AMENDMENT 001- Questions and Answers
DATE: 02/03/2026
PROJECT TITLE: USFWS FWS- Kapahulu Bunkhouse Administrative Site Building-Roof Replacement
All, This serves as an amendment to the above referenced project.
1. Question: Which building (address/map mismatch): We understand this covers one (1) building—the Bunkhouse at the Kapahulu Administrative Site. On maps, 815 Makaleka
Ave, Honolulu, HI 96816 doesn’t clearly match the “Administrative Site Bunkhouse” description. Could you confirm the exact building (name/number/landmark or drop a pin/coords)? Also, please confirm there are no other structures included.
Answer: There are 2 building associated with the work. The roof installation, repair and solar deals with the 1 story building at this administrative site, while insulation repair occurs at the 2 story garage at the site.
2. Question: Roof area / drawings: Is there an official approximate roof square footage or a drawing set we should rely on for takeoff?
Answer: We do not have an official engineered drawing set or certified roof takeoff for these buildings. Any square footage will have to be taken during initial inspection.
Contractors are responsible for verifying roof dimensions, slopes, and conditions during a site visit and developing their own plans as part of their proposal.
3. Question: PV system details: How many PV modules are on the roof and where are they located? Please confirm scope is remove/reinstall and functional testing only, and whether we need to coordinate with an owner-designated solar vendor or if the PV panels are leased.
Answer: We currently do not have an exact number of PV modules but they are currently mounted on the roof and waiting for our solar contractor to provide us this information. The anticipated scope related to the PV system is limited to:
• Temporary disassembly/removal as necessary to perform roofing work
• Reinstalling after roof repairs
• Verification that the system is operational and free of error indicates upon completion
We recommend verification during site visit.
4. Question: Shingle system performance: Are there minimums you want us to meet (e.g., wind rating, underlayment coverage/locations, fastener schedule, ridge/hip components, ventilation criteria)? We plan to propose CertainTeed architectural shingles unless the Government prefers a specific brand line/color.
Answer: Underlayment, fastener schedules, ridge/hip components, flashing, and ventilation shall be installed as required for a complete, weather-tight roofing system.
Proposed roofing materials must meet the following minimum expectations:
• Compliance with applicable Hawaiʻi State and local building codes
• Manufacturer-rated wind resistance appropriate for local conditions
• Installation in accordance with manufacturer specifications and industry standards
5. Question: Insulation repairs: Please confirm type (batt/board) and typical thickness, and that the expectation is spot repairs only (any guidance on an allowance is appreciated).
Answer: Existing roof insulation consists of standard residential-type insulation. Exact type (batt or board) and thickness may vary and should be verified during the site visit.
Insulation repair under the base scope includes localized repair or replacement of insulation associated with roofing work on the one story building, including the two story building in the property with the two story property not requiring new roofing.
The intent of the SOW is spot repair only; full insulation replacement is not anticipated under the base scope. No formal allowance is specified; however, pricing should reasonably account for limited insulation repairs necessary to restore affected areas to proper condition.
6. Question: Gutters: The SOW calls for cleaning. If any replacement is anticipated, could you provide the estimated linear feet and downspout count/size?
Answer: No gutter or downspout replacement is currently anticipated. We do not have an estimated linear footage or downspout count available. If damaged components are identified that require replacement beyond cleaning, the Contractor shall notify the
Contracting Officer for direction prior to proceeding. The contractor should verify during site inspection.
7. Question: Hazardous materials: Are there any known hazmat conditions in the existing roof assembly that would require abatement?
Answer: We are not aware of any hazardous materials (e.g., asbestos-containing materials, lead-based coatings) within the existing roof assembly.
However, we make no warranty as to the absence of hazardous materials. Contractors are responsible for complying with all applicable federal, state, and local regulations if previously unknown hazardous materials are encountered and shall immediately notify the Contracting Officer should such conditions arise.
8. Question: Does this project require a City and County of Honolulu building permit, or is it exempt as work on federal property?
