About this file

This is a Questions and Answers document for the Charles Russell National Wildlife Refuge Fort Peck Bunkhouse Roof Replacement project. The document addresses nine inquiries from prospective contractors regarding project specifications and requirements.

The project involves replacing the roof on a 13-year-old bunkhouse at Fort Peck. The roof specifications include approximately 3,300 square feet of roof area with a 4:12 pitch, 107 feet of total ridge length (consisting of two separate ridges for the house and attached porch), and 6 penetrations. The work scope includes installation of 6-inch gutters with 3-inch downspouts (6 total on building corners), 18-inch drip edge, and correction of inadequate ridge ventilation. The performance period is October 1, 2026 through April 30, 2027, with the proposal due date of September 7, 2026 (not subject to extension). Contractors must budget for winter conditions and temporary protective measures within their firm fixed price proposal, though the Contracting Officer may issue a modification to extend the performance period based on weather delays. The project requires compliance with Buy American/American Iron and Steel requirements under FAR 52.225-9, with offerors required only to self-certify compliance unless requesting an exception for foreign materials. Contractors must possess appropriate licenses and certifications required by the State of Montana. The document confirms no asbestos issues exist given the building's 2013 construction date, and any roof deck deterioration discovered after demolition will be addressed through coordination with the Contracting Officer for cost determination.

Charles Russell NWR Fort Peck Bunkhouse Roof Replacement

Questions and Answers

1. Roof measurements and drawings: Please provide any available roof plans, photographs, dimensions, verified roof area, roof pitch, eave/rake/ridge lengths, penetrations, and gutter/downspout quantities. If these are unavailable, will the quotation deadline be extended to allow time for the site inspection and field takeoff described in the solicitation?

Answer 1: The roof has 107’ of total ridge length(s) (two separate ridges (house and attached porch), approximately 3,300 square feet of roof, 4:12 pitch, and there are 6 penetrations. The proposal due date of September 7, 2026 will not be extended.

2. Roof deck and sheathing: How should damaged or deteriorated decking and sheathing be priced? Please provide an estimated quantity, allowance, unit-price line item, or change-order procedure for concealed deterioration discovered after demolition.

Answer 2: We do not anticipate any deteriorated decking as the current roof damage is new (hasn’t had a lot of snow/ice/rain) on it, and the building is only 13 years old. If damage is detected after the shingles come off, then yes, we want that repaired correctly and would work with contracting to secure any additional costs.

The estimated cost to the contractor will be determined by the contractor and included in their total firm fixed price proposal amount.

3. Asbestos requirements: Please provide any asbestos survey, sampling results, or hazardous-material assessment for the existing roofing system. Are asbestos testing, abatement, disposal, worker training, and final air clearance included in the base scope?

If asbestos is discovered after award, will it be handled as a differing site condition or contract modification?

Answer 3: The bunkhouse was constructed in 2013 and therefore has no asbestos issues.

4. Performance period: SF 1442 states that work must begin within 10 calendar days after

Notice to Proceed and be completed within 201 calendar days. The Statement of Work states a 60-calendar-day performance period. Please confirm which period controls and the anticipated Notice to Proceed date.

Answer 4: Confirming that the performance of performance is

October 1, 2026 - April 30, 2027

5. Winter conditions: If performance is expected during the October 2026 through April

2027 period, please clarify how weather delays will be handled and whether temporary protection, snow removal, heating, or other cold-weather measures must be included in the base price.

Answer 5: The Contracting Officer will determine if a modification to extend the period of performance as the situation may arise.

6. Licensing and permits: The Statement of Work requires licenses and certifications necessary for work in Valley County and references the South Dakota Department of

Environmental Quality. Please identify the correct Montana authority and confirm the specific contractor licenses, registrations, and permits the Government requires for this direct federal project.

Answer 6: Corrected to State of Montana

7. Domestic material requirements: The Statement of Work includes an American Iron and Steel requirement, and the solicitation includes FAR 52.225-9. Please confirm the material-origin standard and documentation required for roof panels, clips, gutters, fascia, flashing, fasteners, and other incorporated steel products.

Answer 7: Offerors only need to self-certify compliance under FAR 52.225-9 for construction materials that meet the Buy American requirements. A separate certificate is not required unless the offeror is requesting an exception. If an offeror seeks to use foreign construction material, they must submit a request for an exception in accordance with FAR 52.225-10 and provide the supporting documentation required by that provision.

8. Gutters and roof accessories: Please provide the required gutter and downspout sizes, gauges, profiles, locations, and quantities. Please also confirm whether the specified drip edge is intended to be 18 inches wide.

Answer 8: There are a total of 6 downspouts (on building corners) and they are 3” wide. We would like 6” gutters. Standard gauge is fine. 18 inch drip edge is acceptable.

9. Ridge ventilation: Is evaluation and correction of inadequate ridge ventilation included in the lump-sum base scope? If deficiencies are discovered during construction, will additional ventilation work be handled through a contract modification?

Answer 9: Inadequate ridge ventilation is included in the work to be completed in the solicitation.
