About this file

This document contains questions and answers regarding the demolition of structures at the Jolly Jack Farmstead located within the Turnbull National Wildlife Refuge in Washington State. The questions and answers provide clarification that contractors are not required to abandon an on-site water well but should install a sealed metal cap over the casing. They also confirm there is no gas line or heater at the pump house location and all electricity has been disconnected. Finally, contractors are advised to be aware of the State of Washington's fire season restrictions which may apply to operations through September and are categorized as "other operations" under fire restriction level 3.

Jolly Jack Farmstead Questions & Answers

07/21/2023

1. Are we supposed to include the cost of having the water well abandoned by a licensed well driller?

Answer: No, a locking rubber gasket sealed metal cap should be installed over the well casing cut off 12-24" above the surface of the ground

2. We need to know where the well is located and the diameter and depth of the well.

Answer: For capping, the well head is located inside the well house and is a 7" diameter casing.

3. A concern with gas used to run a heater in the pumphouse, clarifying.

Answer: Refuge investigated and has confirmed no gas and heater identified is electric. All electricity has been shutoff to the property and power company (Inland Power) will remove the lines before demo. Power poles will be empty and should be included in the removal.

4. Fire Restriction information:

There may be fire restrictions associated with this work if the contractors begin before the end of September. Attached is the criteria we use for operations during fire season per the State of WA DNR. The work we are doing would fall under "other operations". We will be moving into ifpl 3 sometime next week. We will likely be in this category through September. Read the attached brochure.
