Solicitation 140F0919R0003 Wage Grade Shop at NCTC Question and Answer Set 2

Question 1: In regard to designing the fire protection system for the building, does the government have a recent flow test for the water system and the hydrant that is next to the Support Services Building?

Answer 1: Measured flow at the closest 2 hydrants is 1137gpm@55psi and 758gpm@63psi respectively. These are pumped flow rates.

Question 2: In regard to the Maintenance Shop, there is a vehicle lift indicated within the center of Bay #2. Is there a description of the maintenance and services that would occur within the building? Depending on what maintenance is performed, we may need to provide a carbon monoxide exhaust system as well as hazardous location electrical equipment. The type of maintenance they intend to perform will have an impact on the MEP systems design.

Answer 2: A carbon monoxide exhaust system will not be needed. Vehicle maintenance will not include keeping vehicles running while inside the building.

Question 3: Will there be a need for an oil/water separator?

Answer 3: Yes, oil will need to be separated from the effluent from the shop drains. See attached SOW amendment sheet.

Question 4: Just to confirm the Wage Grade Shop is not indicated to be air conditioned.

Heating and ventilation will be the only conditioning. Please verify.

Answer 4: Correct. Only the Office area will be air conditioned.

Question 5: Please confirm that stormwater management facilities, either via an underground storage system or a bioretention basin, will be required as part of the NOI for stormwater quality and quantity as well as management of peak rate control for the 1-year, 2-year, 10-year, and 100-year, 24-hour storm events due to the Karst geology.

Answer 5: The stormwater management design and construction shall meet the requirements of WV DEP. The required environmental permits shall be obtained.

Question 6: Glass Requirements to be Tempered or Blast Proof, per code? Since this is not a military installation, we do not believe there is any code to require blast proof glass, or doors. Please confirm.

Answer 6: Per the SOW, paragraph 4.4.1.2, last sentence, “Glazing shall be clear glass, blast proof or tempered as required by code.” The type of glass required shall be determined by the designer.

Question 7: Can NCTC confirm what types of materials will be stored in the outside concrete bins, as this affects the design of the bins.

Answer 7: Bulk soil and rock products, i.e. topsoil, gravel, etc.

Question 8: Solicitation, G. Proposal Submission Instructions states one (1) original hard copy, one (1) additional hard copy, and one (1) electronic copy of your proposal on a CD.

Would a flash drive be acceptable for the electronic copy as we use tablets and do not have the ability to burn to a cd with our final number in Volume 1 Price/Certification?

Answer 8: Yes, a flash drive is an acceptable form for the electronic copy.

Question 9: We are unable to find in the solicitation a requirement for Building Automation

Systems, or Johnson Controls. Please advise if we will be providing same.

Answer 9: There are no requirements for Johnson Controls BAS in this project.

Question 10: SOW talks about 300 amps on the 208 Volt side. Please confirm that you actually require this much power as 300 amps at 480 volts is overkill, but there may be something down the line you are looking at.

Answer 10: Future expansion or additional equipment requirements may need the extra power. Built it with expansion in mind.

Question 11: Sprinkler System: SOW page 41 of 48 states that a sprinkler system is NOT required. HFL’s MEP Narrative Rev 1 page 7 of 10 defines one. Page 10 of 10 shows our fire alarm system monitoring flow and tamper switches. If there is a sprinkler system, how many flows and tampers and where do they go?

Answer 11: Per IBC 903.2.9.1 Repair Garages (S-1 Occupancy for Moderate Hazard Storage), automatic sprinkler systems are not required in buildings with less than 5,000 SF of “fire area.” The proposed WG Shop has a fire area of about 4,200 SF.

Question 12: Welders (four in Maintenance Shop): SOW page 42 of 48 calls for a welder in all four corners of the Maintenance Shop which will require four (4) 220 volt dedicated circuits. The notes call for them to be the amperage as required for the proposed welders so the question is, what is the amperage?

Answer 12: 60A breakers, corresponding receptacles TBD based on existing equipment.

Question 13: CLIN 040-Bid Option 2-Concrete Storage Bin: any electrical required?

Answer 13: No. Electrical will not be required in the concrete storage bin area.

Question 14: CLIN 050-Bid Option 3-Three-Sided Pole Barn: any electrical required?

Answer 14: No. Electrical will not be required in the 3 sided pole barn.
