REVISED STATEMENT OF WORK
Hagerman National Fish Hatchery
Contract Truck and Drivers March 1, 2018
1. GENERAL:
The purpose of this contract is to provide the U.S. Fish and Wildlife Service, Hagerman National Fish Hatchery (Hatchery), located at 3059-D National Fish Hatchery Road, Hagerman, Gooding County, Idaho, with three diesel semi-tractors with drivers, and one alternate driver, for use in steelhead and rainbow trout distribution. Trucks must be within the local commuting area for the purpose of short notice dispatching as well as to control costs for mileage.
2. DEFINITIONS: N/A
3. SCOPE:
The contractor shall provide three diesel-powered semi-tractors with drivers, capable of pulling fish transport trailer (5,000 gallon tanker). Gross vehicle weight (GVW) of tractor and trailer loaded with fish and water will be approximately 80,000 pounds. Semi-tractor shall be equipped with a Citizen Band radio and cell phone in order to provide communication among drivers and with Hatchery personnel.
In case of semi-tractor breakdown (or driver illness), the contractor will be required to dispatch an alternate driver and semi-tractor within two hours of request by the Hatchery Manager or his designee.
All weather and road conditions are to be expected. Roads will consist of Federal and State highways, county roads, and maintained dirt roads.
The contractor shall allow for passengers designated by the Hatchery Project Leader or his designee.
These passengers will consist of U.S. Fish & Wildlife employees and volunteers for the purpose of orientation of drivers, assistance, or educational objectives.
Trucks and drivers are to be at the Hatchery at daily times specified by the Hatchery. At least one truck and driver will be required to return to the Hatchery immediately upon completion of the day’s distribution run. This truck will be parked where designated to allow Hatchery staff to fill the tanker with chilled water for the next hauling day. The remaining two trucks will be filled the following morning. The driver(s) will be responsible for arranging his/her transportation to and from the Hatchery and may leave a personal vehicle at the Hatchery for convenience. However, the Hatchery will not be liable for personal property or vehicle as facility is accessible to the general public.
Hatchery staff will train contract drivers in the proper water filling procedures and the operation of the fish life support and alarm system on the trailer. Contract drivers will be expected to quickly develop proficiency in assisting Hatchery with loading water and fish at the Hatchery and in the unloading of fish at the release site. Contract drivers will record data associated with truck tank temperature, stream temperature, and total fish loss on data sheet provided by the hatchery. Contract drivers shall be physically capable and willing to assist in loading of trucks and should therefore dress accordingly (appropriate clothing and sturdy shoes) and be able to maneuver on raceway walls and handle light lifting. Vendor is advised that loading time (water and fish) will require approximately two (2) hours each of contract driver’s time. Unloading time at release sites will be approximately one (1) hour.
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
Projected period for order delivery is approximately late March to mid-May and again in the fall.
All fish transport will be accomplished in the state of Idaho. Fish will be loaded at the Hatchery and delivered to, but not limited to, areas of the Salmon River drainage in Idaho such as the following locations: Sawtooth Fish Hatchery near the town of Stanley; North of Stanley and the East Fork of the Salmon River near the town of Clayton, Idaho.
Approximate total mileage of this order, including driver mileage from contractor’s depot to the Hatchery, is estimated at 12,000 miles per vehicle, per year or less.
A detailed schedule of trips and dates for specific locations will be provided one week prior to commencement of delivery.
Equipment and materials may be stored on Hatchery grounds as long as they do not interfere with any Hatchery operations outside of the direct impact of these projects on the Hatchery. The Hatchery is not responsible for protecting or insuring safety of materials, equipment, or personal property stored on site.
5. INSPECTION AND ACCEPTANCE:
The contractor shall provide all fuel, spare tires, snow chains, permits, licenses, and insurance for semi-tractors. The contractor will provide to the Hatchery Manager or his designee proof of permits, licenses, and insurance prior to executing the contract.
Drivers will be evaluated on performance of duties and exhibiting a concern for the live fish they are hauling. The government reserves the right to request a substitute driver.
Upon completion of the contract, billed mileage will be compared to that of the Hatchery’s Motor Vehicle Operator logs for consistency and accuracy.
6. GOVERNMENT FURNISHED EQUIPMENT, MATERIAL &/OR INFORMAITON:
The government will provide fish transport trailers, snow chains for the trailer, oxygen for fish life support, diesel fuel for trailer-mounted electric generator, and any necessary maintenance to the trailers.
Water for the transport trailer will be provided each day at the Hatchery.
Training for drivers and alternate(s) will be provided prior to commencement of the contract at the Hatchery. This training will include orientation to the loading process, instruction for performing en-route monitoring, release of fish, and required record keeping. Drivers will be expected to be of a mental and physical condition to perform these duties without assistance. Drivers are also expected to have live hauling experience as well as experience driving liquids over mountain roads.
7. AVAILABILITY:
Numbers and weights of fish to be loaded for each delivery will be determined by the Hatchery. Drivers will be provided a weekly schedule of trips. Trips may be canceled or rescheduled due to inclement weather and adverse road conditions en-route to, or at, the fish release site(s). If cancellations are made on a scheduled trip day after drivers have reported to the Hatchery, the contractor will be compensated for mileage between the contractor’s depot and the Hatchery at the contract mileage rate.
Contract Drivers will be required to travel in convoy with the Hatchery’s semi-tanker and driver unless otherwise approved by the Hatchery Manager or designee. Contract drivers are required to follow all direction from the Hatchery driver concerning any matters pertaining to fish loading, transport or release. Contract Drivers shall adhere to all local, state, and federal road laws.
8. TECHNICAL COORDINATOR:
Questions concerning this contract shall be directed to Jarrett Page, Assistant Project Leader, or Anna Ray, Fisheries Program Assistant. Hatchery Phone Number: (208) 837-4896
