About this file
This Statement of Work (SOW) details a roof surface preparation and coating project for the Spring Creek National Fish Hatchery (NFH) in Underwood, Washington. The project involves removing the existing deteriorated white roof coating from the mechanical building and applying a new protective elastomeric roof coating, with work scheduled from April 1 to June 2026. The roof surface area is approximately 8,800 square feet, and the contractor must ensure thorough coverage, proper surface preparation, and sealant application around penetrations and wall transitions.
Key requirements include using a roof coating that meets performance standards for granulated modified bitumen roofing systems, complying with OSHA and EPA regulations, and providing documentation of materials used. The contractor must supply all necessary equipment, materials, and a portable restroom, and will be evaluated based on adherence to specifications, surface preparation quality, coating application, and waste disposal. A site visit is highly recommended, and no additional information will be provided to contractors who do not perform a physical site visit. The project will be completed during normal duty hours (Monday through Friday, 7:30 a.m. - 4:00 p.m.), with work subject to inspection by the Contracting Officer's Representative (COR) and Facility Manager.
