SECTION C -- DESCRIPTIONS AND SPECIFICATIONS – STATEMENT OF WORK

Upgrade Electronic Control Systems for Two Legacy Mobile Shelving Systems

US Geological Survey Library

Technical Requirements

I. GENERAL REQUIREMENTS

Contractor must furnish all facilities, labor, and materials to provide goods/services in accordance with the terms and conditions herein and the specifications set forth below, entitled “Technical Specifications” in Sections II and III.

II. TECHNICAL SPECIFICATIONS 1991 INSTALLATION (ANNEX)

1.0 Introduction

The U.S. Geological Survey (USGS), Reston Library in the USGS National Center has a requirement to upgrade/replace the electronic control system for an existing mobile shelving storage system. This procurement is for the installation and testing of a reliable current-standard control system compatible with the existing shelving units.

1.1 Background

The USGS Reston Library installed a powered mobile shelving system in its “Annex” Room BC108 secured storage area in 1991. The system consists of 48 ranges of double-faced cantilever shelving, two of which are stationary. The shelves are controlled by push-button touchpads on each end of individual moveable ranges. This control system is beyond its 30-year life expectancy and becoming increasingly unreliable and difficult to repair. The shelves, carriages, etc. in this system are still functional, but the control system is well beyond its end-of-life and needs immediate replacement.

1.2 Scope

Work to be performed includes removal of the existing electronic control system and installation of the new control system. This includes installing control panels on each end of individual moveable ranges, safety features such as aisle occupancy detection, and other components required for the system to function reliably and safely, including any needed changes to connect to building electrical system.

Unloading and reloading of library materials as needed to access components of the control system for installation/deinstallation, is a required part of this contract. Limited temporary on-site storage for library materials will be provided. Contractor must supply adequate sturdy functional library carts to store and transport library materials. Exact quantity to fill need will be determined during walk-through and final plans for this project.

Replacement of shelving system physical components, including shelves, frames, struts, rails, carriages, or motors, is not within the scope of this contract. Replacement of end caps may be a necessary requirement to accommodate updated control panels.

Contractor must supply all supervision, labor, materials, tools, equipment, supplies, and expertise to perform installation of the electronic control system. Work must be coordinated with USGS Reston Library staff to provide access to the secured area to perform work on the system to be upgraded, and with USGS and/or General Services Administration

(GSA) for building and loading dock access as required.

Document Title

Contractor is responsible for compliance of all products and installation with all applicable state, local and federal building codes, local ordinances, and regulations.

1.2.1 Location

Mobile shelving system is to be installed at:

USGS Reston Library

950 National Center, Room BC108

12201 Sunrise Valley Drive

Reston, VA 20192

Loading dock and freight elevator are available for use. Loading dock hours are 7 a.m. to 3 p.m. The loading dock can accommodate a 53’ trailer. Normal building hours at the National Center are 8:00 a.m. to 5:00 p.m. Monday through

Friday. Additional access hours are negotiable depending on need and staff availability.

1.3 Date of Delivery and Period of Performance

Installation of upgraded electronic control system is to take place within a minimum of 90 days from date of award.

Period of performance is not to exceed 1 year from date of award to complete installation and reshelving of any stored library materials.

2.0 Scheduling and Coordination

2.1 Scheduling

Upon contract award, a product and installation schedule shall be developed and approved by the Government. Contractor is required to plan an installation schedule which meets the completion dates herein.

2.2 Coordination

Contractor shall provide on-site management and coordination with USGS Reston Library staff, the USGS and/or GSA project management staff during the installation.

Parts are to be checked at factory prior to shipping to ensure order is complete and that installation shall not be delayed because of missing parts or an incomplete delivery.

Contractor shall arrange and coordinate all materials deliveries, meet delivery trucks, inspect products, and move products to desired locations.

USGS will provide limited space for staging of control system components.

3.0 Supporting Information

Contractor shall follow all National Center security procedures in accordance with Federal Protective Service, General

Services Administration, and USGS security guidelines.

3.1 National Center Access

Drivers will be required to show valid driver’s license at the National Center gate. Trucks will be inspected on entry by

Federal Protective Service.

Document Title

3.2 Parking

Contractor staff may park in any available space within the Visitor Lot.

The USGS Reston Library will work with facilities managers to ensure the highest availability possible for truck parking during normal business hours.

3.3 Building Access

Contractor shall coordinate with USGS for building access and be responsible for confining crew and work to the designated project areas. Contractor staff shall carry visible identification by uniform attire and visitor ID badge, which clearly identifies them as associated with the Contractor.

3.4 Time of Work

Installation shall be conducted during regular business hours. Building hours are 8:00 am – 5:00 pm, Monday – Friday.

Additional access hours are negotiable depending on need and staff availability.

3.5 Public Access to Library

The project takes place in a secured area of the USGS Reston Library, with no public access permitted; therefore, public access to the library will not be affected by this project.

3.6 Storage of Tools and Materials

Contractor may store materials and tools only within the USGS Reston Library facility as necessary. Contractor is advised to secure materials, tools, boxes, etc., during the period of work.

4.0 Functional Requirements for Upgraded Electronic Control System for Existing Powered Mobile Shelving

System

Control system shall provide access to materials stored in existing mobile shelving system by means of a control panel on each end of each range of the system. Minimum controls will include bi-directional control buttons/icons and a Stop/Clear button/icon.

Control system will detect when an aisle is in use and prevent closure of an aisle when it is occupied. Control panels will indicate which aisle is in use. Visual indicators are preferred over audio indicators (for example, voice indicator saying, “aisle is in use.”)

Pushing the directional control button/icon on any moveable carriage adjacent to the desired aisle location in the direction away from the desired aisle location opens the system at the desired aisle. The selected aisle shall open automatically regardless of the position of the carriages.
