About this file

This document contains questions and responses pertaining to Solicitation Number 140F0322R0012 for the OR-HMNAR Refuge Grade Road Restoration project. The key details include specifications for rock in the Rattlesnake Rock Pit to be used for road surfacing and rip rap materials, availability of nearby water sources and campgrounds for workers, and confirmation that various extraction methods have historically been used to process rock from the pit. Testing will be required to verify suitability of the rock for construction applications. Space may be limited at the three primitive campgrounds on the refuge during fall hunting seasons, and alternative lodging is available in Lakeview, Oregon.

Questions and Responses 20-Jul-22 Amendment No. 2 to Solicitation

No. Question and/or Notes Response Date of Posting

1 Does the small bridge listed in project documents have load limits? No load limits. The bridge does not have an assigned load rating. TBD.

2 Where is the closest water source to fill water truck for dust abatement? CCC Campground has a well with a standpipe, but water from the well should be limited. TBD.

3 Is there a specific place that company workers will be able to camp?

There are three campgrounds on the Refuge. All are primitive with no electric, sewer, or water. Space could be very limited due to high visitation and especially during fall hunting seasons. Hotels available in Lakeview, Oregon (approximately 60 miles).

There are three campgrounds on the refuge, with the most accommodating being Camp Hart Mountain, which has potable water available, whereas the other two do not. We also have 3 trailer pad sites available at our headquarters that can be used. Those have water service as well.

TBD.

4 Are there Specifications for the rock contained in the Rattlesnake Rock Pit?

There are no existing specifications available for the rock contained in Rattlesnake Rock Pit. However, there are specifications shown on Drawing Page GC001 (Page 08 of 14), Standard Civil Notes and Technical Specifications 1. The Drawing Page specifications specify how the rock is to be processed for road surfacing material and rip rap material

In addition, a preliminary sieve analysis, soundness, and durability index test was previously performed on rock material stockpiled at the Rattlesnake Rock Pit. Refer to the separate attachment.

The expectation is the Construction Contractor will verify the suitability of the rock with an independent testing program. The testing program shall be performed by a third party testing company under subcontract to the Prime Contractor.

From preliminary testing, it is expected the material will meet Project Technical Specifications for the Construction Application.

TBD.

5 Has the Rattlesnake Rock Pit undergone breaking, shooting, blasting, and/or ripping during previous rock extractions?

I would expect all of these methods in combination have been historically used to extract rock and process it into a gradation for road surfacing material on the Refuge. TBD.
