About this file
This document is a Questions and Answers (Q&A) file for the Bon Secour National Wildlife Refuge (NWR) Construction Services Solicitation, numbered 140FGA25R0004. The Q&A addresses a specific contractor inquiry regarding permit requirements for the construction activity. The contractor asked about obtaining federal, state, and local permits, noting they typically work exclusively on federal projects and have not previously needed to secure such permits.
The U.S. Fish and Wildlife Service (USFWS) responded that they do not require permits for the building or its contents. However, the agency emphasized that it remains the contractor's responsibility to ensure full compliance with all solicitation and contract clauses and provisions. This Q&A document provides clarification on administrative requirements for potential bidders on the Bon Secour NWR headquarters office replacement project.

Bon Secour NWR Construc on Services Solicita on 140FGA25R0004
Ques ons and Answers #5
70. Item # 1. GENERAL INFORMATION states the following:
b. Contractor will be required to obtain all necessary federal, state, or local permits for the construction activity. We work almost exclusively on federal projects. We have never had to obtain state, or local permits for the construction activity on any of the project we have done. Is it true that we must pull permits from the state and local municipality which will do inspections, and we must include the costs for the permits in our bid?
USFWS Response: We don’t require permits for the building or anything inside it. With that said it is the responsibility of the contractor to ensure compliance with the clauses and provisions of the solicitation and subsequent contract.
