About this file
This is a Questions and Answers document for Amendment P0001 concerning the Kodiak Sheep Island Soil Clean Up project. The document addresses five key inquiries from potential contractors regarding project scope and methodological requirements.
Regarding site characterization, no currently identifiable field markers or established coordinates are available for the former land farm limits; however, Figure 3 of the final report completed in December 2025 and posted on the ADEC website provides approximate location information with scale. Contractors may propose Incremental Sampling Methodology (ISM) to characterize DRO concentrations within the former land farm area, subject to ADEC approval. For excavation of lead-impacted soils, imported clean backfill and compaction requirements may be waived in favor of restoration through sloping and grading of excavation limits. If land farm characterization results and post-remediation confirmation samples for lead-impacted soils fall below applicable ADEC cleanup levels, a Corrective Action Completion Report (CACR) is not required; instead, contractors must provide a Site Characterization Report documenting all activities conducted during this event, incorporating previous reports and current data collected. The project scope explicitly excludes excavation, removal, treatment, or disposal of petroleum-contaminated soils associated with the former land farm during this phase of work; if results indicate contamination levels above ADEC standards, the CACR should document recommendations for site remediation alternatives such as attenuation or tilling, including cost estimates for each proposed solution.

B09 AMENDMENT P0001-KODIAK SHEEP ISLAND SOIL CLEAN UP-QUESTION AND
ANSWERS
1. Are the limits of the former land farm currently identifiable in the field (e.g., staked, monumented, surveyed, or otherwise marked), or are established coordinates available?
Answer: I am not aware of any currently identifiable makers in the field or established coordinates that are available. The final report for work completed in 2017 that was finalized in December 2025 and is on the ADEC website has a map (Figure 3) with the approximate location with scale.
2. May the Contractor propose Incremental Sampling Methodology (ISM) to characterize DRO concentrations within the former land farm area
Answer: Yes, but this methodology would need to be approved by ADEC.
3. Due to the anticipated shallow excavation(s) required to remove lead-impacted soils, can the requirements for imported clean backfill and compaction be removed? Would restoration of the excavation by sloping and grading the excavation limits be acceptable?
Answer: Yes, This would be an acceptable solution.
4. Please confirm that if land farm characterization results and post-remediation confirmation samples for lead-impacted soils are below applicable ADEC cleanup levels, preparation of a Corrective Action Completion Report (CACR) would not be required.
Answer: If the land farm characterization results and post-remediation confirmation sampling for lead-impacted soils are below applicable ADEC cleanup levels the Correction Action Completion Report (CACR) would not be required. The Contractor shall provide a Site
Characterization Report documenting activities conducted during this event which includes incorporating previous reports and current data collected during this contract. Previous reports and information can be viewed on the Alaska Department of Environmental Conservation’s
(ADEC).
5. Please confirm this scope does not include excavation, removal, treatment, or disposal of petroleum-contaminated soils associated with the former land farm during this phase of work.
Answer: The scope of this project does not involve excavation, removal, treatment, or disposal of petroleum-contaminated soils associated with the former land farm during this phase of work. If results still indicate levels above ADEC standard, the Correction Action Completion Report (CACR) should document recommendations for the site (i.e.
attenuation, tilling of landfarm and including cost for each proposed solution.)
