Amend 1 Attach 2 Solicitation 140F0221R0021 Questions and Answers to date July 8, 2021

1. Spec Section 011000 Summary of Work and site visit comments state that only phase 1 of this project will be part of this contract. However, the Quote Schedule calls for an Item #3 Phase 2 cost line item. Please confirm if pricing for phase 2 of this project will be required, and if not, please update Quote Schedule. If yes, please confirm when phase 2 is expected to take place.

The government may or may not award phase II when pricing is obtained on initial award, depending on funds at time of award. Phase II pricing is required, specs and drawings are provided for those as well. If phase II is not funded initially or within the required period for confirmed pricing phase II will be advertised again at a later date.

2. Please provide specifications for the metal lockers found in Phase 2 - 10/AE401.

Please see Amend 1 attached Locker Specification

3. Please confirm the wall types for both toilets #101 and #105

Wall types indicated on 1/AE401 are correct and refer to wall types indicated on sheet AE101 of the phase 2 drawing package

4. Wall type NA on Phase 1 drawings show FRP panels on both sides of the wall. Wall type NA on Phase 2 drawings do not show any FRP panels, only 5/8" drywall. Please confirm if that is correct

Yes the wall types are specific to the each phase drawing package

5. Please confirm which walls in this building are to receive FRP panels. Phase 1 drawings show Wall Type NA with PWP on both sides however, the Finish Schedule on AE601 show painted gyp board for Room #111 Feed Prep/Storage

The intent is to finish the Tank Room (110) and Egg Tray Stacks Room (112) with FRP (over moisture resistant gypsum board) and to finish the Feed Prep/Storage Room (111) with painted gypsum board.

6. Phase 1 drawings show on 4,7/AE601 FRP panels at the window head and sill, and appears to wrap around the wall. That part of the building is wall section 4/AE301 which is the Room #102.

Phase 2 drawings only show gyp board. Please confirm required finish.

The finishes are correct with the FRP wrap at the Tank Room (110) only

7. The notes on P-101 need to be clarified, for example note 12 says plumber to furnish materials to be installed by the government, note 13 states that the contractor shall provide piping up to and including the ball valve (does that mean furnish and install or just furnish). Note 12 and 13 refer to the same pipe line. Note 10 says Provide pipe supports attached to the wall of the trench. Is the plumber providing and installing? Is it the owners' intent that all of the process water piping will be installed by government employees? The term provide needs to be defined. Please advise.

Please refer to 014200.1.2 for definitions of “Provide”, “Install”, and “Furnish”. The intent is that the contractor will provide piping from the water entrance up to and including the isolation valves as indicated by keynotes 13 & 16, and the contractor will furnish the everything downstream of the isolation valves for the Government to install.

8. Please confirm the extent of the chain link fencing replacement. See attached take off and confirm if linear footage is correct. 8' High Chain Link Fence = 24 LF. 6' High Chain Link Fence = 136 LF – includes one 4' wide Chain Link Pedestrian Gate.

Those dimensions are correct. Note the plans do not show existing fence posts and new corner or end posts are required where the new fence meets the existing fence.

9. Regarding the Plumbing, the specifications refer to the Drain Waste and Vent Piping as ABS Plastic and PVC Plastic. The Massachusetts Plumbing Code CMR 248 for Commercial Buildings requires Cast Iron Soil pipe and DWV Copper pipe and compatible fittings. We assume this installation would need to comply with Massachusetts requirements and be subject to inspections by local authorities. Please advise if under the Federal regulations these requirements would be waived.

Please provide cast iron sanitary and copper DWV in accordance with Massachusetts requirements

10. The Facility Hatchery Water describes AWWA C509 Gate Valves, which have non-rising stems and resilient seats, but the stem will be bronze. Will this design prevent contact of Bronze or Copper with the Fish-Rearing water? Please advise.

Resilient seated gate valves conforming to AWWA C509 are acceptable for use on the project.

11. The Specifications only list flexible blanket insulation. Drawings list “rigid” insulation. Will the scope require the louvers/plenums to be insulated with blanket or rigid board? Rigid Duct Board would be the better installation, but Flexible Duct Blanket would be cheaper. Please clarify what appears to be a contradiction between the Plans and the Specifications.

Provide Rigid Duct Board with vapor barrier.

12. We are unable to find any bid bond requirements in the provided documents. Please advise.

Please see updated solicitation Section K, Clause 52.228-1 “Bid Guarantee” added with Amendment 1

13. Does the stock pile from the building stay on premises or is it to be removed? Reference CD101 note #2 , the Approx 910 CY that comes out from new building location…We do not want to move it twice.

The stockpile location (as designed) is indicated on Sheet C-001 (down to existing clearing to stay on premises). Please confirm the exact on premises stockpile location at or near clearing with the Contracting Officer onsite representative upon beginning of stockpile operations.

14. Can I change the 9" heavy duty cast iron frame and cover to a 10" (our distributor carries 10”) , 8" deep 16" lower flange to protect inline cleanouts?

Yes

15. Does silt fence go around the septic area? (not shown)

Yes, please provide silt fence or sediment control wattles downgrade of the septic area.

16. Do we use silt fence or waddles or both? 9 or 12" waddles?
