1. GENERAL:

1.1 The US Department of the Interior has a request for Construction contract to design and install a ground mounted solar system at Camas NWR, ID. The US Department of the Interior owns and operates the Camas National Wildlife Refuge (Camas NWR), located at 2150 E 2350 N near Hamer, Idaho. The main entrance facility is located west of Veterans Memorial Highway (Interstate 15) off of E 2350 N.

1.2 Work will include, but is not limited to, the design and installation of a ground based solar array that shall connect to the local power grid and offset power utilized by the NWR facilities. Solar system design shall include three system sizes and capacities: a 100kW-DC system, a 200kW-DC system and 300kW-DC system. Design is not required to accommodate future expansion of the PV array. The constructed size and capacity of the system will be 100kW, 200kW or 300kW as approved by the utility through coordination, generation application and review.

1.3 Work shall include the coordination with the utility provider, Rocky Mountain Power (RMP), to install a “PV Meter”; establishment of Electric Grid Interconnection Agreements for a federal facility to allow the solar system to be connected to the RMP grid, and all tasks and communication necessary to secure required systems approvals from RMP and all agencies having jurisdiction . All components selected shall be RMP approved. The contractor shall construct and install the system in accordance with all applicable codes and standards specifically the 2020 NEC and IEEE. NWR has included a preliminary design for reference.

1.4 Cultural resource assessment and review at the project site has been initiated by USFWS but has not been completed. Assessment and review is anticipated to completed in Fall 2021, and will be completed no later than December 31, 2021. Contractor shall not begin site disturbing activities until cultural resource assessment and review has been completed by USFWS.

1.4 Performance Period: 365 days from NTP

2. DEFINITIONS: N/A

3. SCOPE:

Work shall include but not necessarily limited to the design and installation of a ground mounted based solar power generating system. System design shall include three system sizes:

a. a 100kwW-DC system that can connect and provide 140,000kWh annually (as calculated using the NREL.gov tool)

b. a 200kW-DC system that can connect and provide 300,000kWh annually (as calculated using the NREL.gov tool)

c. a 300kW-DC system that can connect and provide 450,000kWh annually (as calculated using the NREL.gov tool)

Solar system is expected to assist in offsetting power utilized by the Refuge throughout the year. Contractor shall use the included preliminary PV design for the basis of the project.

Contractor shall review the proposed system; provide key components as required to ensure all components are compliant and on the approved RMP equipment list for connection to their system.

Contractor shall:

1) Complete the design of ground based solar power systems;

2) Pre-coordinate the proposed design with RMP;

3) Obtain RMP approval of proposed design;

4) Install the system of the size and capacity approved by RMP;

5) Test the system;

6) Coordinate with RMP for the appropriate meter installation;

7) Perform all tasks and communication required to secure approvals from RMP and all agencies having jurisdiction to complete construction of the system, connection of the system to the RMP grid, and activation of the system;
