About this file
This document contains questions and answers related to solicitation number 140F0222R0015 for the rehabilitation of Tomahawk Dam located in North Dakota. The questions and answers provide clarification on project specifications such as allowing straight walls in lieu of battered walls at a 2-foot pour, changing the required waterstop width from 9 inches to 6 inches where clearances do not allow, and eliminating the requirement to have a factory representative inspect field welds but instead requiring photographs of all welds and their initial bond be submitted to the construction monitoring engineer for approval on the day of installation. The performance period for the project has been changed from September 5, 2022 to March 3, 2023 to June 1, 2023 to December 1, 2023 in order to start work during a time that will less impact local farm traffic and avoid potential flooding issues in the spring.

Questions and Answers 2
1. Are straight walls acceptable in lieu of the battered walls if they would be poured at 2’-0”?
Answer: Please maintain dimensions of walls.
2. The 9” waterstop called for in the planes will not fit without folding the bottom 1” of the waterstop over. (The keyway is 1 ½” tall and the rebar clearance is 2” = 3 ½”) Are we to plan on using 6” waterstop or would we increase the height of the keyway?
Answer: Please change width of waterstop to 6” where clearances do not allow for 9” waterstop
3. In 03300, it states to have a representative from the waterstop manufacturer perform a site visit to train our employees and to inspect field welds. For the size of the project this is relatively expensive, is this required?
Answer: Please eliminate factory rep field visit – photograph to discernible detail, all welds.
Photograph to discernible detail at installation to see initial bond with first slab. Submit photos to construction monitoring engineer for approval same day of installation.
4. The original performance period was 09/05/22 to 03/03/23. The new dates of 06/01/23 to 12/01/23 is considerably different from your original dates. Please confirm that this was your intention.
Answer: The reason for this is due to the long lead time for the owner to secure required permits, and also to start actual work when it won't impact local farm traffic as much. Local farmers use the road across the dam to move their heavy equipment from field to field during planting season (Spring) and harvest (Fall). Spring also brings heavy rains and potential flooding so the June through December window would be the best timeframe to start the construction work.
