I. This is a combined synopisis/soliciation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

II. This action is being processed in accordance with FAR Part 12 and Part 13, to include FAR Part 13.5 – Simplified Procedures for Certain Commercial Items. The solicitation number is 140D8020Q0013. This solicitation is issued as a Request for Quote (RFQ). The Acquisition Services Directorate of the Department of the Interior, on behalf of the Office of Wildland Fire (OWF), is issuing this combined solicitation/synopsis for the purpose of entering into a contract after receipt and evaluation of quotes.

III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2020-08, dated 08/31/2020.

IV. This requirement is a total small business set-aside. The applicable NAICS Code is 541511, with a size standard of $30,000,000.00

Technical Capability / Experience and Past Performance, when combined, are more important than price.

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.

SECTION B: PERFORMANCE WORK STATEMENT (PWS)

Computer Aided Dispatch (CAD)

1. INTRODUCTION

The Interagency Dispatch Community requires a standardized computer aided dispatch software solution. This procurement is intended to provide these services in a cost-effective and responsive manner. This Performance Work Statement (PWS) defines the parameters for the work.

Computer Aided Dispatch (CAD) systems are a critical tool in day to day operations at local interagency dispatch centers. The CAD incorporates local interagency Fire Management Plans from which pre-planned dispatch response (i.e. run cards) are utilized for initial attack response. CAD also tracks current resource operational status and tracking of both tactical and non-tactical resource location. Using the location of an incident, CADs also provide dispatchers with the ability to make official notifications regarding resource management concerns. These CAD systems are used to dispatch initial attack resources, support local planned wildland fire response (prescribed burning) and provide assistance for other all hazard, law enforcement and emergency management incidents via pre-planned dispatch response.

The CAD shall comply with Wildland Fire Information and Technology (WFIT) target architecture goals and meet security standards. This includes data integration and service-oriented architecture to support the standardization of business processes, assuring consistent data lifecycle management, from acquisition to reporting of data. CAD’s are the most common initial data entry point for incident information at 115 tier 3 interagency dispatch centers. CADs are a critical tool for day to day operations.

2. BACKGROUND

The Department of the Interior, (DOI) Office of Wildland Fire (OWF) is the managing partner in cooperation with US Department of Agriculture (USDA) Forest Service for this investment. CAD is used by Federal and non-Federal agencies including: (DOI) Bureau of Indian Affairs (BIA), Bureau of Land Management (BLM), Fish and Wildlife Service (FWS) and National Park Service (NPS), Bureau of Reclamation (BOR); USDA Forest Service (FS); and non-federal organizations (i.e. States, Tribes, etc.) nationwide.

3. CONTRACT OBJECTIVES

The objectives of this performance-based Contract are to:

• Provide excellent intuitive user experience.

• Timely, accurate customer support service.

• Integration with the enterprise data exchange service

• Help desk support to include 24/7/365.

• Support wildland fire community business needs and cost targets.

• Provide accurate and reliable data to support incident dispatching.

• Enable users to quickly and efficiently enter and view data.

• Enable users to efficiently share information both within and between dispatch centers.

• Provide modern, intuitive dispatch tools with a wide range of requirements from data storage and data entry to communication and status reporting.

• Enable and support user access, data management, reporting and related requirements.

• Enable dispatchers to take advantage of modern dispatch tools such as high-quality mapping, traffic routing and automatic vehicle location.

• Conform to all pertinent rules, requirements, laws, policies and standards.

4. SCOPE

The scope of this performance-based contract includes the following expectations. The service provider shall provide a CAD software solution to support day to day operations at interagency dispatch centers. The system shall be compliant with federal regulations (OMB, DOI etc.).

The CAD software solution is required to meet all DOI security and hosting requirements. The proposed solution shall be able to obtain an Authority To Operate (ATO) according to the National Institute of Standards Technology Special Publication 800-37 (https://www.nist.gov/privacy-framework/nist-sp-800-37) Applying Risk Management Framework for Information Systems and Organizations. This requirement includes the boundary for both the software and the hosting platform.

The proposed hosting and software application solution may either be a virtual on-premise or cloud-based approach. However, in order to align with the federal “Cloud Smart” (https://www.doi.gov/cloud/strategy) initiative, the government prefers a FedRAMP authorized cloud solution. There are approximately five (5) dispatch centers in remote areas which do not have enough local bandwidth to support a cloud only solution. In these instances, the vendor will provide an on-premise application solution. The government will work with the vendor in identifying on-premise and cloud allowance locations on a case by case basis.

