RFI’s for RFP – Canal Restoration Project at San Luis :

1. The SF1442 document states that “The work will commence within 15 days of Notice to Proceed and be completed by February 28, 2023.” Block 11 of the same document states that work shall be complete within 180 calendar days after receiving NTP. Section “2.3.1 Period of Performance” from the “Statement of Work” document reads that “All construction Base Bid Items 01, 02, 03, 04, 05, 06 shall be completed NLT August 30, 2023.

Work maybe begin upon Notice to Proceed (NTP) being issued.” Furthermore, Part C of section 2.3.1 of the same document states that “Work shall not be performed from September 1st to May 1st unless otherwise approved by Refuge Manager.”

Based on the August 30, 2023 date noted in the Statement of Work and the Work Outage of September until May, it seems like an approximately 360 calendar day timeframe for Block 11 is appropriate for this contract. Can the Government please clarify the anticipated timeframe from submission of proposals to an assumed NTP date, and what the overall contract duration (in calendar days) following that NTP date will be?

Answer:

Core work window for in ground work will be June 1-August 30. Work shall not be performed from September 1st to May 31st unless otherwise approved by Refuge Manager.

Work window may be adjusted depending on operations and drought considerations. Work window will not start later than June 1st or end earlier than August 30th.

Period of performance will be 360 days, with all work completed by August 30, 2023.

Question 2 Can the Government please confirm if and how many additional calendar days will be added to the contract performance period based on the award of the optional work items?

Answer:

If optional work items are awarded, up to an additional 360 days will be added to the period of performance with work completed by August 30, 2024.

Question 3:

After reviewing the specs for the San Luis project, we were unable to find any insurance requirements for the project. Can you confirm if there are any special insurance requirements for the project?

Answer: There are no special insurance requirements for this project.
