STATEMENT OF WORK
Roof Inspections and Repairs
INTENT:
The intent of this solicitation is to acquire semiannual roof inspections and to provide preventative maintenance services from a highly qualified contractor available to make roof repairs as needed and requested by the Office of Facilities and Administrative Services at the:
U.S. Department of the Interior Building
Stuart Lee Udall 1849 C Street NW
Washington DC 20240.
Background:
The Stuart Lee Udall building was opened in 1936. There are roofs on multiple levels (Moat (basement), 1st, 2nd, 6th, 7th and penthouse) of various ages as well as ledge drains which occasionally need repair. The Udall Building comprises of 6 wings connected by a main corridor as shown in the detail below. A full walk of the building is required to better understand the impact of scope.
Scope of Work:
1. Roof Inspections
a. Twice a year (September and April) perform a thorough inspection of each, and every roof and ledge drain (to include pointing locations and facade) at the Udall Building. Note: Year 1 will be October of 2024 and April of 2025. Years after, twice a year will occur in September and April
i. Look for and report in detail any issues which could impact water tightness as well as any items that need repair.
ii. In addition to issues provide an overall thorough report for each roof location. Focus on potential future problems as well as life expectancy based on the inspection. Include all aspects of the roofing system to include but not limited to vent stacks, exhaust hoods, counterflashing, curbs, drains and parapet cap flashing.
2. Roof Report:
a. After each inspection provide a detailed report labeled and tabbed for each roof location. Each location will include the following at a minimum:
i. Follow guidelines of ASTM D7186-14 (2021)
ii. Follow guidelines of National Roof Certification and Inspection Association
iii. Observations: Digital photos with comments, explaining defects and potential maintenance issues and proposed repair/cost.
iv. Recommendations: Summary of inspection and suggested corrective action in detail and provide multiple scenarios if applicable.
v. Budget/Pricing: Options for immediate repairs, preventative maintenance options and budget numbers for a roof replacement per roof section.
b. When complete and within 15 business days of the inspections submit the report to the Contracting Officer and Contracting Officer’s Representative (COR) via email.
3. Roof Repairs
a. As needed and requested by the COR, provide pricing for remedial repairs on any of the roofs or ledge drains located at the Udall Building.
b. Detail the pricing to include a full labor breakdown per person and a separate line item for detailed material, as well as overhead and profit. Lump pricing will not be accepted.
i. The intent of the detailed pricing is to ensure the Government is receiving fair and reasonable pricing at the task order level for as needed repairs, as well as ensure the price is consistent with established pricing on the Indefinite Delivery Indefinite Quantity award.
c. All inspections and preventative maintenance activities must begin after 7:00 am and shall be accomplished by 4:00 pm.
d. Any repair which impacts the tenant via odors or noise will need to be performed outside of operating hours which is Monday through Friday 6am to 6pm.
e. Utilities (power and water) will be provided but hoses and/or extension cords are the responsibility of the contractor.
f. All roof repairs are to be approved by the Government prior to the start of work, the work period must be approved by the Government 10 working days in advance.
g. All work will be meet the requirements of the GSA P100 standard and all other standards it incorporates by reference.
4. Preventative Maintenance
a. Roof and Moat Drainage System
i. The contractor shall inspect, test, clean, repair and provide preventative maintenance for up to 170 roof and moat drains on a SEMI-ANNUAL basis (September and April with the exception of Year 1 which will be October 2024 and April 2025).
ii. The contractor shall perform an ANNUAL Hydrostatic Pressure Test of all roof and moat drains on a semi-annual basis (April) to determine if there are water leaks present in the system.
iii. The contractor shall perform Video Camera Pipe Inspection using an in-line sewer or a drain video camera to perform drainpipe camera inspection of drainpipes. The infrared camera shall be inserted into system through existing cleanouts, roof vents, and/or drains to observe and analyze the condition of the drain system to identify exact locations of obstructions, breaks, stoppages or deteriorated pipes along with approximate depth of the pipe.
iv. The contractor shall inspect test and confirm all Hydrostatic Pressure Testing and Video Camera Pipe are working per the manufacturer’s recommendations.
v. The inspection and testing shall be conducted by a licensed plumber or a licensed plumbing subcontractor.
vi. The contractor shall water test all drains using a standard ¾” hose running full on for a minimum of 10 minutes per drain.
vii. The contractor shall verify that the primary roof drains, overflow roof drains, and plumbing vents located within the project areas are free of debris and properly functioning.
viii. The contractor shall notify the CO/COR immediately if defects are found in the roof drain assembly components, and/or if the roof drains and/or plumbing vents are found to be blocked, clogged, or otherwise not properly functioning.
ix. Prior to start of unclogging and cleaning the drains, the Contractor shall provide a detailed report to the CO/COR indicating all inspection and testing work has been completed to include the details of the results of the roof drain inspection/testing and any corrective action needed.
x. After completion of inspection and testing, the Contractor shall provide the necessary lift and/or any other equipment necessary to access the roof and/or site location(s).
5. Request for Quotes Inspections (Emergency/Routine):
a. Once an Emergency/Routine Request for Quote(s) is made to the contractor, the contractor shall appear onsite to conduct the RFQ Inspection within 3 calendar days of initial notification.
b. Once an Emergency or Routine Request for Quote(s) is completed the contractor shall provide a quote within 7 calendar days after the inspection and be submitted to the Contracting Officer and the Contracting Officer’s Representative (COR) via email.
6. Other Requirements
a. Contractor Qualifications: Firm, company and/or principal specializing in this scope of work with not less than 5 years of documented successful experience
b. Any and all system outages or lane blockages shall be submitted to the CO/COR 14 calendar days in advance.
c. Contractor personnel will conduct themselves in a manner that reflects favorably upon the Contractor, the Office of Facilities and Administrative Services, and the Department of the Interior. The Contractor and its personnel will comply with the guidelines and requirements established by Departmental physical-security guidelines.
d. All work, labor, materials, and equipment provided shall be performed in strict compliance with any and all applicable local and federal codes as well as fire and life safety. The contractor shall notify the government prior to commencement of any requirements within this scope of work which is not in compliance with such codes. Contractor is representing, by acceptance of the contract, that it has thoroughly researched all applicable codes and regulations regarding this scope of work.
e. Parking will not be provided. The loading dock can be used only for loading and unloading of supplies and materials and only after coordination with the COR.
General Notes:
1. The Prime Contractor must have their own employee(s) onsite in a supervisory position when work is occurring onsite.
2. All practices must be in accordance with all relevant safety standards including but not limited to National Electric Code, OSHA requirements, and the GSA P100 standard (including all standards and codes incorporated by reference).
3. The contractor will be responsible for providing all required PPE and safety fall protection equipment.
4. Contractor is representing, by acceptance of the contract, that it has thoroughly researched all applicable codes and regulations regarding this scope of work.
5. All waste products will become the property of the contractor on removal and must be disposed of in accordance with all local, state, and federal rules and regulations including (where applicable) the US Department of Transportation Federal Motor Carrier Safety Regulations (FMCSR).
6. The contractor is expected to secure pricing for all associated labor and components at time of contract acceptance. Any price increases from the date of contract are the Contractor’s responsibility.
7. Work may take place during business hours, defined as Monday through Friday from 7 AM to 4 PM excluding federal holidays, unless the work will create service outages, dust, noise, and/or other irritants that would prevent full and free use of any portion of the building by the Department.
