About this file

This document is a Statement of Work (SOW) for roof surface preparation and coating removal and reapplication at Spring Creek National Fish Hatchery in Underwood, Washington. The project involves removing the existing deteriorated white roof coating from the mechanical building's roof, cleaning and preparing the surface, and applying a new elastomeric roof coating that meets performance standards for granulated modified bitumen roofing systems. The work is to be completed between April 1 and June 2026, with contractors required to have demonstrated experience in commercial or federal roof coating projects and comply with OSHA and EPA regulations.

The SOW specifies detailed requirements including thorough coating removal, surface preparation, comprehensive coating application with attention to water pooling areas, and proper sealing around roof penetrations. The roof surface is approximately 8,800 square feet, and contractors must verify measurements, provide their own equipment and materials, and dispose of waste properly. Evaluation will be based on adherence to specifications, surface preparation quality, coating application, and waste disposal. The contractor must provide material specifications, safety data sheets, and documentation, with final color selection subject to approval by the Contracting Officer's Representative to match existing roof conditions.
