connection points such as flanged surfaces shall be symmetrical, consistent and provide proper alignment of each part to facilitate said component integration.
g. Instrumentation and Ancillary Devices
i. EESC and the COTR will be responsible for integrating sensors and all instrumentation utilizing provisions afforded in the final design agreed upon by the COTR and contractor.
h. Production Timeline
i. EESC must take possession of the completed test apparatus by COB September 30th, 2025.
ii. The contractor shall have no less than 30 calendar days from the date of contract award to the delivery date.
Applicable Documents:
i. See Drawing 103-005 in Appendix A.
Technical Requirements:
Final Inspection and Acceptance Criteria Upon fabrication completion and prior to delivery, the contractor shall quality control check the components to ensure that all devices are correctly fabricated. Additionally, the test apparatus components must be assembled to ensure there are no fitment issues. A Final Acceptance Test shall be performed by EESC consisting of the following:
a. All apparatus components shall be inspected for damage, corrosion, and fitment issues.
b. The Final Acceptance Test shall be performed within 14 calendar days from EESC accepting possession of the test apparatus.
c. Project acceptance by the Government will be given only after the satisfactory delivery and Final Acceptance Test of the test apparatus. Project acceptance can be issued only by the project COTR.
Warranty Work and Service: The contractor shall guarantee that all components, and workmanship meet the specifications set forth in this SOW. Additionally, the contractor shall warranty all contractor supplied components, workmanship, and/or systems for a (minimum) period of 6 months from the date of Government acceptance.
Should any contractor-supplied part, component, workmanship, or system, fail within that period, the contractor shall immediately replace or repair that part, component, or system within 30 days at no further cost to the Government. If the contractor is unable to start and/or finish the repair or replacement, the contractor shall be liable for all costs incurred by the Government to correct the issue(s).
The contractor shall not be responsible for the repair or replacement of any part, component, or system that fails due to fire, flood, or because of the misuse of equipment by Government employees.
Deliverables: Delivery of complete test apparatus assembly with all fasteners, gasket, and sealing materials to one of two locations (Kearneysville, WV or Turners Falls, MA) determined by the COTR no later than September 30th, 2025. Postage will be paid by the contractor.
