About this file

This is a Questions and Responses document for RFI 140FS126Q0050, addressing clarifications on commissioning agent qualifications, site staffing, calibration procedures, and contractor responsibilities for a retro-commissioning project.

The document clarifies four key areas relevant to contract performance. For lead commissioning agent qualifications, acceptable alternatives include: 25+ years of HVAC/BAS background; at least 5 years of hands-on maintenance/repair experience (documented); a BS/MS in Mechanical Engineering combined with at least 5 years of experience; or at least 5 years of significant commissioning experience. Regarding site conditions, no controls technician will be available onsite, though O&M staff possess login credentials for Metasys alarm configuration and trend log access. For calibration methodology, thermistors utilize non-linear lookup tables and do not require slope/intercept calibration; instead, readings must be verified to fall within acceptable error bands with offset adjustments as needed. RTDs and linear transmitters may use slope/intercept calibration where applicable, such as for heating water or outside air sensors. Finally, the contractor is required only to complete retro-commissioning checklists during necessary site visits and is explicitly not required to perform general maintenance tasks beyond those essential for contract completion.

Questions & Responses

RFI 1.Please confirm an acceptable alternative for the lead commissioning agent qualifications (experience, education, commissioning background). ANSWER:

A. 25+ years HVAC/BAS background: YES.

B. Hands-on maintenance/repair experience: DOCUMENT AT LEAST 5 YEARS OF

EXPERIENCE.

C. BS/MS in Mechanical Engineering: YES, IN ADDITION TO AT LEAST 5 YEARS

EXPERIENCE.

D. Significant commissioning experience: "SIGNIFICANT" SHALL MEAN AT LEAST 5

YEARS EXPERIENCE.

RFI 2. Will a controls technician be available onsite, and does the O&M staff have a login for Metasys configuration and trending? ANSWER:

There is no controls technician available at the project site. Staff has a log-in that allows configuration of alarms and trend logs.

RFI 3. Clarify the RFP requirement for 2-point calibration and whether slope/intercept is applicable for thermistors. ANSWER:

Thermistors use non-linear lookup tables, so slope/intercept calibration is not meaningful; verify readings fall within acceptable error band and adjust offset if needed. Rtds or linear transmitters may use slope/intercept where applicable (e.g., heating water or outside air).

RFI 4. Clarify whether the contractor is required to perform maintenance tasks in addition to retro-commissioning checklists. ANSWER:

Item 8.2 refers to necessary site visits for contract completion. It is NOT intended to require general maintenance. Retro-commissioning checklists are expected; performing maintenance tasks is NOT.
