About this file

This document contains questions and answers regarding solicitation number 140F0822R0001 for the construction and rehabilitation of two boat ramps at Crab Orchard National Wildlife Refuge in Illinois. The acquisition team agreed to change the North American Industry Classification System code from 238990 to 237990, allowing for a larger small business size standard. The technical experience requirements were also modified to accept relevant concrete work experience rather than requiring specific boat ramp construction experience. Additional clarifications provided include that there is no plan holders list available, details for new road construction are shown on drawing C4 and C5, and corrections to callouts on drawing C4.

Amendment 1

U.S. Fish & Wildlife Service, Crab Orchard National Wildlife Refuge (CONWR) replacement of two (2) existing boat ramps located at the Playport Marina and the Prairie

Creek Rec Area in Marion, IL, located in Williamson County

Solicitation # 140F0822R0001

Questions and Answers

1. The current solicitation has been issued as a small business set aside for NAICS Codes:

238990 – All Other Specialty Trade Contractors Small Business Size Standard - $16.5 million dollars. At the current time we do not fall in this size classification. We request that this solicitation be reclassified as a small business set aside for under 237990 - Other Heavy and Civil Engineering Construction with a $36,500,000 size standard so that we can bid the project directly. This will allow us to provide the government the most competitive pricing.

Response: The acquisition team agrees that NAICS 237990 is more appropriate than the current NAICS. The NAICS code is officially changed to NAICS 237990.

2. We request that the following requirement in the technical proposal be modified: “The Offeror must demonstrate successful experience for the construction/rehabilitation of at least two (2) and no more than two (2) boat ramp projects that are completed or substantially completed within the past ten (10) years of the closing date of this solicitation.” We have executed much more complicated concrete work on hydraulic structures which would be a better indication of success on this project that other boat ramp construction, but we have not executed something as simple as a boat ramp within the past 10 years. We would recommend that alternative requirement be: “The Offeror must demonstrate successful experience for the construction/rehabilitation of at least two (2) and no more than two (2) projects on a concrete boat ramp, spillway or other hydraulic structure that are completed or substantially completed within the past ten (10) years of the closing date of this solicitation.”

Response: The technical proposal requirement shall be changed to the following; "Offeror must demonstrate successful experience for the construction/rehabilitation of at least two (2) and no more than two (2) projects involving similar concrete work within a marine environment that are completed or substantially completed within the past ten (10) years of the closing date of this solicitation."

3. I’m looking to see if there is a plan holders list for this project or pre-bid meeting minutes available?

Response: There is not a plan holders list for this project. The Pre-Bid Site Visit attendees were sent a copy of who attended the site visit. All questions were to be directed to the Contracting Officer.

4. In regards to the Playport Marina Boat ramp, the Statement of Work 1.03 item 4 states “Demolition of the existing boat ramp and roadway.” The statement of work does not mention replacing or rebuilding the roadway, only the boat ramp. Similarly the drawings indicate that a portion of the asphalt roadway is to be removed but there are no details on the replacement of the roadway. Please clarify whether the area identified as New Road Construction is part of the contract. If this is part of the contract please provide or identify what construction details are to be used to construct this area. Currently there are no construction details on C5 identified as New Road details.

Response: SOW Item 1.03; #4 refers to a section of concrete roadway that was present before the lake was created. The noted limit of concrete roadway to be removed allows for excavation for the placement of the new boat ramp.

The portion of roadway that will be replaced, is to be replaced within this contract. The road will be replaced with concrete surfacing per C4 and C5.

5. The callouts on C4 for details A1 and A2 do not seem to be located correctly. Please review this drawing and make the corrections necessary to ensure that there is no misleading or mislocated information.

Response: Correct. A revised drawing will be coming, but detail A1 should reference STA.

0+50.00, and A2 should reference STA. 2+64.31.