Answer: We may need time to further research this as calls to the city and county office have not been clear. The understanding is that because this is work on an existing federal property we may not need one, but believe that if the contractors normally need a permit for a residential household, we believe the permitting process to be the same at this time. This may take research on the contractor side.
9. Question: Why is the roof being replaced? Was it leaking or just due?
Answer: The roof is being replaced as it has been 20 years since its last replacement.
10. Question: Is the location of work 815 Makaleka Ave, Honolulu, HI? And is it the two story building to the right of the single story building?
Answer: The majority of the work will occur on the single story building with the insulation repair work being conducted in the 2 story building.
11. Question: Are there work hour restrictions in place for access?
Answer: Work hour restrictions are from 8am-5pm. Earlier start times can be negotiated.
12. Question: Undefined Performance Standards: The SOW references terms such as “as needed,” “repair or replace,” and “fully functional,” particularly with respect to insulation and rooftop solar panel work. Can the Government clarify the objective criteria or acceptance standards that will be used to determine satisfactory completion of these tasks?
Answer: All repaired or replaced roofing and insulation must be installed in accordance with manufacturer specifications, applicable building codes and according to industry standards.
• Roofing system must be weather-tight, properly sealed, and free of visible defects, leaks or deficiencies.
• Insulation work includes the second story building and must be properly installed continuous and free of gaps, moisture intrusion and compression that would reduce performance. Including but not limited to attic vent coverage to deter wildlife from nesting.
• Work areas must be left clean, safe, and fully restored upon completion.
Contractor is responsible for disposing of any waste and trash used in the work.
13. Question: Solar Panel Functionality and Testing: What specific actions or testing will the
Government use to confirm that rooftop solar panels are considered “fully functional” after disassembly and reinstallation (e.g., visual inspection only, electrical/inverter testing, or operational output verification)?
Answer: To be considered “fully functional” following disassembly and reinstallation, rooftop solar panels must meet the following minimum criteria:
• Panels are securely reinstalled, properly aligned, and free of visible physical damage.
• Electrical connections are restored and properly secured in accordance with manufacturer specifications.
• The solar system demonstrates normal operation at the inverter, with no system fault indicators or error messages present.
• Power production is observable during daylight conditions consistent with ambient weather and system design.
• If any components are broken or degraded during the uninstall, contractor is expected to repair parts before/ or during reinstallation so that the solar panels are fully functional.
We anticipate verification through a combination of visual inspection and confirmation of inverter/system operational status.
14. Question: Repair vs. Replacement Thresholds: If rooftop solar components, roofing materials, or insulation are found to be damaged beyond repair during execution, does the Government intend for replacement to be included within the base scope, or would this be addressed through a change to the contract?
Answer: The base scope of work anticipates minor repairs and limited replacement of roofing, insulation, and solar components necessary to restore the system to proper working condition. If materials or components are determined to be damaged beyond reasonable repair and require full replacement beyond what could be reasonably anticipated within the base scope, such work will be addressed through a contract modification, subject to Government approval and availability of funds.
15. Question: Concealed or Unforeseen Conditions: In the event concealed roof decking or structural issues are discovered after removal of existing shingles, how should contractors account for such conditions under this firm-fixed-price requirement?
Answer: The contract is firm-fixed-price and based on conditions that would be reasonably observable during a pre-bid site visit. In the event concealed or unforeseen conditions (e.g., deteriorated roof decking or structural deficiencies) are discovered after removal of existing materials, the Contractor shall notify Contracting Officer, secure the area to prevent further damage, and provide documentation of the condition and a recommended course of action. Work will be addressed through a contract modification subject to approval and availability of funds.
16. Question: Deliverable and Inspection Milestones: Are there interim inspection points, phased acceptance requirements, or a defined final inspection and acceptance process the Government intends to apply for this project?
Answer: Interim Inspections: As needed, at key stages of work (e.g., after removal of roofing materials, prior to installation of new roofing, and following solar panel reinstallation).
