01000-1 GENERAL REQUIREMENTS
SECTION 01000
GENERAL REQUIREMENTS
1 FACILITY DESCRIPTION
The U.S. Fish and Wildlife Service - National Conservation Training Center (NCTC) is located at 698 Conservation Way, Shepherdstown WV, 25443, approximately 3.5 miles north of the Town of Shepherdstown, along Shepherd Grade Road.
The NCTC is located on 532 acres fronting the Potomac River. The facility consists of 18 buildings with approximately 433,000 square feet. The campus is divided into an instructional area, a recreation area, maintenance and utility support areas, and four overnight guest lodges. Access consists of 3.16 miles of paved public roadways, .66 miles of maintenance gravel roads, 272,556 SQFT of paved parking lots and loading dock areas, 2.94 miles of paved foot paths, 4.37 miles of non-paved walking trails, and a 330 foot wooden plank surface pedestrian bridge.
2 MISSION
The USFWS-NCTC is a residential training facility providing natural resource management training to conservation professionals in the Federal and State Governments, and private sector. The NCTC also hosts high level meetings and retreats for government officials and non-government conservation organizations.
3 FACILITY USE AND ATTENDANCE
The NCTC has an average daily guest count of approximately 150 to 175 resident guests and 50 day guests, plus a staff of approximately 300. Attendance will vary with the season; the heaviest attendance is anticipated in the spring and fall. On average, the NCTC will conduct training for 49 weeks per year, and will typically be closed to guests, but fully staffed, the one week period over the Thanksgiving holiday and the two week period over the Christmas and New Year’s holiday.
4 HOURS OF OPERATION
1. Core hours for NCTC staff and non-student guests will be 6:30 a.m. through 6:00 p.m., Monday through Friday, year round and excluding Federal holidays. When guests are on-site, the campus is active 24 hours per day to include weekends.
2. The Contractor is responsible for the requirements of this contract 24 hours per day, seven (7) days per week. All services provided by the Contractor shall be conducted so as to have minimal impact on NCTC employees, guests, and programs. The employees of the Government may be granted an early dismissal, late arrival, and/or

administrative leave during inclement weather and/or by other events as determined by the Director of the NCTC. These occurrences are not applicable to the contractor’s employees.
5 OTHER CONTRACTS
1. The Government may award other contracts at the NCTC. These contracts will be awarded independently from this contract under FAR procedures. The COR will notify the Contractor of all pending contract awards that may impact Contractor operations.
2. The Contractor shall work as part of a team, and fully cooperate with all other contractors and Government employees, and shall carefully adapt scheduling and performance of work under this contract to accommodate such additional work.
6 FACILITY SECURITY/CONTROL
1. The NCTC is a limited access federal facility that is regulated by Homeland Security Presidential Directive 12: Policy for a Common Identification Standard for Federal Employees and Contractors (HSPD-12) which is available at:
http://www.dhs.gov/homeland-security-presidential-directive-12. The Contractor shall abide by all security requirements, to include the possibility of background checks for key personnel, badging for key personnel, and directives as required by the
COR.
2. The Contractor shall provide and maintain for the CO and COR updated rosters to include contact information of all employees, subcontractors and their employees throughout the life of the contract. Prior to the start of the new contract, the Contractor shall provide the CO and COR with an initial list of employees, and provide updates, even if they are daily, until the permanent roster is finalized.
7 USE OF LODGE ROOMS
1. Use of Lodge Rooms – From time to time the Contractor may be required to have staff stay overnight at the NCTC in order to maintain a continual staff presence on the campus during inclement weather periods, to include extended work hours or during afterhours. During these periods, subject to availability, limited lodging may be provided for emergency personnel on a first-come, first-served basis, and is contingent upon availability of guest rooms, with prior approval by the COR. When lodging is provided for Contractor emergency personnel, dinner and breakfast are included as part of the standard ‘room’ cost, and will be paid by the Government.

