About this file

This document is an Amendment of Solicitation (Amendment 0001) for Exclusive Use Light Fixed Wing Aircraft Services in support of NAVSEA (Naval Sea Systems Command). The solicitation (140D0425Q0634) seeks a multi-engine land airplane with specific technical requirements, including:

Key aircraft specifications include seating for two crew and two passengers, VFR/IFR certification, single-engine service ceiling of 6,000' MSL, capability of operating from a 4,000-foot runway, 150 knot cruise speed, and extended overwater operation capabilities. The contract amendment addresses vendor questions by modifying several technical requirements, including reducing payload from 1,100 lbs to 870 lbs, lowering single-engine service ceiling requirement, removing shoulder harness inertial reel requirements, and eliminating the Automatic Direction Finder (ADF) receiver requirement. The performance period is from 04/01/2026 to 03/31/2031, with the quote submission due date extended to 22 October 2025 at 1200 MT.

Q1: Section A, Requirements and Pricing Page: 6 Paragraph: Endurance

May the payload in the "Endurance of four (4) hours with one 200 lb pilot, 25 lb survival kit and a 1,100 lb payload" requirement be reduced from 1,100 lbs to 870 lbs?

A1: Concur w/ requested change. See amended specification w/in Amendment 0001

Q2: Section A, Requirements and Pricing Page: 6 Paragraph: Performance

May the Single-engine service ceiling be reduced from "not less than 10,000' Mean Sea Level (MSL)" at maximum gross weight @ International Standard Atmosphere (ISA)” to "not less than 6,000' Mean Sea Level (MSL)?"
