About this file
This document contains Questions and Answers related to Solicitation 140FC324Q0014 for the repair of the geothermal/solar thermal system and the addition of cooling/ventilation for offices at the Turnbull National Wildlife Refuge (NWR). The key details include:
The solicitation includes optional Phase I and Phase II items, and the priority of tasks is dependent on bid costs and funding availability. The document provides details on the location of heating unit valves in the office area and notes the lack of isolation valves for individual heater units. The government is unaware of any water leaks in the geothermal system but is open to receiving an Alternative Technical Concept (ATC) proposing a water monitoring device. Turnbull NWR Repair GeoThermal/Solar Thermal System and Add Cooling/Ven la on for Offices
Questions and Answers:
a. How will Phase I/Phase II Options items be awarded or sequenced in the contract? What is the priority of tasks?
Answer: Option items will be awarded pending bid cost and funding availability.
b. Where are the valves to isolate the heating Units in the office area? for access to replace, repair, maintain the systems?
Answer: There are valves on the return and supply lines over the unit in the loft above the wash rack. The individual heater units in the offices do not have any isolation valves, except the front office. The contractor installed them above in the compressor room when Steve's office flooded a few years back and we had to remove the unit for office renovation.
c. How much water is leaking in the field related to the geothermal system? Have you considered a water monitoring device associated with the geothermal autofill to track leakage in gallons ‐ related to the 6‐gallon make‐up tank reservoir deliverable.
Answer: We are not aware of a leak. You are welcome to provide an Alternative Technical Concept (ATC) describing this proposed system with your bid.
d. The name plates on the solar panel system are faded and unreadable. Do we have detail manufacturer specifications/data tags (books) for the panels to assist in sizing and specifications on replacement parts? Surprised that there were not more valves on the solar plumping to improve maintenance and repair work on the panels sections....appears as though the whole system will have to be drained to work on certain sections.
Answer: Please refer to as‐built drawings included with the solicitation for available technical details.