01000-3 GENERAL REQUIREMENTS
Lunch is the responsibility of the employee and is not included. Cots and rollaway beds for those personnel who need to stay over, but cannot get a guest room, will be made available through the Guest Services Contractor.
2. Use of Lodge Room Telephones - Employees will be allowed to make one, five minute telephone call, from the guest room to a family member, as part of the stay.
All other cost for telephone calls will be the responsibility of the employee, and will show as a room charge, of which will be the responsibility of the employing contractor, due at the time of check-out.
8 STANDARDS OF CONDUCT AND RESTRICTIONS
The Contractor shall conform to standards of conduct as follows:
1. The Contractor and its employees shall refrain from discussing with unauthorized persons any information obtained in the performance of work under this contract.
2. The Contractor and its employees shall conduct only such business as covered by this contract during periods paid by the Government. Business not directly related to this contract shall not be conducted on Government premises.
3. Use of computer systems for personal use; and other Government facilities (other than the PT building facilities and equipment and walking trails) for company or personal use is strictly prohibited.
4. The Contractor shall not employ any person on this contract who would result in a conflict of interest.
5. Contractor employees will conduct themselves in a professional manner at all times.
The use of inappropriate or profane language is prohibited.
6. The NCTC is a “smoke-free” environment. The Contractor and its employee’s shall not smoke or use tobacco products within any NCTC buildings. Outdoor smoking areas have been established for employees. See Exhibit 23 – Designated Smoking Areas.
9 SUBCONTRACTING
The Contractor shall maintain an up-to-date list of all subcontractors working on the contract, and provide it to the COR or CO as requested.
10 WASTE DISPOSAL

Any and all waste, to include hazardous waste generated under this contract will be disposed of by the Contractor at his expense.
11 EMPLOYEE VEHICLES
All Contractor personnel parking or operating privately owned vehicles (POV) on NCTC property must have a current state registration, proof of insurance, and a valid driver’s license.
POVs being parked on site must be registered with Security, and will be provided a Gray Parking sticker that designates the parking lot to which the vehicle is assigned; vehicles are only to park in their assigned lot. NCTC Parking stickers shall be surrendered to Security when the employee changes vehicles (e.g. the purchase or sale of a vehicle) or the employee’s employment is terminated at the NCTC.
12 CONTINUITY OF OPERATIONS
The Contractor shall recognize that the services covered by this contract are vital to the Government’s mission, that continuity of operations must be maintained for the facility without interruption, and that the continuity of contract required operations is the responsibility of the Contractor.
13 SAFETY PROGRAM
The Contractor shall conduct operations in strict conformance with all FWS Safety Regulations and 29 CFR 1910 and 1926 of the Occupational Safety and Health Act. The Contractor shall implement a Safety Program for employees performing work under this contract.
Hazard Communication Program – The Contractor shall maintain a complete updated set of Safety Data Sheets (SDS) for all chemicals, solvents, solutions, liquids, paint and other similar products that are stored by or used by the Contractor at the NCTC. This file shall be made readily accessible to all employees and the COR at all times.
The Contractor shall provide his employees with all required personal protective equipment
(PPE).
14 ACCIDENT REPORTING
Accidents and injuries involving Contractor employees shall be reported to the COR verbally within one (1) hour and in writing within 24 hours. Reporting format and content shall be as requested and approved by the COR.

The Contractor shall comply with the all local, State, and Federal codes pertaining to fire protection and inspections.
01100-1 SNOW REMOVAL SERVICES

SNOW REMOVAL SERVICES
1 OBJECTIVES
The Contractor shall provide all labor, material and equipment to provide snow removal services in accordance with this statement of work.
2 SNOW AND ICE REMOVAL AREAS OF RESPONSIBILITY
2.1 Government - The snow and ice removal services performed by the Government will be predominately on roadways, parking lots, and campus trails. Accordingly these areas of work are not included as part of this statement of work.
2.2 Contractor - The contractor shall be responsible for snow and ice removal services for areas not completed by the Government and will include stairways, patios, sidewalks, building handicap ramps, exit door aprons, and emergency egress areas. The contract areas of responsibly are delineated in the Contract Drawings.
2.2.1 Areas depicted as Primary, Primary – Roofed, and Stairs adjacent to Primary areas are priority, and shall be completed prior to Secondary areas. Secondary areas are to be completed once Primary, Primary – Roofed, and Stairs adjacent to Primary areas are complete. Stairs adjacent to Secondary areas are considered secondary.
3 GENERAL REQUIREMENTS
3.1 The Contractor shall provide contract services any time that snow or ice is present.
For reference purposes, the average first date of frost in the NCTC area is October 19th and the average last date of frost is April 19th. Measurable snowfall usually only occurs December 1 through March 31.
3.2 The Contractor shall monitor local weather forecasts for potential winter storms or precipitation and shall be in a ready status to mobilize manpower and equipment as required to keep the contract delineated areas clear of snow and ice.
4 STAFFING
The Contractor shall maintain a staff of sufficient size so as to ensure that all requirements of this contract are met. One of these individuals must be designated as the Contractor's field

