Amendment to Sol#140F1B23R0003 Questions and Answers

1. I see the site visit dates have passed, is it possible to set a visit?
Yes, on 4/25/23 or 4/26/23, pick one of those days only. Must RSVP via email to CO shanen_fox@fws.gov at least one business day in advance, and include the number of reps attending, vendor name/sub-contractor name, and phone number. Site visit will begin promptly at 9:00 am local time and may last until 1:00 pm.
2. Does the Project Manager with 5-years of experience as required by the Solicitation need to be onsite daily to oversee operations? If so, can the subcontractor performing the plugging and abandonment fulfill this role?
Yes, Subcontractors on the Oklahoma Corporation Commission pluggers list would fulfill the role.
3. Will the FWS prepare all areas in accordance with the necessary accommodations for the drilling rigs including access the site by removing trees, tree limbs, and brush and by grading and repairing roadways to allow drivable conditions and avoiding large rocks, debris, or ruts?
4.0 PERIOD OF PERFORMANCE
All deliverables shall be completed within 120 calendar days of issuance of Notice-to- Proceed. Due to seasonal environmental impacts to threatened and endangered species within the work sites, USFWS staff will initiate site prep by April 1, 2023. Any additional site prep needed to complete plugging procedures will be the responsibility of the Contractor and must be reviewed and approved by USFWS COR and technical POC prior to starting.
4. Will the FWS be providing all the traffic controls for the sites in question?
No
5. Is there an approved disposal facility for petroleum contaminated soils and debris?
Contractor will be responsible for locating any approved disposal facilities.
6. At the Coalton Bottoms location there is existing plastic piping in the area. Will FWS either remove or allow to be damaged when the abandonment is performed on the well?
Inactive flowlines associated with orphan wells that are damaged during the plugging process are not the responsibility of the contractor. However, any inadvertent damage that cause hydrocarbons to contaminant FWS property must be reported.

7. Smith tract will require significant site prep. Please confirm that contractors are not to include this in their pricing and that this will be the responsibility of the FWS.

10. At Natures Works location there is an existing fence that needs to be removed before work can begin, will the FWS handle the removal and replacement of the existing fence?
The fence will be removed and replaced by the FWS.
11. At Natures Works location will the contractor be allowed access to the parking lot for staging?
12. Will the FWS handle the removal of the existing power pole and its relocation, at the Nature Works location?
No, please review SOW-5.2 IDENTIFICATION AND NOTIFICATION FOR ACTIVE UTILITIES
13. The Ledoux site has a well that is located next to the creek is going to require significant site prep and possibly dewatering before work can begin, is FWS going to take care of those requirements?
No

14. At the Ledoux site location, there is a concrete beam in proximity to a well head that will need to be relocated. Will the FWS remove this bema prior to the contractor coming on-site? If not, can the contractor leave on-site after relocating the beam out of the work area?
The contractor can leave the concrete beam on-site and remove from the work area.
15. At the Ledoux site location, there are existing pilers in proximity to a well head that will need to be relocated. Will the FWS remove this bema prior to the contractor coming on-site? If not, can the contractor leave on-site after relocating the beam out of the work area?

16. At the site walk it was indicated that 1 well had been removed from the package. Which well specifically has been removed and will it be replaced by a different well or is the total contract 24 wells?
Another well will be added to the SOW and the revised SOW will be distributed with this amendment. There must have been a misunderstanding during the site visit. It was stated that there was a potential to add an additional well to the project.
17. Has FWS already received authorization from the state to plug and abandon these wells? Is the contractor required to obtain plugging permits for the wells?
Per SOW- Oklahoma Corporation Commission (OCC) is the lead regulatory agency providing standards for plugging and abandonment of oil and gas wells in Oklahoma.
The contractor shall adhere to all OCC standards for completion of work. In accordance with Oklahoma Administrative Code § 165:10-11 (Oklahoma Corporation Commission, Plugging and Abandonment), the contractor will notify OCC and file applicable forms prior to the commencement of plugging operations. OCC inspectors will provide verification that wells have been properly plugged.
18. What inspection reports are required during rig operations, how often and are they handed to the inspector or submitted electronically?
Please see section 5.1- B-1 of the SOW.

19. Well histories do not show any obstructions to PBTD, should the contractor assume the well is fully open to perforations and accessible to bottom?
The only well histories available to FWS are those provided by the Oklahoma Corporation Commission. The full history and current downhole conditions for each wellbore are not known to FWS.
20. On the Ledoux site, at least one well (35-111-20144) appears to be plugged, does this well need to be drilled out and plugged to modern onshore order rules?
21. Are contractors who did not attend the site visit eligible to bid on this project?
22. Will the date of RFP submission get moved/extended?
Yes, the date offers are due is hereby extended from Apr 28, 2023 at 06:00 pm CDT to May 2, 2023 06:00 pm CDT.
