SECTION 4 – EVALUATION OF QUOTATIONS
GENERAL INSTRUCTIONS: Quotes shall be prepared in accordance with and comply with the instructions in Section 3. The technical submission will be evaluated separately from the price. Each submission will be evaluated against the evaluation factors listed below.
EVALUATION FACTORS FOR AWARD: The contractor must receive a satisfactory rating or above for all Non-Price Factors A and B to be considered for an award.
FACTOR A – TECHNICAL
The Government will evaluate quotes for the following:
1. Understanding of the work, including creativity and thoroughness shown in understanding the objectives of the SOW and specific tasks, and planned execution of the project.
2. The Ability to address anticipated potential problem areas, and creativity and feasibility of solutions to problems and future integration of new processes and technology enhancements.
3. Degree to which the offeror’s quote demonstrates an understanding of logistics, schedule, and any other miscellaneous issues of which the Government should be aware.
FACTOR B – PAST PERFORMANCE
A review will be conducted of the offeror’s information in the Contractor Performance Assessment Reporting Systems (CPARS)and other performance evaluation methods available to the Government.
Based on this review of the offeror’s past performance information, the Contracting Officer will determine if the offeror poses past performance risk to the Government. Offerors that pose past performance risk to the Government will not be considered. Past performance is determined on an Acceptable/Unacceptable basis.
Offerors with no prior similar past performance will not be evaluated favorably or unfavorably and will receive a rating of neutral
FACTOR C – PRICE
An evaluation of all the technically acceptable quoter’s pricing will be evaluated to determine if it is reasonable for the work to be performed.
The Price Factor will not receive an adjectival rating. Price will be evaluated based on the Quoter’s price assumptions, an analysis of the overall price and components of the overall price, an analysis of discounts provided, and for reasonableness. The price quote will be evaluated separately from the technical quote.
BASIS FOR AWARD: Best Value-Trade Off - Overall, when combined, the Government considers non-price factors significantly more important than price. The Government will make award for the quote that represents the best value to the Government after conducting a tradeoff between price and non-price factors, where non-price factors are significantly more important than price.
Between quotes that the government determines are essentially technical equivalent, price shall become the determining factor.
The Government will reserve the right to make award to other than the lowest priced offeror should a better technical solution be proposed. In order to be considered for award, an offeror must receive a minimum rating of satisfactory on all non-price factors. The total quoted price will be evaluated separately, but in conjunction with the non-price elements to ensure that the Government is awarding based on best value. The Government reserves the right to award based on initial submissions, but reserves the right to request additional information, such as revisions to correct minor clerical errors, or to request additional discounts if it is in the Government’s best interest to do so.
The Offeror should recognize that its initial written price and non-price quotes may be used as the sole and final basis of award and should quote accordingly.
The Government intends to make a single award for the requirement. Submission of a quote implies the Contractor agrees to the terms and conditions in this document. Upon determining the quote that represents the best value to the Government, the Gov't will notify the quoter of the order and will request the quoter submit a written acceptance of the order.
The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award a Contract or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.