More specifically, the ideal CAD solution will include a design for hosting the software application on a FedRAMP authorized platform. The Department of Interior, Foundation Cloud Hosting Services (FCHS) contract vehicle (https://www.doi.gov/cloud/contract) streamlines and ensures all cloud security thresholds and requirements are included. Secondly, the FCHS includes Information System Security Officer (ISSO) continuous monitoring and ATO oversite for common Cloud Service Provider platforms. These two cloud advantages allow the CAD team to inherit security controls and minimize ATO overhead work that would be a full-scale requirement for an alternate on-premise solution.

The system shall maintain the standards that the interagency community has for applications, to include the following:

• Provide a system that meets the requirements of the high-level User Stories outlined in Technical Exhibit 1

• Provide software access: Currently there are 115 tier 3 centers, ten (10) Tier 2 and one (1) Tier 1 interagency dispatch center. There shall be an option to provide access to additional dispatch centers needing access to software.

• Support business needs and cost targets

• Provide technical support for key integrations (i.e.: provide the capability to integrate data from external systems through the data integration service, which is currently the Integrated Reporting of Wildfire Information (IRWIN), and integrate with CJIS and DOI LE software

IMARS.

• Shall participate in all scheduled integration testing events to ensure that integrations are current. Currently these testing events are scheduled once per year.

• Provide maintenance of software. This shall include new versions of software as released, patches to the system and future system modifications/enhancements.

• Provide technical support 24 hours a day, 7 days a week and 365 days per year.

• Provide the response times for technical service requests:

o 75% or more of all technical service requests shall be answered (call back) within 30 minutes.

o 20% 10% or more of all technical service requests shall be resolved (closed) within

10 minutes of vendor call back.

o 85% or more of all technical service requests shall be resolved (closed) within 12 hours of vendor call back.

o 85% or more of all technical service requests shall be resolved (closed) within 24 hours of vendor call back.

• Provide installation support and software training as described in Section 5.

• Complete all tasks outlined in Section 5, Description of Services.

• Provide all deliverables outlined in Section 6, Deliverables.

• CAD software shall meet current federal IT Security and Configuration Requirements.

The system shall:

• Be available 99.9% of the time

• Provide accurate and reliable data to support incident dispatching

• Enable users to quickly and efficiently enter and view data

• Enable users to efficiently share information both within and between dispatch centers

• Provide modern, intuitive dispatch tools with a wide range of requirements from data storage and data entry to communication and status reporting

• Enable and support user access, data management, reporting and related requirements

5. DESCRIPTION OF TASKS

5.1 Project Management Support

The service provider shall be responsible for Project Management Support activities for their technical staff as well as support of all activities contributing to successful work performance.

These tasks include but are not limited to:

5.1.1. Develop and maintain a critical milestone schedule.

5.1.2. Provide recommendations to address schedule associated with project plans.

5.1.3. Support the COR in analysis, classification and prioritization of work items.

5.1.4. Coordinate and plan meetings.

5.1.5. Provide progress reports and other deliverables according to Section 6, Deliverables.

5.1.6. Provide monthly status reports.

5.1.7. Coordinate with the Government regarding system outages and other issues as needed.

5.2 Software Configuration and Implementation

The Contractor shall be responsible for:

5.2.1 Deploying into a Government provided cloud hosting environment. This may be an on-premise solution utilizing the existing mandatory Foundation Cloud Hosting Services (FCHS) options for cloud hosting/access. All Government on premise, hybrid and cloud-based solutions must meet Federal Agency Security and configuration standards as outlined and documented in the scope section of this document (Section 4). The Government shall cover the responsibility and costs for authentication and has the discretion to provide additional hosting services as required. The contractor may submit a request for optional add-on services to enhance CAD software performance. The Government will coordinate with the cloud hosting provider to facilitate access to those services as required.

5.2.2 Installation of or access to the software.

5.2.3 Configuring the software to meet the requirements outlined in the Technical Exhibits

5.2.4 Migrating up to 150 gb of existing data per dispatch center to the new system.

5.3 Software Access

The Contractor shall be responsible for:

5.3.1 Providing access for all current centers, which include 115 Tier 3 dispatch centers, ten

(10) Tier 2 dispatch centers, and one (1) Tier 1 dispatch center.

