About this file
This document is an Amendment 1 for Solicitation 140FGA25Q0009, issued by the Department of the Interior Fish and Wildlife Service for a gravel procurement project at the Sacramento National Wildlife Refuge. The amendment addresses contractor questions regarding material specifications and delivery logistics for three specific gravel types: 18-inch minus rip rap, 1 1/2 AB, and 1-inch AB gravel, totaling approximately 2,550 tons. The materials are to be delivered and stockpiled at the west levee of the refuge, with precise coordinates provided at 39°25'35.81"N, 122°11'30.85"W.
The amendment clarifies that the refuge staff will handle final material placement, and contractors need not prepare roads or perform additional grading. Contractors are seeking confirmation on material specifications, delivery methods, and stockpiling requirements. The document indicates that the materials will be solely stockpiled at the refuge's headquarters materials yard, with no additional on-site equipment placement expected from the contractor. The amendment serves to provide clarity and ensure accurate bidding by addressing specific logistical and material-related questions from potential vendors.

Solicitation 140FGA25Q0009 Amendment 1 Document March 10, 2025
1. What is the specification on the 18 inch minus?
I am not sure how to answer this. I've never been asked. Class II rock is road base. I am not sure about other sizes.
2. What is the specification on the 1 1/2 ab
Same as above
3. Could you please confirm the exact location where the materials (¾” AB gravel, 18” minus rip rap, and 1 ½” AB gravel) need to be dumped? I would like to review the site to determine the feasibility of loaded truck traffic and calculate truck cycle times.
The location is not open to the public. It is the west levee of Sacramento National Wildlife Refuge.
Approximate coordinates.
39°25'35.81"N 122°11'30.85"W
4. For the ¾” AB and 1 ½” AB gravel (550 tons and 2,000 tons), will these materials need to be spread on a road or yard and floated out with a tractor, or are they just to be dumped into stockpiles? If the gravel is to be placed on roads, will there need to be any preparatory grading before the rock is laid down?
I would really like this material to just be stockpiled. This would make my coordination much easier. There is the option to solely stockpile here at our headquarters materials yard.
5. Regarding the 18” minus rip rap, it’s common for this material to be keyed in and placed in irrigation or drainage canals. Would you like a separate cost for this, or is it sufficient to deliver and dump the material in a pile? If the rip rap and gravel are to be stockpiled, will there be any on-site equipment available to push the material into the stockpile? Your input will help ensure that we account for all necessary work and equipment in our bid.
This will just be stockpiled under this contract. Refuge staff will be responsible for final placement.
