STATEMENT OF WORK
Title of Project: Kapahulu Administrative Site Building Roof
Replacement
Instructions: Complete all Bold Elements below and mark N/A for elements that are not applicable and delete sub elements. This will ensure that each element is considered.
1. General:
1.1 This project is being conducted by Pacific Islands Refuges and Monuments Office (PIRAMO) for the administrative building located at 815 Makaleka Ave, Honolulu, HI 96816. The work included removing old shingle roof and replacing it with new asphalt shingles, gutter cleaning, vent cleaning, insulation repair, and the inspection, removal, replacement, reassembly, and reconnection of rooftop photovoltaic (PV) panels and associated components.
1.2 The purpose of this project is to restore the building roof by removing old shingly roofing and replacing with new asphalt shingles, replace all or non-working rooftop solar panels, improve weather resistance and insulation integrity, and address general wear-and-tear issues associated with roof repair such as vent cleaning and gutter maintenance.
1.3 Contractors must demonstrate relevant experience in roofing repair and maintenance, solar panel disassembly, installation, and repair, insulation installation and repair, gutter and roof vent maintenance, compliance with Hawaii building codes and safety regulations and should be a licensed roofing contractor.
1.4 A site visit is recommended for accurate measurement and assessment. Contractors are responsible for verifying all dimensions, conditions, and material requirements before procurement. Additional background documents or photos may be provided upon request.
2. Place of Performance and Period of Performance
2.1 815 Makaleka Ave

2.2 Period of Performance
End Date: 09/30/2026
Work must be completed within this period. Seasonal and operational constraints apply.
2.3 Normal duty hours Monday through Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus
Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 The contractor shall:
• Inspect and verify existing roof conditions prior to starting work.
• Remove or repair damaged roofing materials as needed.
• Repair or replace roofing components affected by normal wear and tear.
• Clean and repair gutters, ensuring full drainage function.
• Clean, inspect, and repair roof vents.
• Disassemble rooftop solar panels as needed to access roofing surface underneath.
• Reassembly and reinstall new solar panels with proper electrical reconnection and safety checks, solar panels must include warranty
• Repair or replace damaged insulation beneath roofing material.
• Inspect, repair and/or replace insulation material and secure vent holes on second floor administrative site.
• Safely shut down and disconnect the rooftop solar PV system in accordance with applicable electrical safety standards.
• Inspect the existing PV system to determine the number, condition, and operational status of all panels and components.
• Disassemble and remove rooftop solar panels as necessary to access the roofing surface.
• Protect mounting systems, wiring, and roof penetrations during removal.
• Replace any solar panels determined to be non-functional, damaged, or unsafe with new panels that are compatible with the existing system to the maximum extent practicable.
• Replace minor associated components as necessary for proper installation and operation, including connectors, wiring leads, mounting hardware, and grounding components.
• Reinstall all functional and replacement panels in their original configuration unless adjustment is required for safe installation.
• Ensure all mounting hardware is secure and roof penetrations are properly sealed and weather tight.
• Restore all electrical connections and verify grounding and bonding integrity.
• Re-energize the system and perform operational checks to confirm proper function.
• Verify that the system is connected to the building electrical system and producing power during daylight conditions, with no fault indicators present.
• Provide all necessary tools, materials, safety equipment, and waste disposal containers.
• Remove and properly dispose of all debris generated by the work.
• Conduct a final inspection and ensure area is fully cleaned before project completion.
4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line-item detail on the PR is recommended)
4.1 Roofing replacement must be completed by December 31, 2026
4.2 Waste disposal documentation, if applicable. Final inspection report detailing completed work, repairs performed, and solar panel functionality check.
5. Data Management Plan (DMP)
5.1 Not Relevant – No data will be collected as part of this project.
6. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
6.1 No Government-furnished equipment (GPE) will be provided.
6.2 Contractor must supply all tools, materials, and equipment. Contractors should not use and build equipment without permission. Contractor is responsible for removal and disposal of all debris generated by the work.
7. Evaluation and Acceptance
7.1 The contractor will be evaluated by the Contracting Officer’s Representative (COR), and the
Facility Manager will inspect the completed work.
Acceptance will be based on:
• Completion of all work items in the Scope section
• Quality of repairs and installation and overall workmanship
• Compliance with Hawaii building codes and safety standards
• Cleanliness and proper waste disposal
• Functional testing of solar panel system
• Inspection by the designated representative
8. Quality Control/Quality Assurance:
8.1 Contractor shall maintain quality control recognized by industry standards. QC documentation shall be available upon request.
8.2 Evaluation will include:
• Visual inspection of roofing and gutter repairs
• Verification of solar panel system function after reassembly
• Inspection of insulation installation
• Verification that all debris has been removed
• Confirmation that no defects or safety hazards remain
