About this file

This document is a Questions and Answers (Q&A) Part II for a federal contract opportunity related to HVAC replacement at the Anahuac National Wildlife Refuge. The Q&A addresses multiple technical and contractual details, including warranty specifications for HVAC equipment, personnel requirements, and project execution details. Key clarifications include: the Additional Manufacturer's Extended Warranty should be priced under Bid Item 0006 and cover specific equipment components (FCU-OF-1 through 5, CU-OF-1 through 6, IU-OF-1, DOAS-OF-1), parts only; the Superintendent, SSHO, and QC Manager do not need to be separate individuals; and the Contracting Officer may consider reasonable extensions to the performance period due to equipment lead times.

The document also provides important information about project scope, including: no existing building automation system is in place; the fire alarm vendor is the contractor's responsibility; ceiling grid and drywall removal/replacement is allowed as needed to complete work, with the intent to reuse existing materials where possible; and the system will operate as a standalone system with no future integration plans. Additional clarifications cover repair and replacement requirements for flooring, paint, and building finishes, emphasizing that repairs should match existing conditions and corner-to-corner replacements are not typically required.

Q&A Part II

1. Bid Schedule Line Item 0006 includes a “5-Year Extended Manufacturer’s Warranty” as a lump sum. The HVAC equipment specifications already include a 5-year limited parts warranty on compressors across multiple sections.

Please confirm the following:

Is Line Item 0006 intended solely to capture the required 5-year limited compressor warranty already specified in Division 23? No. Any standard warranty included in the price of the equipment is not to be considered part of the Additional Manufacturer’s Extended Warranty.

If additional equipment, components, or systems (e.g., non-compressor HVAC parts, labor, or controls) are expected to be covered, please clarify the full scope of the extended warranty required. Additional Manufacturer’s Extended Warranty is to cover the compressor and internal parts of the following equipment: FCU-OF-1, 2, 3, 4, & 5; CU-OF-1, 2, 3, 4, 5, & 6; IU-OF-1 ; DOAS-OF-1. Warranty is to cover parts only, no labor.

For pricing clarity, should the cost for this extended warranty be carried exclusively under Bid Item 0006, or should it be incorporated into Division 23 pricing (Items 0003 and/or 0004)?" Additional Manufacturer’s Extended Warranty should be priced under Bid Item 0006. If there are aspects that are already standard with the purchase of equipment, such as 5-year compressor warranty, those items are not to be priced under Bid Item 0006.

2. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals? No.

3. Are there any phasing requirements? No.

4. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? Requests can be made to the Contracting Officer with supporting documentation for reasonable extensions due to equipment lead times.

5. Please confirm the following regarding the existing roofing system:

Who is the manufacturer of the existing roofing system, and which party currently holds the active roof warranty, if applicable? Manufacturer of roof is unknown and no warranty is currently active.

6. Please provide the contact information for the building fire alarm company. Koetter Fire Protection of Houston. The Office Building is the main hub for all fire panels throughout the campus.

7. Please confirm the existing building automation system (BAS) protocol (e.g., BACnet, Modbus, proprietary) and whether the new HVAC equipment and controls must integrate directly into the existing BAS or operate stand-alone. If integration is required, please identify the existing BAS vendor and confirm whether the controls contractor is to be provided by the GC. There is no existing BAS being utilized.

8. Please confirm whether any HVAC/fire alarm interlocks are required under the revised design (e.g., DOAS shutdown on alarm, smoke control integration). If so, will the fire alarm vendor be Government-provided, and what are the contractor’s responsibilities regarding wiring, coordination, and testing? Bid as shown. Fire Alarm vendor is the responsibility of the Contractor.

9. A reflected ceiling plan (RCP) is not included in the current drawing set. Is an RCP available to assist with finish and coordination planning? No RCP is available.

Space is combination of open air and ceiling grid as shown on drawings.

10. Are any flooring repairs or replacements required where work impacts the finished floor? If so, should the repair be limited to the disturbed area, or will corner-to-corner floor replacement be required for continuity? Any repairs made due to damage by the Prime or Sub-contractors shall be made to match existing. Corner-to-corner replacement is not required.

11. Does the scope include paint restoration for areas affected by demolition or installation? Specifically, are corner-to-corner paint touchups required for walls and ceilings where penetrations or patching occur, or is localized blending acceptable?

If full-area painting is required, please provide approximate wall or ceiling areas (in SF or LF) for accurate pricing. Any repairs made due to damage by the Prime or Sub-contractors shall be made to match existing. Corner-to-corner replacement is not required.

12. Is the contractor responsible for the removal and replacement of ceiling grid and tiles in areas impacted by ductwork installation, control wiring, or other equipment access? Is the intent to reuse the existing ceiling tile and grid, where possible? If reuse is not feasible, is attic stock available on-site for replacement tile and grid components? If attic stock is not available, should the contractor assume full replacement with new material to match existing conditions? Yes, Contractor is responsible for removal and replacement ceiling grid as needed to complete work under this contract. The intent is to reuse the exiting ceiling tile and grid where possible. No stock is available, replacement product shall match existing. Full replacement is not anticipated to be needed.

13. Is the contractor responsible for removal and replacement of drywall where impacted by ductwork, refrigerant piping, control wiring, or equipment access?

Where drywall is removed or patched, is localized repair and blending acceptable, or is corner-to-corner wall replacement and finishing required? Are there any specific wall finish standards or textures that must be matched (e.g., Level 4 or 5 finish, painted surfaces, etc.)? If full-area replacement is required, please provide approximate square footage or wall locations to be used for bidding purposes. Yes, Contractor is responsible for removal and replacement of drywall as needed to complete work under this contract. All touch-up paint shall match existing. Full replacement is not anticipated to be needed.

14. Can we get a list of problem areas for the certified air balance. This will ensure we identify and resolve issues. HVAC problems were not related to individual areas or comfort. System was inadequate in maintaining design condition requirements.

15. Do we need to order the equipment “Bacnet” ready for future control changes. No future design considerations need to be taken into account. The building shall operate as a standalone system from the rest of the campus with no intentions of integrating buildings in the future.

16. Hangers and installing new air handler right way to hang. Pending site pictures to determine best response.
