About this file
This is a Questions and Answers document for a Fish and Wildlife Service understory reduction project at Turnbull National Wildlife Refuge near Cheney, WA. The document clarifies that this is strictly a chainsaw cut and hand pile/cover project, with no mechanized mastication allowed - specifically prohibiting forestry grinders and chippers.
Key details include: trees must be left on site either piled or laid horizontally on the ground, with no removal of commercially viable timber permitted; FWS will handle burning of the covered piles rather than the contractor; site visits are allowed without permits as the unit is accessible from a county road; current snow conditions are minimal (less than one inch); proposals must include the contractor's UEI number; and the bid due date has been extended to January 21, 2025 at 1200 Pacific time. For larger trees over 5 DBH, horizontal placement is specified to help compact piles, and protruding materials must be bucked off and added to facilitate eventual burning.

With the understanding of hand severing and stacking is there a restriction in using forestry grinders (drum and disk) and chippers
There is a restriction on forestry grinders (drum and disk) This is a chainsaw cut and hand pile and cover project. Mechanized mastication is not allowed.
If there are trees that we take down that have viable resource for other uses, do we still leave lay horizontally or do we remove from site?
leave on site via pile it or leave on ground. They should not be cutting anything of value that would make lumber or ext.
In referencing attached pictures, when we drop trees greater then 5DBH (pg 8), are these trees examples you consider lay horizontally.
Yes, to help compact the pile.
On page 9, "Material protruding out of the pile beyond the compact portion shall be bucked off and added to the pile to facilitate disposal by burning." After we cover piles, are we going to be required to go back and accomplish control burns on these piles?
NO FWS will be doing the burning of piles
Are site visits possible and are any permits or Yes, site visits are possible and do not need to be coordinated as the unit is off a county road just south of Cheney WA. No permits required.
considering the current weather conditions, could you kindly let me know if there is a significant amount of snow in the area?
There is little to no snow on the unit. So less than one inch
