About this file
This is a Questions and Answers (Q&A) document that clarifies requirements for a federal roofing contract opportunity.
The project involves replacing a roof measuring approximately 14' x 60' with a 3/12 pitch. Contractors must remove one existing layer of roofing material down to the roof decking and repair any damage found using materials consistent with current decking materials. The Government will not establish an allowance for concealed deck damage; any damage exceeding what offerors estimate will be handled through written contract modification. The specification calls for 30-year architectural shingles matching the roof of the adjacent building, with wind ratings dictated by local requirements and a manufacturer's warranty. All existing flashing must be replaced, and all old materials including starter shingles, ridge-cap shingles, valley protection, pipe boots, step flashing, wall flashing, and ice-and-water membrane must be replaced in kind. The contractor must replace three existing roof penetrations (two low-profile vents and one lead flashing vent) in kind without verifying adequate ventilation. A 1-year contractor workmanship warranty is required. No permit is required, no gutters or roof-mounted equipment require removal and reinstallation, and fascia, soffit, rafter, framing, or interior water-damage repairs are excluded from scope. Work hours are 7:00 a.m.–4:00 p.m. local time, with a controlling performance period of 14 calendar days (September 14–28, 2026). The Government will provide electricity and water. Specific vent sizes, types, and locations were to be addressed during the site visit, and no additional site inspections will be permitted before quotations are due.
