About this file

This document is a Questions & Answers (Q&A) file for a federal contract opportunity (Solicitation Number 140FC325Q0022) involving roof repair at Willard Quarters 1 & 3. The Q&A addresses five Requests for Information (RFIs) related to specific project details, including soffit paint coverage, gutter reinstallation, siding materials, and building wrap alternatives.

Key clarifications include: 1) painting only the immediate soffit areas above front porches, 2) reinstalling gutters without repainting, 3) allowing alternative siding materials like OSB primed or Hardi (with a preference for Hardi), and 4) rejecting ZIP System sheathing as an alternative to Tyvek building wrap unless it's the same price. An optional request to repaint end gable walls was denied. The document provides specific guidance for contractors bidding on the roof repair project for the Department of the Interior Fish and Wildlife Service.

Willard Roof Repair Quarters 1 & 3 Questions & Answers

RFI 1 – Soffit Paint Coverage (Task 13)

The immediate soffit over the entryway to each residence is approximately 4’ x 9’ but is continuous with 2’ soffits that extend to either side across the front of the properties, which measure approximately 45’. Regarding Task 13 would you prefer to just paint the immediate soffit areas above the front porches, or paint match the soffits 100% as they continue to either side of the front porch by painting the entire front facing soffit area?

Answer: Paint the immediate soffit areas above the front porches.

RFI 2 – Gutters Paint Touch-Up (Task 13)

Do gutters need to be touched up with new paint to match gutters that do not move on soffit areas outside the work area, or is it acceptable to simply reinstall them?

Answer: Reinstall gutters.

RFI 3 – Siding over Sub-Sheathing (No Task Specified)

While Task 9 specifies sub sheathing with building wrap, there is no Task addressing what kind of siding is to be used to cover the sub sheathing and building wrap prior to paint being applied to the gable and soffits in Task 13. Unit 192 was recently repaired at the front gable, with what appears to be a metal lap siding. There are other superior lap sidings made by Hardi (made of cementitious composite and primed), and Smart Siding (made of weather rated OSB and primed) that will generally match. Are these acceptable substitutes for metal siding?

Answer: Changed answer to this question to Yes.

We are allowing other sidings, such as OSB primed or Hardi. Preference is Hardi, but as long as the substitute matches what exists.

RFI 4 – Alternate to Building Wrap (Task 9)

Task 9 specifies using sub sheathing and building wrap (TYVEK). Instead of Tyvek and sub-sheathing, would ZIP System sheathing with ZIP tape seams (which meets IBC and UBC standards and is generally considered superior) be an acceptable alternative?

Answer: No, unless it’s the same price as (TYVEK).

Willard Roof Repair Quarters 1 & 3 Questions & Answers

RFI 5 – No Task Specified: (Optional)

It was noticed that the end gable walls above the masonry are in weathered condition and can be scraped and repainted easily with the extra paint being brought to the jobsite. Would you like a quote for the 2 gable end walls on each of the two residences to be refinished with paint matching the soffits and front gable?

Answer: No
