About this file

This is a Quality Assurance Surveillance Plan (QASP) template for the Peace Corps Campus Recruitment (Strat Program) contract, which establishes the systematic framework for evaluating contractor performance at universities serving as recruitment hubs.

The QASP defines monitoring responsibilities across three government personnel: the Contracting Officer (KO) who oversees contractual compliance and makes final performance determinations; the Contracting Officer's Representative (COR) who provides technical administration and conducts surveillance; and the Strat Program Liaison (SPL) who coordinates programmatic priorities and serves as the operational point of contact. Performance measurements focus on core requirements including hiring and maintaining a part-time Strat Recruiter working 20 hours per week, providing office space and supporting resources, involving Peace Corps in interviewer selection, ensuring mandatory training completion, and submitting required documentation (Annual Recruitment Plan, Monthly Recruitment Dashboard, Mid-Year Report, and Year-End Report). Surveillance methods include direct observation during check-in meetings, 100% inspection of all submitted reports and plans, observation of deliverables, and quarterly data sampling of 10-20% of data entered in Peace Corps systems. Performance is rated as Outstanding (exceeding 90% of contract requirements), Satisfactory (meeting 75% of requirements), or Unsatisfactory (below 75%), with the COR required to immediately notify the contractor of any identified deficiencies. The QASP is designated as a living document subject to regular government review and revision in coordination with the contractor.

QUALITY ASSURANCE SURVEILLANCE PLAN

For Contract Peace Corp STRAT Program Contract Number {enter contract number} Contractor’s Name {University Name}

1. PURPOSE

This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. This QASP explains the following:

a. What will be monitored?

b. How monitoring will take place?

c. Who will conduct the monitoring?

d. How monitoring efforts and results will be documented?

The QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance. In addition, the QASP should recognize that unforeseen and uncontrollable situations may occur.

This QASP is a “living document” and the Government may review and revise it on a regular basis. However, the Government shall coordinate changes with the contractor. Updates shall ensure that the QASP remains a valid, useful, and enforceable document. Copies of the original QASP and revisions shall be provided to the contractor.

2. GOVERNMENT ROLES AND RESPONSIBILITIES

The following personnel shall oversee and coordinate surveillance activities.

a. Contracting Officer (KO) - The KO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. The KO shall also assure that the contractor receives impartial, fair, and equitable treatment under this contract. The KO is ultimately responsible for the final determination of the adequacy of the contractor’s performance.

b. Contracting Officer’s Representative (COR) - The COR is responsible for technical administration of the contract and shall assure proper Government surveillance of the contractor’s performance. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. The contractor shall refer any changes they deem may affect contract price, terms, or conditions to the KO for action.

c. Strat Program Liaison (SPL) – the SPL coordinates and communicates programmatic priorities through regularly assigned meetings and check-ins with the Campus Recruiters (“Strat”); reviews and approves the recruitment targets; reviews submitted reports and provides insights and feedback to Strats, collaborates with Strat and Stat Administrative (University Supervisor) to support Strat recruitment efforts. Serves as the operational point of contact for alignment with Peace Corps recruitment goals and supports the COR with performance evaluations.

7. PERFORMANCE REPORT

The Quality Assurance Surveillance Plan is the process Peace Corps will use to monitor, measure, and provide feedback to a Strat School on the quality of their contract performance. The outcome of the QASP process is to determine if the contract performance is sufficient in order to award a contract option year if available per the terms on the base contract. It is important to note that an option year award is at the full discretion of Peace Corps and not guaranteed even if contract performance is being met.

Peace Corps Recruitment will prepare a formal written update on the quality of contract performance after receipt of the final Annual Recruitment Plan, the Mid-Year Report, and the Annual report.

Acceptable Performance. The Government shall document positive performance.

Unacceptable Performance. When unacceptable performance occurs, the COR shall inform the contractor. This will normally be in writing unless circumstances necessitate verbal communication. In any case the COR shall document the discussion and place it in the COR file.

8. QASP Governance and updates

· Living document: May be updated by the Peace Corps Contracting Officer Representative (COR), with concurrence from the Contracting Officer (CO/KO). Updates may occur based on lessons learned, evolving program priorities, risk management considerations, or adjustments to data systems.

· Change control: All revisions will be documented in a version history log. Updates will be communicated promptly to the contractor to ensure alignment and transparency.
