Solicitation 140F0919R0003 Wage Grade Shop at NCTC Question and Answer Set 1

Question 1: Clarification on project duration.

Page 3 of 186, 1.4.3, is very clear that all design will be completed no later than 155 days after NTP.

Page 3 of 186, 1.4.4, states “Construction of the work associated with the base bid shall be completed no later than 300 days after issuance of NTP” To clarify, is this mean as 300 construction days, with an NTP just for construction after design, or does this indicate Design and Construction with a total of 300 days from NTP. That gives 145 days to erect and completely finish the steel building and associated work.

Answer 1: The intent of the original period of performance was to complete design & construction within a total of 300 days. Please note, the design period does not need to take the entire 155 days. Upon reconsideration, it seems this period of performance did not allow adequate time for the building manufacturing process and shipping. The period of performance will be increased to 365 days. The anticipated time for design will remain 155 days.

Question 2: Are there any Local or State Agencies that we are required to coordinate with in regards to planning, zoning, or land development?

Answer 2: No. Only the local Fire Marshal.

Question 3: Is there an existing company that NCTC uses for surveying, and if so, can you supply their contact information?

Answer 3: No. Other than the original campus construction, NCTC has rarely needed surveying services.

Question 4: Depending on what WV Dept. of the Environment requires, we may have need to know what the existing capacity is for the pond we looked at the site visit, if that information is available.

Answer 4: Please find the attached design computations for The South Pond from the Design

Development submittal of the original construction documents. Please note, no other design reports were found for any SWM features after the DD submission.

Also attached are the grading plan and construction details for the South Pond from the original construction.

Question 5: There is a local transformer at the building site that is pole mounted, but not connected to the power source, with a temporary power set up located on the ground close by. Is it reasonable to expect to be able to use this for our temporary power?

Answer 5: Yes, this source could be used. However, it would be the responsibility of the

Contractor to re-wire the transformer to the electrical service, and to contact the power company to install a temporary meter at the Contractor’s expense.
