About this file

This document is an Amendment of Solicitation (Amendment 0002) for an Exclusive Use Light Fixed Wing Aircraft Services contract for NAVSEA (Naval Sea Systems Command). The solicitation (140D0425Q0634) extends the quote submission deadline to 29 October 2025 at 1200 MT and addresses additional vendor questions regarding performance calculations, fuel consumption rates, and aircraft requirements.

Key details include a performance period from 04/01/2026 to 03/31/2031, with specific requirements for aircraft such as standard airworthiness certification, VFR/IFR day and night operations, seating for two crew plus two passengers, and a 150-knot cruise speed. The amendment clarifies fuel weight calculations (6.7 lbs per gallon for turbine aircraft, 6.0 lbs per gallon of 100LL for piston aircraft) and provides updated guidance on using fuel consumption rates from Exhibit 4 or Aircraft Flight Manuals, with vendors required to use the highest consumption rate for calculations.

Q&A—NAVSEA EU LT FW Aircraft 140D0425Q0634_0002

Q6: SECTION D – INSTRUCTIONS TO OFFERORS

Page: 78 Paragraph: D4.6.2

May we use the fuel consumption rates listed in the Aircraft Flight Manual as opposed to the fuel consumption rate "for the make and model oƯered based on Exhibit 4?" (There is also a typo in this paragraph. The paragraph should reference Exhibit 4, page 71 - fuel consumption rates. As written, it references Exhibit 3, page 70 - lap belt conditions).

Q6: Fuel consumption rates from updated Exhibit 4 must be used. See amendment 0002 for updated verbiage.

Q7: SECTION D – INSTRUCTIONS TO OFFERORS

Page: 78 Paragraph: D4.6.2

This paragraph states "OƯerors must use a standard fuel weight of 6.7 lbs. per gallon for performance calculations." Can it be changed to read "OƯerors must use a standard fuel weight of

6.7 lbs per gallon for Turbine fuel or 6.0 lbs per gallon for AVGAS, as appropriate for the aircraft oƯered, for performance calculations?" (As written, the RFP does not allow proper fuel weight for AVGAS to be used in performance calculations for piston powered aircraft).

A7: This has been changed to “OƯerors must use a standard fuel weight of 6.7 lbs. per gallon for turbine aircraft and 6.0 lbs. per gallon of 100LL for performance calculations.” See Amendment 0002 for updated verbiage.

Q8: SECTION E – OFFEROR REPRESENTATIONS, CERTIFICATIONS, AND OTHER

STATEMENTS.

Pg. 106

EXHIBIT E-2 AIRCRAFT QUESTIONNAIRE

Paragraph: MINIMUM AIRCRAFT REQUIREMENTS

The note at the bottom of the Minimum Aircraft Requirements states:

"Payload amounts must be computed by using Exhibit 4: Airplane Approximate Recommended Cruise Fuel Consumption Rates, performance data from the Aircraft Flight Manual, weight and balance report, and equipment list that you provide."

In accordance with Note 1 (3) at the bottom of the page, may we use the Aircraft Flight Manual Fuel Consumption data instead of Exhibit 4 AIRPLANE APPROXIMATE “RECOMMENDED CRUISE” FUEL CONSUMPTION RATES found on page 71 and page 72? (We are confirming the intent of this paragraph is to use the most accurate performance and fuel consumption data we have, whether it comes from the Aircraft Flight Manual or the Exhibit 4 Recommended Cruise Fuel Consumption

Rates. Obviously, if available, the Aircraft Flight Manual data will be more accurate as it takes into account density altitude and power setting.)

A8: Exhibit E-2 has been updated. See Amendment 0002 for updated verbiage.

Q9: SECTION E – OFFEROR REPRESENTATIONS, CERTIFICATIONS, AND OTHER

STATEMENTS.

Pg. 106

EXHIBIT E-2 AIRCRAFT QUESTIONNAIRE

Paragraph: Note: 1 (4) at bottom of page

Note 1. (4) States:

"Calculations showing performance characteristics of the aircraft. Calculations must include weight of the aircraft in contract configuration, crew, and fuel as identified in Section A1. (use 6.7 lbs. per gal. for fuel weight)."

May we use 6.7 lbs. per gallon for Turbine Fuel and 6.0 lbs. per gallon for AvGas as appropriate for the aircraft oƯered? (6.7 lbs/gal is not accurate for the weight of AVGAS. AVGAS weighs 6.0 lbs per gallon).

A9: Added language to include 6.0 lbs/gal for Avgas. See Amendment 0002 for updated verbiage.
