About this file
This document is a Questions and Answers (Q&A) file for Solicitation 140G0125Q0065, providing clarification on technical details for a steel storage/workshop building project. The Q&A addresses two key questions: first, confirming that the building will be a basic structure with no interior walls, utilities, or mechanical systems, with only existing electrical conduit protruding from the slab; second, clarifying that while stamped engineering drawings are required post-award, vendors can submit bid proposals with preliminary drawings, pictures, or written details.
The related federal contract opportunity involves constructing a 20'x40' steel storage/workshop building for the USGS Conte Anadromous Fish Lab Facility in Turners Falls, MA. The project is a 100% Small Business Set-Aside with an estimated value between $70,000 and $140,000, and a 61-day performance period. Key dates include a mandatory site visit on March 26, 2025, proposal submission deadline of April 08, 2025, and anticipated contract award on April 14, 2025. Vendors must be registered in SAM.gov and can submit quotes via email to dparkin@usgs.gov.

140G0125Q0065 Amendment 2 Q&A
Question# 1: The interior fit and finish. It would appear that it’s just an open visible framing as there’s no interior finish referred to or an electrical or plumbing plan. It seems its basic storage, cold storage. Is this correct?
Answer: It is the actual structure of the building, no interior walls, no utilities, or mechanical systems. The only requirement is the existing electrical conduit will protrude from the slab inside the building.
Question# 2: In the applicable documents on the Statement of Work states “contractor will provide engineered drawing of proposed structure as part of their bid.” Vendors cannot get the drawings unless you pay an engineering fee or buy the building kit. Can vendors submit a proposed drawing of the structure without a stamp if that is acceptable?
Answer: The Statement of Work has been updated to reword Section 4 titled Applicable Documents and Section 6 titled Deliverables. Please reference the updated Statement of Work (B09 Attachment 10 Updated Statement of Work). The stamped drawings are required post-award, part of the deliverables. For the bid vendors provide details in writing, pictures or drawings.
