Questions & Answers - Amendment 1

Keen Eye Trail Boardwalk at Kenai NWR

Solicitation # 140FGA25R0001 Questions and Answers

1. Period of Performance. The Notice to Offerors shows a POP of 1/20/2025 to 8/22/2025.

The Statement of Work states work must be completed by June 1, 2025. Please clarify what the performance period is for this project.

Response: The correct Period of Performance (POP) date is 1/20/2025 to 8/22/2025. The SOW has now been corrected to reflect the correct date. Construction and Beneficial Occupancy must be complete by June 1st, 2025, because of seasonal use during that period.

2. Due Date Times / Time Zones: In the Notice to Offerors, the time the questions are due is listed as 10:00 AM EST. The bid time is listed as 10:00 AM EST. Section L of the Solicitation, L.1.2 lists the response/bid time as 10:00 AM EST. L.1.3 lists the time questions are due as 10:00 AM EST. But the Solicitation, Form 1442, states the bid time as 10:00 (local time.) Please advise what time questions and bids are due (10:00 AM EST is 6:00 AM in Alaska) on their respective dates.

Response: The correct document with due dates and times is the Notice to Offerors. Questions are due by 10:00 AM EST and Proposals are due by 10:00 AM EST on their respective dates.

The language “bid time as (local time)” on the SF 1442 is auto populated in the contract writing system.

3. In order to come up with a manufacturer recommendation for the size/number of helices, we would like to see a Geotech report to evaluate the soil strength. Can that report be provided?

Response: See Geotechnical Report Attached.

4. Is there soil type information or geotechnical borings where the helical piles are to installed?

Response: See Geotechnical Report attached.

5. Helical Pile: If required design torque is achieved but minimum embedment depth is not achievable due to obstructions in soil that cannot be removed, will this be considered a Changed Conditions per FAR 52.243-5? If additional piles and/or steel W beam is required for relocated pile due to soil conditions, will this also be considered a Change of Condition?

Response: Both specifications need to be met to be compliant. If conditions arise that make the location and specifications unachievable, Changed Conditions clause would then apply.

Questions & Answers - Amendment 1

6. ACZA treatment for the ground contact timbers is unavailable, would CCA .60 pcf (HD) KDAT be an approved equal for the timber sleepers?

Response: ACZA is available by order from suppliers in Anchorage, AK.

7. Can we access the site via Side-by-Side off-road vehicle?

Response: The switchbacks prohibit the use Side by side or ATV type of vehicle on the path down.

8. Are there other access trails?

Response: There is an access trail from the floatplane dock parking area, accessible via the Maintenance Yard. This is for sure accessible during wintertime. Summertime access would only be available with laydown mats or other ways of protecting. A laydown area will be made available to the awarded contractor.

9. Can the contractor access via the frozen lake?

Response: The contractor would have to verify conditions for any and all equipment brought across and all safety and environmental protections need to be taken accordingly.

10. Is there any Subsurface Data for the area?

Response: A Geotechnical Investigation was done near the Observation Platform. See Attached Geotechnical Report.

11. Can we stage material near the work?

Response: Material may be staged near but receiving, security and access is the contractor’s duty. It may also be stored at an agreed laydown area in the Float Plane Dock parking area.

12. On Drawing 7.0 Detail 2, the connection between the Steel W4x13 and the aluminum observation platform does not have a detail. How do you want this to be connected?

Response: Contractor shop drawings shall indicate how they attach. Attachment shall include spacers to prevent galvanic corrosion between steel and aluminum in the connection.