• Tier 3 dispatch centers are local centers with an average of 4 to 25 consoles at each center

• Tier 2 dispatch centers are geographical centers with an average of 5 users at each center.

• The Tier one dispatch center is a national center with 5 users.

• There are currently zero mobile CADs.

• There are currently zero wearable or smartphone capabilities.

• There are approximately 300 dispatchers nationwide with a mix of disciplines, and this number is continuously changing throughout the annual timeframe.

• The network connectivity of each center varies with location of the center and is the responsibility of the individual hosting agency for any particular dispatch center

5.3.2 Provide the ability to add or delete users and/or access as necessary.

5.4 Software Customization

5.4.1 Software modification to support new functionality and features as required.

5.4.2 Software modification to support new integrations and / or data sources.

5.4.3 Consulting services regarding new functionality and additional system capabilities. The

Contractor shall provide technical consulting in coordination with Interagency subject matter experts.

5.5 Operations & Maintenance

The Contractor shall:

5.5.1 Provide technical support by phone and by email. The Contractor shall make personnel available to meet support requests. 90% of all requests shall be responded to within two

(2) hours of submission.

5.5.2 Provide help desk support.

5.6 Training

5.6.1 Providing an online user manual to align with each version that is released or updated.

5.6.2 Providing an online administrator user guides to align with each version that is released or updated.

5.6.3 Providing one (1) annual training session.

6. DELIVERABLES

Deliverables shall be provided electronically in a Microsoft Office Suite product pre-approved by the

COR.

Delivery Address Deliverables must be submitted to the Contracting Officer, Contracting Officer’s Representative and/or Government Project Manager electronically.

Method of Delivery Electronic copies must be delivered using Microsoft Office Suite of tools (for example, MS WORD, MS EXCEL, MS POWERPOINT, MS PROJECT, or MS ACCESS format), unless otherwise specified by the COR. Electronic submission must be made via email, unless otherwise agreed to by the COR. All deliverables shall be 508 compliant.

7. NON-PERSONAL SERVICES

Contractor personnel shall be trained, qualified and certified under the requirements specified in this contract and be given full knowledge of the requirements of this contract before starting work. The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately.

8. BUSINESS RELATIONS

The contractor shall successfully integrate and coordinate all activity needed to accomplish all services within the timeframes specified in the PWS. The Contractor shall manage the timeliness, completeness and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues and effective management of subcontractors. The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all Contractor personnel.

9. QUALITY REQUIREMENTS

9.1 Quality Control Program

The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which the Contractor assures themselves that the work complies with the requirements of the contract. As a minimum, the Contractor shall develop a Quality Control Plan that addresses the areas identified in Technical Exhibit 5, “Performance Requirements Summary.” After Government acceptance of the Contractor’s proposed Quality Control Plan, the Contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to the Quality Control Plan.

9.2 Quality Assurance

The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). See Technical Exhibit 5, “Quality Assurance Surveillance Plan.” This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It

10. RECOGNIZED HOLIDAYS

The Contractor shall follow the policies and procedures established by the vendor regarding the recognition of holidays that meets the needs of providing services as outlined within this PWS.

However, the Government recognizes the holidays listed below. In general, Government employees will not be available during these holidays:

11. INSPECTION AND ACCEPTANCE

The Government will perform inspection of the deliverables and services received from the Contractor in accordance with the contract Quality Assurance Surveillance Plan (QASP). The Government has the right to perform periodic surveillance of the Contractor to ensure that the Contractor’s work products and QC processes are in compliance with the contract requirements. The Government and the Contractor will coordinate Government surveillance in a manner that will not unduly delay or disrupt the Contractor’s performance of the contract.

The COR will have five (5) business days to review draft deliverables and make comments. The Contractor will have five (5) business days to make corrections. Upon receipt of the final deliverables, the COR will have five (5) business days for final review prior to acceptance or providing documented reasons for non-acceptance.

The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor shall have five (5) business days to correct the rejected deliverable and return it per delivery instructions.

Prior to acceptance, the Government reserves the right to perform testing on required Information and Communication Technology (ICT) items to validate the offeror’s Section 508 conformance claims. If the Government determines that Section 508 conformance claims provided by the offeror represent a higher level of conformance than what is actually provided to the agency, the Government shall, at its option, require the offeror to remediate the item to align with the offeror’s original Section 508 conformance claims prior to acceptance.