Final Inspection: Upon completion of all work, a final inspection will be conducted to verify compliance with the SOW and overall workmanship.
Final Acceptance: Final acceptance will occur after all deficiencies identified during inspection are corrected and the work is deemed complete and satisfactory by the
Government.
The Contractor shall coordinate inspections with the Government in advance.
17. Question: Government-Furnished Equipment or Information: Will the Government provide any drawings, specifications, maintenance records, or documentation related to the existing roofing system or rooftop solar installation prior to award?
Answer: Any available drawings, specifications, or maintenance records related to the existing roofing system or rooftop solar installation will be provided if available;
however, Contractors should not rely on the availability or completeness of such documentation and are responsible for verifying existing conditions. The work was conducted a while ago and we may only have specifications available for solar panels.
18. Question: Warranty Expectations: Are there any minimum warranty requirements anticipated for the new roofing system or for solar panel repair work performed under this contract?
Answer: The Contractor shall provide standard manufacturer warranties for any new materials or equipment installed. In addition, the Contractor shall provide a minimum two year workmanship warranty covering roofing and solar repair work performed under this contract. Warranty documentation shall be submitted to the Government upon completion of the work.
19. Question: Warranty Requirements- Please confirm whether any project-specific or extended warranty requirements apply beyond standard manufacturer warranties for roofing materials and associated work.
Answer: No project-specific or extended warranties are required beyond standard manufacturer warranties. A two (2) year warranty on workmanship and materials is required in addition to standard manufacturer warranties for roofing materials and associated work.
20. Question: Solar Panel Ownership - Please confirm whether the existing rooftop solar panels are owner-owned or leased by a third party.
Answer: The existing rooftop solar panels are owner-owned.
21. Question: Existing Roofing Warranty - Please confirm whether there is any existing roofing contractor or manufacturer warranty currently in effect that may impact removal, repair, or replacement activities.
Answer: No existing roof contractor or manufacturer warranty is currently in effect.
22. Question: Existing Solar Warranty - Please confirm whether there is any existing solar contractor or manufacturer warranty currently in effect for the rooftop solar system.
Answer: A manufacturer warranty is currently in effect. Removal, repair, or replacement activities will not impact the warranty provided the solar panels remain in proper working order.
23. Question: Insulation Type Beneath Roofing Material- The Statement of Work references
“repair or replacement of damaged insulation beneath roofing material.”
Please clarify whether this insulation is:
• Rigid insulation
• Batt insulation
• A combination of both
Answer: The type of insulation beneath the roofing material could not be confirmed.
The insulation should have been identified during the initial site inspection; however, we are currently unable to verify whether it consists of rigid insulation, batt insulation, or a combination of both. Any necessary repairs or replacements will be based on the existing conditions observed during construction.
24. Question: Scope Responsibility: Solar Work - Please confirm whether solar panel disassembly, reinstallation, repair, and coordination are to be included within the roofing contractor’s scope, or if solar work will be performed by a separate contractor.
Answer: Solar panel disassembly, reinstallation, repair, and coordination are included in the roofing contractor’s scope of work.
25. Question: Scope Responsibility: Gutter Repairs - Please confirm whether gutter cleaning and repairs are to be included in the roofing contractor’s scope or performed by others.
Answer: Gutter cleaning and repairs are included in the roofing contractor’s scope of work.
26. Question: Scope Responsibility: Insulation Repairs - If batt insulation is present, please confirm whether insulation repair or replacement is included in the roofing contractor’s scope or performed by others.
Answer: Regardless of insulation type, all required insulation repair and/or replacement shall be included in the contractor’s scope.
27. Question: Can the Government provide the approximate roof square footage or building footprint for the bunkhouse to assist offerors with material takeoffs?
Answer: The requested information is not available at this time and could not be obtained.
28. Question: Can the existing roof configuration (e.g., gable, hip, or single-slope) and approximate roof pitch be confirmed?
