U.S. Fish & Wildlife Service Fence Replacement 2018

Statement of Work

Scope of Work: The U.S. Fish & Wildlife Service – National Conservation Training Center (NCTC), located at 698 Conservation Way, Shepherdstown, WV, 25443 intends to hire a Contractor to install approximately 9,995 linear feet (1.89 miles) of farm-type fence (9,616 ft. high tensile, 379 ft. of board fence) along the perimeter of our property, replacing and removing the existing wire mesh fence. The Contractor is to provide all materials, tools, transportation and labor needed for the project. It is important that the completed fence be safe, look good, be easy to maintain, and of high-quality materials that will last a long time. “General Information and Requirements” and “Specifications” are included below. An attached map shows the location of the fencing.

General Information and Requirements:

1. The NCTC Land Manager, or his designee, will be the Contracting Officer’s Representative and is to be the contact person for U.S. Fish & Wildlife Service–NCTC regarding this contract.

2. The Contractor is to provide all labor, tools, equipment and materials to complete the work.

3. The fence is to be along a portion of the NCTC boundary that lies along public roads – Shepherd Grade

Road and Terrapin Neck Road.

4. The Contractor is responsible for checking and marking potential underground utilities by use of a private utility identification contractor. NCTC will provide information on known underground utilities.

5. NCTC is responsible for removing all boundary signs from existing posts.

6. The Contractor is to remove all existing fencing and posts at the designated locations, including knocked-down remnants of a prior wire fence in the woods along part of Terrapin Neck Road. The removed fence and posts will become property of the Contractor, who will be responsible for proper recycling or disposal of these materials. An exception is that all intact and reusable steel “T” or “U” posts and up to 100 “nearly-new” treated pine posts, which will remain the property of NCTC - the contractor is to accumulate and stack them at a location or locations suitable for NCTC to collect.

7. The Contractor is to install new fencing at locations designated by NCTC. Most of the new fence will follow the same footprint as the old fence. In some locations, the new fence will be installed on a slightly different line from the existing fence.

8. All installation work and materials are to be in keeping with industry standards.

9. The work is to be performed in a timely manner, with work to be completed within 120 days of the date the purchase order is issued.

10. Due to a managed deer hunt, field work shall not be done on the following Saturdays: October 13 and

27, November 10 and 24 and December 1, 8 and 15.

11. The Contractor is responsible for traffic control and restricting pedestrian and vehicular access to the work zone. Requirements in West Virginia Dept. of Transportation’s Manual on Temporary Traffic Control for Streets and Highways, 2006 Edition are to be followed. 12. Contractor must follow all safety standards set by appropriate authorities such as the Occupational Safety and Health Administration (OSHA) Requirements for General Industry, Standard 1910 , which may be found at https://www.osha.gov/pls/oshaweb/owasrch.search_form?p_doc_type=STANDARDS&p_toc_level=1&p _keyvalue=1910

13. Survey corner markers and witness posts are not to be disturbed. At six locations, an existing fence post is a survey corner, in which case the post might need to be replaced with a suitable larger-diameter post in the exact same spot.

14. The Contractor is to clean up all debris, repair any damage caused by equipment use.

15. The Contractor is to provide a minimum of two (2) hours of training to NCTC personnel on the maintenance and repair of the completed fence.

Specifications:

1. The new fence will consist of 7,646 linear feet (1.45 miles) of 4-wire high tensile, 1,970 linear feet (0.37 miles) of 3-wire high tensile, 379 feet (0.07 miles) of 3-board wooden fence (in five locations), and five

(5) gates.

2. High tensile wire is to be 12.5-gauge, Class 3 electro-galvanized 2000,000 psi wire with a 1320 lbs.

minimum breaking strength, or better. The wire is to have a minimum 20-year warrantee, documentation of which is to be provided to NCTC. The Contractor shall provide labels and receipts to show the quality of the wire used.

3. There will be no electrification of the fence, so no insulators will be installed.

4. The wire is to be installed on the outside of the fence (toward the road) in most cases.

5. Four (4) strands of wire will be installed on most posts, at a height of 16 inches, 27 inches, 38 inches and

48 inches from the ground.

6. Three (3) strands of wire will be installed on some posts, at a height of 16 inches, 32 inches and 48 inches from the ground (16 inches apart).

7. No fence wire is to be installed directly onto trees or utility poles. Wooden or similar battens should be used as needed to prevent damage to trees.

8. Tension springs and strainers/tighteners are to be installed wherever needed; and the fence is to be tensioned to the correct tightness.

9. The Contractor can cut small trees as needed to allow the removal of the old fence and installation of new fence.

10. Fence posts are to be southern yellow pine pressure-treated with CCA wood preservative to a minimum retention of 0.40 lbs. All posts are to have a minimum 25-year warrantee, documentation of which is to be provided to NCTC.

11. Line posts are to have a minimum diameter of 5 inches at the small end, a minimum length of 6.5 feet and are to be installed to a depth of 2 feet where soil conditions allow.

12. There are 21 end-of-fence braces and 2 corner braces required for the wire fence.

13. Corner and end brace posts are to have a minimum diameter of 6 inches at the small end, a minimum length of 8 feet, and are to be installed to a depth of 48-inches where soil conditions allow.

14. Where soil conditions do not permit the normal depth of post placement, or the tension on the fence will tend to pull posts up, concrete or other methods of holding will be used.

15. Line posts are to be installed no more than 24 feet apart for wire fence, and no more than 8 feet apart for board fence.

16. Corner posts, with H-bracing, are to be installed wherever needed and have a minimum length of 8 feet, and be installed to a minimum depth of 4 ft.

17. In-line H-brace posts are to be installed where needed for proper stability, especially in hilly topography, but should not be over 300 feet apart, and are to have a minimum length of 7 feet.

18. At the western end of the fence there is to be a corner post assembly, and a length of 16 feet beyond to the north to an end-of-fence post assembly.

19. Posts are preferably installed by driving (pounding), not only by digging. Contractor should state the installation method in bid info.

20. Four (4) replacement 14 ft. metal gates are to be provided and installed by Contractor.

21. Gates are to be made from heavy-duty, 16 gauge, hot-dipped galvanized (after welding), 1.75 inch diameter steel tubes (or better), 50 inch high, 14 feet long.

22. Gate posts are to be H-braced in the same manner as end posts, and are included in the count of 21 end-of-fence posts.

23. There is to be one (1) new gate for use of pedestrians and small vehicles, with a freely passable opening size of 6 feet. The gate will be part of the 3-board fence near the Junction of Shepherd Grade Road and Terrapin Neck road, and should match it in appearance.

24. Board fence is to be installed in five (5) locations adjacent to gates, as indicated on the attached map.

25. The board fence is to be installed using posts at least 5 to 6-inches in diameter, or 6 x 6 square posts, a minimum of 6.5 feet long, pressure-treated in the same manner as the posts for wire fence described above.

26. Posts are to be installed no farther apart than 8 feet. Boards shall normally span 16 feet, ends alternating across the posts.

27. The board fence is to use three (3) boards with a top height of 48 to 50 inches.

28. Boards are to be a minimum of one full inch thick by 6 inches wide. Boards may be of untreated Eastern

Hemlock (preferred), oak, pressure-treated southern yellow pine, or suitable alternative (Bidder should state what they intend to use and may propose prices for various options).

29. Bidders should confirm the distances and features needed to their own satisfaction before bidding.