contact and act as the first line of communication with the COR on matters pertaining to the execution of the contract requirements.
5 ORDER OF REMOVAL OR TREATMENT
At the first sign of freezing precipitation the Contractor shall communicate with COR and begin to mobilize personnel to remove snow and ice from the pavement/sidewalks in the following order, unless otherwise directed by the COR:
5.1 Quad and all sidewalks and handicap ramps between IE, Lab, and IW.
5.2 Sidewalks and handicap ramps leading into front entrances of DC, Production and
West Pond buildings, and Lodges.
5.3 Handicap ramp and sidewalk from inner loop to front entrance to Entry Auditorium.
5.4 All remaining paved walkways and entrances.
5.5 All guest lodge patios, loading docks, and any other common area patios.
Priorities are subject to change by the COR as guest schedules or site conditions dictate.
6 CONTRACT PERFORMANCE INCREMENTS
6.1 Base Contract: Any freezing rain, sleet, ice or snowfall up to 8 inches is considered part of the base price of the contract and will not be considered for additional payment.
6.2 Incremental Increases: For any singular storm event, the contractor will be entitled to additional payment for the following increments above the base contract.
Measurement of snowfall depth will be made on a per event basis on-site at NCTC by the COR or his or her representative at a location agreeable to the Contractor, or at an official NOAA measuring station at Sharpsburg or other nearby site, at the option of the COR.
6.2.1 Incremental Increase #1 - Greater than 8.0 inches and up to 16 inches in depth;
6.2.2 Incremental Increase #2 - Greater than 16.0 inches and up to 24 inches in depth;
6.2.3 Incremental Increase #3 - Greater than 24.0 inches.
7 WEATHER EVENT PERFORMANCE
The contractor will continue snow and ice removal and chemical treatments until the precipitation stops and after all campus areas have been cleared. Before leaving the campus

the contractor shall obtain a verbal release from the COR that the services for an event are complete. Once the weather event services are considered complete, the Government will be responsible for chemically treating or removing ice that forms from rain gutter leakage and or snow melt that re-freezes during the day and evenings.
While a weather event is in progress, the contractor shall concentrate on keeping primary pathways clear and safe for a width of five (5) feet. Once the weather event tapers off or ends, then the removal and treatment process can be expanded to complete the remaining contract requirements.
To ensure that clean-up from a weather event is timely, the following limits shall be adhered to once the weather event ends:
Base Contract: within 8 hours Increment #1: within 12 hours Increment #2: within 16 hours Increment #3: within 24 hours
8 GOVERNMENT FURNISHED MATERIALS
The Government will provide all required quantities of road salt and ice melt chemical. The Contractor shall optimize the usage of snow removal chemicals in order to minimize waste.
8.1 Rock Salt - Rock salt product is to be used on asphaltic surfaces only.
8.2 Ice Melt - Ice melt chemicals shall be non-corrosive to concrete or mortar and shall be biodegradable. The current ice melt chemical used at the NCTC is Magnesium Chloride. Chemical ice melt is to be used on concrete, slate, or stone paving surfaces only.
9 GOVERNMENT FURNISHED EQUIPMENT AND VEHICLES
None. All equipment necessary for the performance of this contract shall be provided by the Contractor.
10 GOVERNMENT FURNISHED FACILITIES
None. Contractor shall provide all necessary storage trailers, storage containers, employee break areas, restroom facilities, etc. The Government can provide an area adjacent to Support Services to stage trailers and equipment. The designate area is indicated on the Contract Drawings.
There are no Government furnished utilities available.
01100-4 SNOW REMOVAL SERVICES
If desired by the contractor, commercial electric is available through Potomac Edison via an existing service at the cell tower. Contractor shall make all arrangements and pay for all costs.
11 PROTECTION OF GOVERNMENT PROPERTY
The Contractor is to avoid damage to Government facilities. Damage caused by the Contractor's abuse or neglect shall be remediated by the Contractor at their own expense.
12 SPECIAL CONDITIONS
There are two paved areas on campus that are constructed with stamped asphalt. The stamped asphalt has the appearance of stone. These are painted surfaces that can be easily damaged.
The first area is what is referred to as the “Quad”. It is located to the north of Entry Auditorium and the east side of Instructional West. The second area is the walkway along the west side of Commons. Any snow removal equipment, whether powered or manual, shall have no metal components that come in contact with the stamped pavement. The Contractor shall consider a powered brush, poly shovels, or similar equipment to conduct snow removal in these areas. Blades shall not be used as these will mar and damage the stamping and soft edges of the asphalt grooving. Recommendations for snow removal in these areas should be coordinated with the COR
13 TRAINING AND LICENSES
The Contractor shall ensure that all employees are qualified by training and experience to use vehicles, tools and equipment used in performance of their duties, and that qualified employees are available when needed.
All employees operating motor vehicles shall possess a valid State-issued driver's license.
