About this file

This is Amendment 0001 to Solicitation 140D0426R0011, issued by the Interior Business Center, Acquisition and Queuing Division on August 11, 2026, with an effective date of July 22, 2026. The amendment responds to contractor questions, updates Attachment 5 (Indian Economic Representation Form) to replace the DUNS field with UEI, and clarifies solicitation instructions.

The solicitation is a two-phase competitive procurement for healthcare facilities planning services supporting the Indian Health Service (IHS). Phase 1 requires submission of suggested labor categories (with Service Contract Labor Standards applicability), a maximum 2-page PDF describing the firm's experience with healthcare facilities master planning on a nationwide scale (including capacity to incorporate IHS standards, IT capabilities such as Esri GIS, HSP, RRM tools, Revit, Bluebeam, and LiDAR), and samples of technical documents updated using Revit and end-user technical templates. Phase 2, for offerors in the competitive range, includes Phase 2a oral presentations (estimated 75 minutes total: 5 minutes introduction, 70 minutes for responses to four scenario-based questions) addressing project management approaches to area master planning, health service criteria development, budget estimation, administrative structure and capacity management, GIS/dashboard capabilities, and health care criteria development methodology. Phase 2b requires pricing submission using a government-provided standardized labor category workbook with pricing for all labor categories and option periods. The estimated oral presentation dates are August 31–September 4, 2026, with pricing submissions required no sooner than seven business days following the oral presentations. Phase 1 submissions are due by the date specified in the original solicitation or as extended by this amendment, submitted via email to Samantha Davis and Robert Brewer.

(C) points of contact by close of business (5:00 PM

EDT) the day before each offeror's scheduled presentation. No other methods of submission will be accepted.

The following will also apply to the oral presentations:

A. Time Limit

A total of 75 minutes will be allotted for the oral presentations. The estimated time frames are 5 minutes for introductions, 70 minutes for the oral presentation, prepared questions and responses, and on-the-spot questions and responses. The estimated time frames for responses are provided as informational only for preparing for the oral presentation. All responses within the 70-minute time limit will be accepted and considered. Any response that exceeds the 70-minute time limit will not be considered. The introduction does not count toward the 70-minute time limit.

B. Number and Content of Slides

Offerors have the discretion to choose the number of slides and the format as long as it meets the time limit criteria. Slides should contain an appropriate summary of responses to questions provided during the oral presentation. Material contained on slides that is not presented and addressed by offerors during the oral presentation will not be considered in the award decision.

Slides shall contain zero to minimal typographical errors since the Government views such errors as demonstrating a lack of attention to detail, thus reflecting negatively on quality of work.

C. Formatting

Offerors shall ensure that the print, graphics, and fonts are easily readable. Slide presentations shall be submitted in a format readable by Microsoft PowerPoint (PPT) or Adobe

D. Questions and Topics to be Addressed in the

Oral Presentations (Estimated to be 70

Minutes)

The oral presentation will consist of the scenario and additional questions identified below.

1. Scenario: The Nashville Area hasn't had a full-time planner in 10 years. Congress just provided IHS $400M to construct a new health care facility for the newly recognized Lumbee

Tribe. IHS plans on releasing three task orders to support healthcare development in the

Nashville Area.

Task order 1: Complete and area master plan for the Nashville Area.

Task order 2: Develop criteria recommendations to present to IHS for consideration in delivering inpatient behavior health services.

Task order 3: Develop planning documents for the facility for the Lumbee Tribe.

Scenario Part A: Explain your project management and technical approach to complete the provided scenario. Include (NOTE: Not all task orders require each element listed below):

a) Scope review process including:

1. InAn IHS area master plan.

2. A HSP service criteria.

3. Program justification document.

4. Program of requirements document.

5. Medical equipment logistics for new health care facilities.

b) LCATs, number of estimated hours and the rationale for both.

c) Would you propose a site visit? Why or why not?

d) Provide a schedule for your firm's approach to completing the scenario and a rationale explaining why your firm selected this approach.

e) Detail the IT/technology that was used in developing the technical approach.

Scenario Part B: Now that your firm has explained the approach to the planning portion detail the process your firm would use to provide the budget estimate. Include your firm's approach to providing the following information:

a) Startup cost.

b) The staffing classification and salaries.

c) Operations and maintenance.

2. Explain your firm's administrative structure relative to how your firm balances new work with existing projects to ensure that all work is completed on time without losing quality.

The explanation should include:

a) Capacity to manage multiple task orders and the schedules for deliverables under those task orders.

b) Extent to which your firm relies on in house staff compared to SMEs/subcontractors.

c) What individuals attend site visits?

d) How is quality control performed, including the process when corrective actions are needed?

e) Individual(s) responsible for submitting timely invoices?

3. IHS has a need for the master plans and data that are produced to be better than PDF format due to the requirement to present the data to the public via public facing dashboards.

Additionally, the planning process is moving to

GIS and the planning outputs must make it into the IHS GIS Geodatabase.

Demonstrate your firm's ability to create master plans data using the ESRI GIS software and show how that information is used to populate a public facing dashboard. Include relevant details about the dashboard capability, e.g. is the dashboard based on a real project or is it a mockup to show capability? If it was a real project provide a brief summary of the requirement. If it is a mockup to show capability provide the basis of assumptions used, etc.

4. Explain your process to develop new health care criteria services. Specifically explain the methodology your firm would use to provide a new health care service, for example Adult

Residential Behavioral Health Services, nationwide to all IHS beneficiaries. In your firm's response detail what sources your firm would use to determine:

a) What population level is needed to make the service economically viable? (e.g. would have enough customers to keep the provider in business)

b) What is the number of providers needed based on a population scale?

c) How much space is needed to provide the service relative to the population scale?

d) What medical equipment is needed to provide the service?

E. Participants

No more than three (3) total offeror participants shall attend.

F. Rules of Engagement

1. The offeror may not generally ask questions during the oral presentation or on-the-spot challenge questions. Any questions asked must be directed to the Contracting Officer and should only deal with logistics and conduct of the oral presentation. Clarification or rereading of the questions may be asked.

2. Oral presentations do not constitute discussions. The Government will not ask questions that will invite or allow the offeror to change its offer. The offeror shall not volunteer any information that might be construed as changing its offer. Oral presentations are distinct from the

Government's reserved right to conduct exchanges.
