About this file
This document contains responses to bidder questions regarding a federal solicitation for coulee levee repair and trail rehabilitation work at the Arrowwood National Wildlife Refuge in North Dakota. The responses provide additional details on the project scope including quantities for various earthwork items, availability of geotechnical reports and design survey files, suitability of onsite materials for embankment fill and geocell infill, and acceptability of helical corrugated culverts. Bidders must request any CAD files by January 19, 2022 and sign an additional user agreement. The related federal contract opportunity notice provides further details on Solicitation Number 140F0122R0007 to perform demolition, excavation, dewatering, culvert installation, embankment repair, and erosion control work for the levee and trail repair project through the U.S. Fish and Wildlife Service.

Arrowwood Coulee Levee Repair January 11, 2022 Response to Bidder Questions
Question 1: On plan sheet G3 note #4 it states that soil borings were completed on July 17 2020. Are these available?
Answer 1: A copy of the August 18, 2020 Terracon Geotechnical Exploration Report is attached. The report contains soil boring logs and a discussion of subsurface conditions.
Question 2: As you know the project is in North Dakota, so this time of year it is tough to visit the site and get a good idea of what needs to take place with 2 ft. of snow on the ground. So what I am wanting to track down is the estimated quantities of the items that are being bid as lump sum, such as the excavation & embankment, topsoil removal & respread area, etc. The purpose of this is to have the bidders submit proposals on an apples to apples basis, not all of use guessing what is under the snow and estimating high to cover ourselves and you as the paying agency having to pay more for work that is assumed but might not truly be needed.
Answer 2: Quantities Division 31 – Earthwork. A summary table is included below.
Arrowwood Coulee Levee and Trail Road Repair Earthwork Quantity Summary
11-Jan-22 Division 31 Earthwork Units CLIN10 CLIN20
Excavation yd3 664 166
Export and Dispose Unsuitable Material yd3 664 166
Furnish and Place Embankment Fill yd3 672 168
Furnish and Place Soil Riprap yd3 440 --
Furnish and Place Soil Riprap Bedding yd3 110 --
Furnish and Install Geocell ft2 15440 3860
Question 3: If you would be able to provide the preliminary survey and design survey CAD files, I could calculate these numbers based on that information if it has not already been done as requested initially.
Answer 3: The final Project CAD files can be made available upon request via email to Caleb_Kindsvater@fws.gov. Requests for CAD files must be made no later than 8:00pm MS 1/19/2022.
**Should Contractors request the CAD documents, an additional User Release Agreement must be signed and returned by requesting contractor** mailto:Caleb_Kindsvater@fws.gov
Question 4: Also a question about the borrow material to build the embankment, is it present onsite or will there be enough excavation from the overflow to reconstruct the dike?
Answer 4: Excavated material meeting gradation requirements for embankment fill in Specification section 310500–2.1 and moisture requirements in Specification Section 310500-3.2 may be used to reconstruct the dike.
Question 5: Is the material present onsite fit to be used for the desired construction?
Answer 5: The subsurface material on site is highly variable, some of the material does meet embankment fill requirements. However, material meeting embankment fill requirements may be saturated and unsuitable for placement and compaction. The geotechnical exploration report is included with this response. Gradation and moisture requirements for embankment fill, soil filled riprap, and riprap bedding are provided in specification section 310500.
• For the purpose of consistent bidding, please assume that all embankment fill will be imported from outside the site and excavated soil (with the exception of topsoil) will require offsite disposal.
Question 6: Is the onsite topsoil suitable for the infill of the geocell?
Answer 6: Onsite topsoil should be stripped, stockpiled, and used for geocell infill.
Question 7: Is helical corrugation acceptable or will spiral ribbed corrugations be required.
Answer 7: Helical Corrugations are acceptable provided they have a Manning’s n value of
0.024 or less.
**Should Contractors request the CAD documents, an additional User Release Agreement must be signed and returned by requesting contractor**
