About this file
This file contains Questions and Answers (Q&A) from a federal contract solicitation clarifying submission requirements, evaluation procedures, and contract terms for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
The solicitation involves a two-phase evaluation process with Phase 1 responses due August 20, 2026, submitted via email to Samantha Davis (samantha_davis@ibc.doi.gov) and Bob Brewer (robert_brewer@ibc.doi.gov). Phase 1 submissions must include a 2-page technical response without a cover letter, the Indian Economic Enterprise Representation Form (with UEI instead of DUNS number), proposed Labor Category and Skill Level (LCAT) titles with SCLS applicability only, and redacted excerpts of technical samples including Revit drawings (PDF format acceptable, under 5 pages) and end-user documents. Amendment 0001 corrected scheduling errors; Phase 2 virtual oral presentations are anticipated between August 31, 2026 and September 4, 2026. Section K representations are to be completed through System for Award Management (sam.gov) registration per 52.204-7 and need not be submitted separately. The contract is structured as an IDIQ with a maximum aggregate ceiling of $30 million shared among all awardees. Subsequent task orders may be firm-fixed-price, time-and-materials, or hybrid arrangements depending on requirements. The Contracting Officer intends to provide fair opportunity on task order competition unless extenuating circumstances occur, though detailed competition procedures and lead times for task order pricing submissions will vary based on complexity and timing requirements. Organizational conflict of interest provisions are detailed at the IDIQ level in Section C, with task orders providing additional detail regarding contractor eligibility for related design, construction, equipment, or implementation work.

Q1: Upon review, we noted a potential inconsistency between the Phase 1 submission due date of August 20, 2026, and the anticipated Phase 2a oral presentation dates of August 6– 10, 2026. As currently stated, the oral presentations would occur prior to the Phase 1 submission deadline. Could you please confirm whether the Phase 2a oral presentation dates are correct or if a revision to the schedule is anticipated? Clarification will help ensure offerors accurately understand the procurement timeline and submission requirements.
A: Amendment 0001 corrects this error. Oral presentations are anticipated between August 31, 2026 and September 4, 2026.
Q2: Please confirm the required method and email address or portal for submitting the Phase 1 response.
A: Amendment 0001 has clarified that phase 1 is to be submitted by email to Samantha Davis (samantha_davis@ibc.doi.gov) and Bob Brewer (robert_brewer@ibc.doi.gov).
Q3: Can we include a cover letter in addition to the 2-page technical response?
A: Please do not include a cover letter as part of the 2-page technical response.
Q4: Please confirm whether Phase 1 must include a completed and signed SF33, amendment acknowledgments, Section K representations, and the Indian Economic Enterprise Representation Form. i
A: Amendment acknowledgement is only required if the number of copies to return field is completed on the SF30. Section K representations are required to be completed as part of the System for Award Management (sam.gov) registration as required in 52.204-7, and are not required to be submitted separately as part of phase 1. The Indian Economic Representation form in attachment 5 is required to be submitted as part of phase 1 per 352.226-7.
Q5: The Indian Economic Enterprise Representation Form requests a DUNS number.
Should offerors provide their UEI instead?
A: Yes, please provide the UEI instead of the DUNS. A revised attachment 5 has been included as part of Amendment 0001.
Q6: For the proposed LCAT submission, should offerors provide only LCAT titles and SCLS applicability, or also definitions, qualifications, education, and experience requirements?
A: Only the LCAT titles and SCLS applicability are required. The government will provide definitions, qualifications, education, and experience requirements as part of phase 2.
Q7: Is there a page limit or file-size limit for the Revit technical sample and end-user document sample?
A: No file size limit no but please keep under 5 pages.
Q8: May offerors submit redacted excerpts of prior technical documents, or must complete documents be provided?
A: Redacted excerpts are acceptable.
Q9: For the Revit sample, is a PDF drawing sufficient, or is a native Revit file required? If RVT file, what version year is preferred?
A: PDF is sufficient, raw RVT files are not required.
Q10: The solicitation identifies anticipated oral presentations between August 6 and August 10, 2026, but Phase 1 responses are due August 20, 2026. Please confirm the correct Phase 2 schedule.
A: Amendment 0001 corrects this error. Oral presentations are anticipated between August 31, 2026 and September 4, 2026.
Q11: Will the Phase 2 oral presentations be hosted virtually or in-person?
A: Oral presentations will be virtual.
Q12: Please identify the maximum aggregate value or ceiling for the IDIQ and whether that ceiling is shared among all awardees.
A: The maximum aggregate ceiling is $30M shared among all awardees.
Q13: Please clarify whether task orders may be firm-fixed-price, time-and-materials, or both.
A: Subsequent task orders may be firm-fixed-price, time-and-materials, or a hybrid and the contract type is dependent upon the requirement.
Q14: Please clarify whether performance of planning work under this IDIQ may preclude the contractor from competing for subsequent design, construction, equipment, or implementation work related to the same project.
A: Section C: states the organizational conflict of interest at the IDIQ level. Task orders may provide in greater detail whether a contractor is prohibited from competing on acquisitions related to any planning activities provided.
Q15: As part of either phase, would the government like to see other qualifications such as resumes, project profiles, teaming partners, teaming agreements, CPARs, etc.?
A: The government has identified what should be submitted and what will be evaluated within the request for proposal.
Q16: Phase 1 Proposal Submission: The solicitation does not appear to specify the method or address for Phase 1 proposal submission (email, portal, or physical delivery). Item 8 of the SF-33 is blank, and Section L does not address submission method. Can the Government clarify how and where Phase 1 submissions should be delivered?
A: A: Amendment 0001 corrects this error. Oral presentations are anticipated between August 31, 2026 and September 4, 2026.
Q17: Task Order Competition and Pricing Process: Section 5 of the PWS indicates task order proposals will include labor category, hourly price, number of hours, and total firm-fixed-price, and notes an exception to fair opportunity where a task order is "a logical extension of existing work." Can the Government clarify the anticipated process for task order competition among IDIQ awardees - specifically, will task orders generally be competed among all awardees under fair opportunity procedures, and what is the anticipated lead time provided to awardees to prepare and submit task order pricing?
A: The Contracting Officer intends to provide fair opportunity on task order competition unless an extenuating circumstance occurs. Detailed competition procedures are dependent upon task order complexity, timing requirements, and other factors; thus, at this time, the Contracting Officer cannot provide detailed information as to the competition procedures will occur on future task orders.
