About this file
This Statement of Work (SOW) outlines requirements for salt cedar removal at Kern National Wildlife Refuge in California, managed by the U.S. Fish and Wildlife Service. The project involves using chainsaws to cut salt cedar trees across up to 30 net acres of upland habitat that supports endangered San Joaquin kit fox and blunt-nosed leopard lizard.
Contractors must submit bids for three options: cutting 18, 25, or 30 acres of salt cedar, with trees to be cut to a height of no more than 18 inches off the ground. The salt cedar trees are over 40 years old, reaching heights of 20+ feet with bases up to 12 inches in diameter. Work must be performed at 10811 Corcoran Road, Delano, CA between March 17, 2025 and May 30, 2025, during normal business hours (0700-1530 Monday-Friday, excluding federal holidays). No government equipment will be provided. The SOW includes photos showing examples of the salt cedar trees to be removed, depicting dense thickets of tall, woody vegetation in an arid landscape. A site visit is highly recommended, and contractors working with subcontractors must include subcontractor information in their bids.

STATEMENT OF WORK
Kern NWR Salt Cedar Removal
2/5/2025
1. GENERAL: Kern National Wildlife Refuge manages over 3,000 acres of upland habitat for the benefit of the endangered San Joaquin kit fox and blunt-nosed leopard lizard. The refuge has been restoring the uplands by removing invasive salt cedar via mechanical and chemical methods. Salt Cedar is a very hard and dense tree, making it difficult to remove. For this restoration phase, Kern NWR needs a sawyer crew to use chainsaws to remove salt cedar.
2. SCOPE: Contractor will use chainsaws to cut up to a total of 30 net acres of salt cedar from the area identified on the map below. Contractor will submit bids with 3 options to cut 18acres, 25acres, and 30acres of salt cedar. Kern NWR will select the option that falls within the budget. Salt cedar will be cut to a height of no more than 18” off the ground.
The cut trees do not have to be pilled. See photos below for example cut trees. These trees were established over 40 years ago and some are over 20’ tall with bases up to 12” in diameter. Contractor will use existing refuge roads and levees to access the area and walk into the project site. A site visit is highly recommended. If general contractor will be working with a subcontractor, please include the subcontractor you will be working with in the bid.
