About this file

This is a Questions and Answers document for federal solicitation 140FC226Q0030, issued May 28, 2026, addressing clarifications on an HVAC replacement and propane conversion project at a refuge facility.

The project location is confirmed as 1069 Casey Road, Basom, NY 14013, with approximately 1,550 square feet of interior space to be conditioned. The existing system is a standard residential furnace that will be replaced with an energy-efficient propane-fired furnace meeting current industry standards. The Government is not aware of any hazardous materials; asbestos abatement was completed in 2017. CLIN 0008 (Additional Ducting/Structural Modifications) pricing approach is not explicitly answered but references unforeseen conditions. No local permits or inspections are required; only a final walkthrough with refuge staff will occur. The contractor is not responsible for propane tank installation or utility line coordination—the propane supply company will provide the tank, install regulators, run the supply line into the house, and perform pressure testing. Government personnel will be available during all work periods to provide facility access. For test and balance services, contractor-performed testing is acceptable if completed in accordance with applicable standards and documented appropriately, rather than requiring a certified NEBB/AABC TAB contractor. The existing oil-fired furnace will be replaced, and the old oil tank will require removal and disposal, though permit responsibility is not explicitly clarified in these answers.
