Solicitation 140F0918Q0076 Border Fence Replacement at NCTC
Question and Answer Set 1
Question 1: When removing the existing fence, are post holes required to be filled in? If they do need filled in, does it apply to all post holes, or only to the holes where the fence will be installed in a new location outside the existing fence footprint?
Answer 1: Post holes in line with the new fence may be left open unless they obviously present a hazard. Post holes eight inches or more away from the new fence must be filled.
Question 2: Regarding SOW General Information and Requirements #9, what provisions are in place for weather related delays that may cause the work to be completed beyond the 120 day limitation?
Answer 2: A request for an extension to the period of performance due to weather delays may be submitted to the Government for consideration and the contract can be modified to allow for additional time if determined necessary. The extension of services clause will be included in the contract.
Question 3: Regarding SOW General Information and Requirements #14, What all does the repair of damages caused by equipment entail? Simply smoothing out ruts and disturbances from working, or will this include reseeding of grass?
Answer 3: Disturbed ground must be restored to within 3 inches of its present grade. Ruts, high spots, turf clumps and similar changes in grade are to leveled or filled as needed. The Contractor is not responsible for re-seeding.
Question 4: Regarding SOW Specifications #9, Please define what constitutes a “small tree”.
Answer 4: The Contractor is allowed to cut any vines or shrubs regardless of size, and trees less than 3-inches in diameter at breast height (DBH, 4.5 feet from ground level) within 25 feet of the fence if it impedes the installation or removal of fencing.
Cutting trees 3-inches in diameter (DBH) and larger will require the approval of the COR. Stumps are to be cut as low as practical. All woody debris created by this work is to be removed from NCTC property, chipped, or left on site under the following limitations: the area to be kept free of debris is within six feet of the fence, between the fence and the public road, or on the existing mowed trail near the fence.
Question 5: General question. May the existing fence be removed 2-4 weeks before the new fence is installed, or must the new fence be installed at the time the existing fence is removed? To clarify, if we have the opportunity to remove the old fence several weeks prior to installing the new fence, will this be permissible?
Answer 5: The existing fence may be removed prior to installation of the new fence.

Question 6: When stated we could remove “small trees” what is the maximum size of a small
Tree?
