Government acceptance is contingent upon compliance with federal, state, and local codes; proper installation per manufacturer specifications; functional testing; quality workmanship; timely completion; and site cleanliness. The government will provide electrical power access and water discharge location for testing. The Technical Coordinator is to be determined.

Statement of Work Installation of In-Ground Water Pump Imperial National Wildlife Refuge

1. General

1.1 Imperial National Wildlife Refuge – 12812 N. Wildlife Way, Yuma, AZ 85365. Installation of a new in-ground water pump for domestic and landscape water supply.

1.2 The existing water pump has failed and does not support refuge operations. A new in-ground pump system is required to ensure reliable water delivery for government facilities and assets.

1.3 Contractor Qualifications: Must be a licensed and bonded water well/pump installation contractor in the state of Arizona, with demonstrated experience installing in-ground water pumping systems.

2. Place of Performance and Period of Performance

2.1 Work site is located at Imperial NWR, 12812 N. Wildlife Way, Yuma, AZ 85365.

2.2 Work to be initiated in October 2025. Installation should take less than three consecutive workdays once started.

2.3 Normal duty hours Monday thru Thursday 7:00 a.m. – 4:30 p.m. Contractor shall provide after-hours emergency contact information.

2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr.’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope

3.1 Contractor shall furnish and install a new in-ground water pump system, including:

• Submersible pump, s1 S.E.I. 6” 90GPM, 3 HP, 230V, 3-wire pump

• Pump control box with overload protection

• Sanitary well seal installed at the top of the well casing (pitless adapter shall not be used)

• New pressure switch, and check valve

• Proper sealing of well casing per Arizona Department of Water Resources standards

• Testing and commissioning of the complete system to ensure proper flow, pressure, and electrical safety

4. Deliverables

4.1 Submittals

• Product data/cut sheets for pump, motor, tank, and control components

• Performance specs: GPM capacity, horsepower, pressure rating

• Wiring diagrams and installation details

4.2 Safety & Compliance

• Electrical lockout/tagout (LOTO) procedures

• Trenching/shoring plan (if excavation required)

• Proof of contractor license, insurance, and bonding

• Permit(s) as required by Yuma County/Arizona Department of Water Resources

4.3 Installation Documentation

• Pump serial numbers and well log update

• Flow test results (GPM @ PSI)

• Electrical readings (voltage, amperage, insulation resistance)

• Photos of installation and final connections

4.4 Project Closeout

• As-built diagrams (if deviations occurred)

• Warranty documents (pump, motor, tank, and labor)

• Operation & Maintenance (O&M) manuals

• Basic training for onsite staff

• Final inspection/approval sign-off by Government representative

5. Data Management Plan (DMP)

6. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)

6.1 The Government shall provide electrical power access at the installation site and water discharge location for testing purposes.

The contractor is responsible for all labor, materials, and equipment necessary to complete the installation, including but not limited to lifting equipment, excavation tools, electrical conduit, wiring, and plumbing components.

The contractor shall coordinate directly with the designated Government representative to:

• Schedule work at least 48 hours in advance

• Ensure components are staged prior to installation

• Provide qualified personnel for final placement, wiring, and alignment

7. Evaluation and Acceptance

7.1 Government acceptance is contingent upon:

• Compliance with all applicable federal, state, and local codes and safety standards

• Proper installation of pump, pressure system, and electrical components per manufacturer specifications

• Functional testing to verify full operation, correct pressure, and adequate flow rate

• Quality workmanship including secure electrical and plumbing connections

• Timely completion of work in accordance with schedule

• Cleanliness of job site, including removal of debris and old materials

7.2 Acceptance Criteria:

• Pump operates correctly at rated flow and pressure without leaks or electrical faults

• Pressure tank cycles normally and maintains stable system pressure

• Electrical connections comply with NEC and are properly labeled

• Well casing is sealed and site restored to safe condition

• All required documentation submitted, including warranties and manuals

• Final inspection by Government confirms system is fully functional and safe

8. Quality Control / Quality Assurance

8.1 Contractor shall maintain quality control according to recognized water well and pump installation standards. All work shall be to code, professional, and workmanlike. QC records (flow test results, electrical readings) shall be made available to the Government.

8.2 Contractor shall implement a QC process including inspections before, during, and after installation.