12. PERIOD OF PERFORMANCE

The period of performance for the effort shall be a base period for 12 months, plus seven (7) option periods of 12 months each, for a total of 108 months (8 years). All terms and conditions applicable to the base period shall extend to all options. The anticipated period of performance is as follows:

13. PLACE OF PERFORMANCE

All tasks shall be performed at the Contractor’s facilities. However, Contractor will be required to travel to and perform tasks at a Government location while on travel status. Services may be provided off site, on site, or a combination of, depending on requirements. The anticipated place of performance shall be at the Contractor site (s) and sites identified by the COR. Kick off meeting will be scheduled within 14 business days of contract award and will be held virtually in Boise, Idaho at the Office of Wildland Fire.

14. CONTRACT TYPE

This will be a Firm Fixed Price (FFP) contract. Each task will be priced separately.

15. HOURS OF OPERATION

Hours of operation are generally 7:30 am EST to 11:30 pm EST. The Contractor will be required to make adjustments to this schedule in order to work with Government employees in the Central, Mountain, Alaska and Pacific time zones. The Contractor must at all times maintain an adequate work force to maintain uninterrupted performance of all tasks defined within this PWS.

16. GOVERNMENT FURNISHED FACILITIES AND EQUIPMENT

The Contractor will be permitted to utilize Government Furnished Facilties to conduct in-person meetings and workshops when requested by the COR. No Government Furnished Equipment will be provided.

17. PHYSICAL SECURITY

17.1 Physical Security

The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.

17.2 Key Control

The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized

Source Selection Information – See FAR 2.101 and 3.104 15 | 16 persons. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COR. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the COR, re-key or replace the affected lock or locks;

however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system/office shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the COR.

17.3 Identification of Contractor Employees

All contract personnel attending meetings and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. When performing work in a Government office, Contractor shall obtain and wear Contractor badges.

18. POST AWARD CONFERENCE/PERIODIC PROGRESS MEETINGS

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR) and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

19. ORGANIZATIONAL CONFLICT OF INTEREST

Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

All Contractors shall be required to sign and submit a non-disclosure agreement to the Contracting Officer.

20. INVOICES

The Contractor shall submit one (1) invoice per month for these tasks. The invoice period is monthly, from the first day to the last day of the month. Invoices are due to the designated recipient no later than the 10th business day of the following month.

21. TRAVEL

Local travel (within 50 miles of the Contractor’s facilities) shall not be reimbursed. Contractor will be reimbursed for actual travel expenses incurred, in accordance with the Federal Travel Regulations (FTR) at http://www.gsa.gov/federaltravelregulation. All travel must be approved by the COR prior to occurring.

Anticipated travel as part of this effort is as follows:

One (1) Discovery/Requirements Workshop, two (2) resources;

and one (1) Site Visit, two (2) resources.

Discovery for System: Qualification;

One (1) Discovery/Requirements Workshop, two (2) resources;

and one (1) Site Visit, two (2) resources.

IRWIN Integration Testing;

One (1) trip, two (2) resources. One (1) Discovery/Requirements Workshop, two (2) resources; and one (1) Site Visit, two (2) resources.

22. KEY PERSONNEL

The Contractor shall employ and maintain personnel in the management and key staff positions who meet the minimum requirements for each of the skill levels to which they are assigned and shall be capable of performing the functions described in a competent and professional manner.

Key Person 1: Project Manager

The Contractor shall designate a Project Manager (PM) as the single point of contact (POC) with the Government for communications issues, concerns, or problems that arise on the Task Order. The PM shall have the authority to commit the Contractor and make decisions for the Contractor and shall be the single Contractor representative responsible for all issues, concerns, or problems. The PM shall readily and rapidly respond to Government questions, concerns and comments. The PM shall proactively alert the Government to potential contractual issues. The PM must be available during normal duty hours, as specified herein to meet (either in person or by phone) with Government personnel within 24 calendar hours to discuss problems.

The Contractor shall submit resumes to the Government COR for coordination and review prior to formally adding new employees to this effort. The Contractor is responsible to hire and retain individuals of the highest ability who are appropriate for the assigned task. The COR will raise http://www.gsa.gov/federaltravelregulation

Source Selection Information – See FAR 2.101 and 3.104 17 | 18 performance issues to the CO and a meeting will promptly be scheduled to discuss with the Contractor.

