Statement of Work: Steel Storage Building
1. Introduction: The Conte Research Laboratory (CRL) has a requirement construct a 20’ x 40’ steel storage building at their facility in Turners Falls, MA. The point of contact at the facility will be a Contracting Officer’s Technical Representative (COTR) appointed by a Contracting Officer (CO) with the Reston Acquisition Branch of the USGS.
2. Background: The CRL has demolished a wood framed building on this site, the area has been cleared of all debris and the original pre-construction rough grade has been established. The demolished building was supported by concrete footing, but new structure shall be built on a concrete slab.
3. Scope of Work:
a) Excavate and grade site for concrete slab, compact subgrade, apply crushed aggregate and compact, install steel reinforcement.
b) Pour a 30’x44’x6” monolithic slab and finish surface.
c) Erect 20’x40’ steel building with 8’ roll door on gable end, 6’ overhead door on eve end, walk door and two windows.
d) Demobilize from site, remove all debris.
4. Applicable Documents: Contractor will provide details in writing, drawings or pictures engineered drawing of proposed structure as part of their bid. Bid will include dimensions and specifications of framing, roof and siding materials, fasteners and finishes. All employees and sub-contractors must be licensed in the state of Massachusetts to perform their respective work, and will furnish copies of their certification or license numbers upon request from the COR.
Design of the building must meet all applicable state and federal regulations including but not limited to building and electrical codes and OSHA regulations for safe working clearances. Building plans must have engineer’s stamp.
5. Technical Requirements:
· Site will be excavated and graded as needed. The new slab will be slightly above adjacent grade to allow for runoff, but low enough to present a smooth transition for driving vehicles in and out.
· A monolithic concrete slab will be the base for the building and shall feature frost protection around the perimeter. Concrete slab shall be built to the following standards: soil shall be excavated, graded and compacted and 4 inches compacted aggregate added for drainage. Thickness of slab shall be a minimum of 6” with 6” grid of #4 steel re-bar or welded wire mesh reinforcement embedded. Frost wall shall be minimum of 12” below grade and reinforced with #4 rebar. Steel reinforcement shall be elevated from the grade to be in approximate center of slab thickness. Two copper grounding rods will be driven a minimum of 5’ into ground at SW corner and will protrude from slab. Existing conduit from transformer will protrude from slab. Fasteners for building shall be installed before pouring or placed after finishing. Pad shall be completely level throughout to prevent the collection of water. Concrete will be rated to 4000psi, and a smooth finish applied with no flaws or voids and surface sealed after curing. All outside edges will be finished with a radius to prevent cracking. Concrete must be allowed to cure for 7 calendar days before construction of building begins. Control joints shall be saw cut into cured concrete. Two 4’ high 6” diameter steel bollards shall be installed at NW and SW corners of slab to protect building from vehicle traffic and painted a safety yellow color.
· Building will be erected to leave an 8’ open section of slab on the north side, and a 1’ margin around the other three sides to minimize erosion from rain and ice melt runoff. A sill plate of pressure treated wood shall be installed around perimeter of building footprint and wrapped in waterproof membrane. Steel building shall have galvanized structural framing fastened securely through sill plate to concrete slab. Building shall feature 26-gauge ribbed wall and roof sheathing panels. Wall and roof panels shall be coated to prevent rust and color shall closely match other steel buildings on the campus. Colors must be approved by FM. Roof shall be double sloped with a minimum pitch of 6:12, shall maintain a minimum of 9’ interior height and rated to hold the heavy snow load typically encountered in New England. Panels shall be fastened to frame with fasteners and spacing as specified by manufacturer, with ribs running vertically. Fasteners shall be torqued properly to ensure integrity and prevent denting and buckling of panels. Any panels damaged during handling or construction shall be replaced at contractor’s expense. Overhead doors, walk door and windows shall be designed specifically for use on steel buildings, and shall be installed and balanced to operate smoothly and safely. Doors will include keyed-alike locks and contractor will supply four keys to customer.
6. Deliverables:
Engineered, stamped drawings of building, color samples and technical specifications of all materials and equipment must be furnished to COR and approved in writing within 14 business days of Notice to Proceed. Technical manuals in paper or electronic form will be provided for all mechanical equipment.
The contractor will provide temporary sanitary facilities for their crew. Crew members will not be allowed inside buildings without authorization by COTR and will be escorted by a staff member.
All work will be inspected and approved by the COR before the task is considered completed. Contractor will repair any deficiencies in materials or workmanship at their cost. The contractor will provide verbal progress reports to the COR or other representative authorized by Contracting Officer at regular intervals during the period of performance. Any delays or cost overruns will be communicated to the COR as soon as they are encountered. The customer reserves the right to have the project inspected for integrity and quality of workmanship by a third party.
The project will be considered completed and authorized for payment only when approved by the COR.
All material and equipment are to be provided by the contractor. No tools, equipment or manpower will be provided by the facility. No government employees will assist contractor with unloading, installation or positioning of materials or equipment. Equipment may be stored in designated areas during the period of performance, but the facility assumes no liability against loss or theft.
All debris from construction must be removed daily or stored in an approved rubbish container and removed from the site at or before completion of the project.
The contractor will complete the project within the period of performance (POP), any delays must be authorized in writing by the CO. Work may be stopped to avoid interfering with research projects. The work will be staged to allow access to the facility throughout the period of performance. Proper signage and barriers will be provided to restrict vehicle and pedestrian access to work areas and no hazardous conditions should be present in unguarded areas. All work must be performed during normal business hours, Monday-Friday 7:00 am to 4:00 pm. No weekend work may be performed unless authorized by COR. No work may be performed on Federal holidays without exception.