Answer: This information should have been determined during the site inspection. At this time, the roof configuration and approximate pitch could not be confirmed.
29. Question: Please confirm whether the solar panel scope is limited to disassembly, reinstallation, and minor repair, or if replacement of panels, racking, or inverters is anticipated.
Answer: The solar panel scope is limited to disassembly, reinstallation, and repair of existing racking materials to restore the system to full working order. Replacement of panels, racking, or inverters is not anticipated.
30. Question: Is a licensed solar subcontractor required for the solar panel disassembly and reinstallation, or will a qualified roofing contractor with appropriate experience be acceptable?
Answer: A licensed solar subcontractor is not required. A qualified roofing contractor with appropriate experience in solar panel disassembly and reinstallation will be acceptable.
31. Question: Can the Government clarify whether insulation repairs are expected to be spot repairs only, or if full insulation replacement is anticipated in any areas?
Answer: Insulation repairs are anticipated to be limited to spot repairs based on existing conditions encountered. Full insulation replacement is not anticipated unless damaged insulation is identified during construction. Please advise insulation repairs are to include repairing attic vent holes.
32. Question: Are there any restrictions on work hours, noise, or site access that would limit normal daytime construction operations?
Answer: Work shall be limited to the hours of 8:00 a.m. to 5:00 p.m., Monday through
Friday.
33. Question: Does the Government anticipate any required phasing, temporary weather protection, or operational limitations during roofing activities?
Answer: No phasing, temporary weather protection, or operational limitations are anticipated beyond standard construction practices.
34. Question: Can the Government confirm whether any asbestos-containing roofing or insulation materials are known to be present, or if testing has already been performed?
Answer: The Government is not aware of any asbestos-containing roofing or insulation materials at this time. No testing has been performed.
35. Question: Will parking be provided for both the dumpster and truck?
Answer: There is parking available on site depending on the size of the vehicle and dumpster.
36. Question: Will water and electricity be provided on site?
Answer: Yes.
37. Question: The site visit address does not show the exact building location. It's this building?
Answer: Yes, that is the correct building.
38. Question: Statement of Work §4.2 – Waste Disposal Documentation - Please clarify what documentation is required to satisfy this requirement (e.g., landfill receipts, disposal manifests, recycling documentation, or certifications).
Answer: The specific documentation required to satisfy this requirement is not available at this time.
39. Question: Shingle Matching Requirements - If the intent is to match existing roofing materials, please provide the existing shingle manufacturer, product type, and color. If matching is not required, please confirm that contractors may propose new materials meeting specification requirements.
Answer: Matching existing roofing materials is not required. Contractors may propose new materials that meet specification requirements; however, final material selection is subject to Government approval.
40. Question: Roof Ventilation Systems - The existing roof assembly includes ridge vents and solar-powered roof fans. These systems are typically designed to function independently and may counteract airflow when combined.
Please confirm the following:
• Is it the intent to replace both ventilation systems as part of this project?
• If both are to remain, is there a preferred approach for maintaining proper intake and exhaust performance?
• Alternatively, should one of these systems be omitted?
Answer: The existing roof assembly includes ridge vents and solar-powered roof fans.
This matter may be discussed during construction if the contractor determines that the existing ventilation system can reasonably be expected to perform for the service life of the new roof. If the existing system is not expected to last for the duration of the new roof, replacement of the ventilation system was anticipated as part of the project.
41. Question: PV Panel Testing - Please confirm whether contractors are required to include testing of photovoltaic (PV) panels prior to removal and after reinstallation as part of the scope.
Answer: PV panel testing shall be limited to verification of full functionality of the panels before takedown and following reinstallation.
42. Question: PV Performance Issues - If PV panels are found to be underperforming or not producing expected output after reinstallation, please clarify how this condition should be addressed (e.g., contract modification, separate contract, or by others).
Answer: If the PV panels are tested prior to removal and are confirmed to be in full functional condition, it is expected that the panels will return to full operational output following reinstallation.