The Contractor agrees that no Key Personnel substitutions or additions will be made unless necessitated by compelling reasons including, but not limited to, illness, death, parental leave, or termination of employment. In such event, the Contractor must promptly provide the information required below to the COR for approval prior to any substitution or addition of Key Personnel.

Proposed substitutes must have qualifications that meet or exceed the qualifications of the persons replaced. Whenever possible, fully compliant requests for substitutions or additions must be submitted in writing to the COR for approval at least fifteen business days in advance of the proposed change. The COR will notify the Contractor within fifteen business days after receipt of all required information of the decision on substitutions or additions. All disapprovals will require re-submission of another substitution or addition within fifteen days by the Contractor.

Request for Key Personnel changes must provide a detailed explanation of the circumstances necessitating the proposed substitutions or additions, a complete resume for the person to be substituted or added and any other information requested by the COR.

23. SECTION 508 – ACCESSIBILITY OF INFORMATION AND COMMUNICATIONS

TECHNOLOGY

(a) This PWS is subject to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by the Workforce Investment Act of 1998 (P.L. 105-220). Specifically, subsection 508(a)(1) requires that when the Federal Government procures Information and Communications Technology (ICT)1, the ICT must allow Federal employees and members of the public with disabilities comparable access to and use of information and data provided to Federal employees and members of the public without disabilities.

(b) The ICT accessibility standards as 36 CFR Part 1194 were developed by the Architectural and Transportation Barriers Compliance Board (also known as the Access Board) and apply to contracts, task orders and indefinite quantity contracts on or after June 25, 2001.

(c) Each Information and Communications Technology (ICT) product or service furnished under this contract shall comply with the Information and Communications Technology Accessibility Standards (36 CFR 1194), as specified in the contract, at a minimum. If the Contracting Officer determines any furnished product or service is not in compliance with the contract, the Contracting Officer will promptly inform the Contractor in writing. The Contractor shall, without charge to the Government, repair or replace the non-compliant products or services within a period of time specified by the Government in writing. If such repair or replacement is not completed within the time specified, the Government shall have the following recourses:

1) Cancellation of the contract, delivery, or task order, purchase or line item without termination liabilities; or

2) In the case of custom Information and Communications Technology (ICT) being developed by a Contractor for the Government, the Government shall have the right to have any necessary

Source Selection Information – See FAR 2.101 and 3.104 18 | 19 changes made or repairs performed by itself or by another firm for the non-compliant ICT, with the Contractor liable for reimbursement to the Government for any expenses incurred thereby.

(d) The Contractor must ensure that all ICT products and services that are less than fully compliant with the accessibility standards are provided pursuant to extensive market research and are the most current compliant products or services available to satisfy the contract requirements.

(e) For every ICT product or service accepted under this contract by the Government that does not comply with 36 CFR 1194, the Contractor shall, at the discretion of the Government, make every effort to replace or upgrade it with a compliant equivalent product or service, if commercially available and cost neutral, on either a contract specified refresh cycle for the product or service, or on a contract effective option/renewal date, whichever shall occur first.

Section 508 Compliance

The Contractor shall comply with the standards, policies and procedures below. In the event of conflicts between the referenced documents and this PWS, the PWS shall take precedence.

In addition, all contract deliverables are subject to these standards.

All web content or communications materials produced, regardless of format (text, audio, video, etc.), must conform to the applicable Section 508 standards to allow Federal employees and members of the public with disabilities comparable access to and use of information and data provided to Federal employees and members of the public without disabilities. All Contractors (including sub-contractors) and consultants responsible for preparing or posting content must comply with the applicable Section 508 accessibility standards and, where applicable, those set forth in the referenced policy or standards document above. Remediation of any materials that do not comply with the applicable provisions of 36 CFR Part 1194 as set forth in the PWS shall be the responsibility of the Contractor or consultant.

All maintenance for Information and Communications Technology that requires upgrades, modifications, installations and purchases will adhere to the Section 508 standards and 36 CFR 1194.

WCAG 2.0 Compliance The Contractor shall comply with the standards, policies and procedures below. In the event of conflicts between the referenced documents and this PWS, the PWS shall take precedence.

Custom ICT Development Services When Contractor provides custom ICT development services pursuant to this contract, Contractor shall ensure the ICT fully conforms to the applicable Revised 508 Standards prior to delivery and before final acceptance.

Installation, Configuration and Integration Services When Contractor provides installation, configuration, or integration services for equipment and software pursuant to this contract, the offeror shall not install, configure, or integrate the
